ETEM III

The External Thematic Expertise on Migration (ETEM) III Project is an EU-funded project that is being implemented by ICMPD's Brussels Mission. The Project, which runs from December 2010 to December 2012, aims to strengthen the capacities of the Directorate-General for Development and Cooperation - EuropeAid (DG DEVCO) of the European Commission (EC) in implementing the EU’s Global Approach to Migration and Mobility (GAMM). The ETEM III Project is a follow-up to the ETEM II Project implemented by ICMPD that supported DG DEVCO in 2010.

One of the aims of the Project is to support the work of the EC in enhancing operational capacities and ensuring that its cooperation on migration is as effective and informed as possible. For that purpose, targeted training seminars will be implemented for colleagues within the Commission, both at the EC’s headquarters and the offices of EU delegations. As a result, the capacities of EC staff in working towards aid effectiveness within the area of migration will be strengthened. A second objective of the ETEM III Project is to support DEVCO D3 in conducting an internal review of future strategies for migration and development at the policy and operational level through initiatives such as consultations with key stakeholders, the drafting of policy papers and the conducting of research. Finally, ETEM III also aims to draft, revise and finalise guidance material on different migration topics for EC and EU Delegation staff and assist in their effective dissemination. The latter should be achieved through the publication of a booklet/training manual, including orientation notes, providing guidance on external cooperation in various thematic areas of migration and the dissemination of an electronic newsletter.
