Summary
The International Centre for Migration Policy Development (ICMPD), an international organisation with headquarters in Vienna, Austria, is tendering for the EC funded project Euro-Med Migration II and is looking for candidates for the above-mentioned expert position.
The overall objective of Euro-Med Migration II is to contribute to the development of a Euro-Mediterranean area of cooperation on migration.
Furthermore, the purpose of this project is to strengthen cooperation in the management of migration so as to build up the MEDA partners’ capacity to provide an effective, targeted and comprehensive solution of the various forms of migration. That includes setting up mechanisms to promote opportunities for legal migration, support for measures to promote the linkage of migration and development and the stepping-up of activities to stamp out trafficking in human beings, illegal immigration, and to manage mixed flows.
The legal migration component is to address the following: cooperation with migration countries of origin, the dissemination of relevant migration information, support instruments related to circular and return migration, and awareness raising for migrant women pertaining to their rights and duties in host countries.
The project should maximise the exchange of information and good practices concerning institutional and strategic ways of combating illegal migration, taking into account international protection obligations. Closer contacts and links between officials need to be underpinned by the formulation and development of effective, feasible and appropriate strategies to deal with illegal migration and to manage mixed flows. Specialist training targeted on specific aspects of the issues will also be needed.
The third component of the project consists of measures for improving the impact of South‑North migration on the development of the region as a whole. To this end high importance should be attached to the sending of funds to the countries of origin, as the potential contribution they can make to development is now recognised. The project must therefore help to identify possible ways of overcoming the obstacles to sending cash remittances and to determine, where necessary, whether specific technical aid to improve the economic and financial structures of the MEDA countries could be provided by the EU under its programmes and by the European Investment Bank.
To achieve the specific objective of the Euro‑Med Migration II, the project will endeavour to achieve the following results:
· Setting‑up of a Euro‑Med network for migration management based on closer dialogue, regular contacts and targeted exchanges of information/good practices between the EU and the MEDA partners, and between the MEDA countries.
· Identification of mechanisms appropriate for:
(a) combating illegal migration in the Euro-Mediterranean region efficiently, in compliance with the fundamental rights recognised by international conventions;
(b) making legal migration an instrument for economic, social and cultural development in the EU and MEDA countries, for example by promoting effective mechanisms for transferring migrants' funds between the EU and MEDA countries;
(c) strengthening collaboration with the MEDA countries on legal economic migration, and improving information available to migrant workers, and their conditions and prospects.
With a view to the next phase of the project, we are recruiting a training expert to support the existing team of long and short term experts in preparing and implementing a demanding training programme for public officials of the beneficiary countries in the areas of:
· legal / labour migration
· border management and irregular migration
· migration and development
· Study visits will be organised, indicatively five in EU Member States.
The beneficiaries countries of this project are: the People’s Democratic Republic of Algeria, the Arab Republic of Egypt, Israel, the Kingdom of Jordan, Lebanon, the Syrian Arab Republic, the Kingdom of Morocco, the Palestinian Territories and the Republic of Tunisia.
Qualification and Experience
Qualification and skills:
University degree (economics, sociology, demography, political science, law) or equivalent. A postgraduate qualification would be an advantage
Fluency in French and English. Knowledge of Arabic will be an advantage
General professional experience:
At least 12-15 years’ professional experience
Specific professional experience of:
At least five years’ experience in training on migration issues; including curricula development, training programme design / development, development of training tools and coordination of trainers.
Working knowledge of the MEDA countries.
Working knowledge of international cooperation will be an advantage.
