Ongoing Activities

Mauritius: Migration Management


Objective:
The main objective of this Action is to develop a National Immigration Strategy and migration management agreements with African/Asian countries. This Action will assist in updating the national policy on immigration and in strengthening the capacities of Mauritius to manage South-South migration flows.  

Summary: The Action will be composed of two groups of activities. One set of activities will focus on the internal management of immigration flows in Mauritius. The other group of activities will focus on regional cooperation for the management of South-South migration flows in a development perspective, in line with the objectives set by Mauritius as Chair of GFMD in 2012. Experts from the French and Italian administrations have been selected for this action.

Sierra Leone: Migration Management


Objective: The overall objective of this Action is to provide capacity building assistance to the Sierra Leonean Immigration Department to strengthen its migration management capabilities.

Summary: The Action will assist in finalising and implementing the new National Migration Policy, and in restructuring the organisational structure of the Immigration Department and border management. The first activity will be an assessment mission to Sierra Leone to identify the needs of the Immigration Department and is scheduled for May 2012.

Kenya: Document Security and Irregular Migration


Objective:
The aim of this Action is to provide technical assistance to the Kenyan Immigration Department on document security and irregular migration with a view to effectively implementing recently developed legislation in migration management. Training provided in this Action will aim to transfer the necessary knowledge to deal with document fraud and THB immigration officers.

Summary: The foreseen activities include the following: an assessment mission to take place in May 2012 (TBC); training on irregular migration, specifically in border management and document security; and, finally, a Training of Trainers workshop in document fraud.

India: Data Collection and Irregular Migration


Objective:
The aim of this Action is to support the Government of India’s efforts to manage overseas migration by building capacity at the sub-national level against irregular migration. The Action will also produce a set of tailored guidelines on data collection and communication with central government bodies. The activities will be further defined following an initial assessment mission scheduled for 3 - 9 May 2012. Experts from the Spanish and Italian public administrations are providing technical assistance in this Action.

Moldova/Eastern Partners: Migration Management


Objective:
This Action is a follow-up request to the Action that provided support to the International Conference: “The Eastern Partners' Contribution to the Stockholm Programme: Synergies to Improve Mobility and Strengthen Security” in Chisinau in January 2011. MIEUX provided assistance to the Ministry of Foreign Affairs and European Integration in Moldova to support a one-day International Roundtable on 28 February 2012 in Chisinau. In accordance with the conclusions of this meeting, MIEUX will support  an International Conference on Mobility Partnerships to be held in Brussels in June (TBC) between the EU and partner countries.

Argentina/Brazil: Development of a Regional Integrated Information System on Trafficking in Human Beings


Objective:
The aim of this Action is to support the efforts of the Ministry of Security of Argentina (MSA) and Ministry of Justice of Brazil (NJS) to actively cooperate, exchange information and improve their capacities to fight human trafficking.

Summary: This technical assistance will support the capacity building of staff members of both bodies in the area of human trafficking, and provide a transfer of knowledge, practices and experience from EU Member State administrations on the given aspects.

MIEUX will support the MSA and NJS through the following activities: an assessment of the needs and gaps of the MSA and the NJS (foreseen for the second quarter of 2012), a workshop on data collection and knowledge management and a workshop on the development of the regional information system on human trafficking. The final activity will be a training on policy development and implementation.

Uganda: Trafficking in Human Beings (THB) and Document Security


Objective:
The aim of this Action is to provide support to the Directorate of Citizenship and Immigration Control (DCIC) by strengthening its capacities to manage THB and document security. MIEUX will provide training to both entry level and senior management staff in the targeted areas.

Summary: The first activity took the form of an assessment mission to identify the gaps and needs of the DCIC. This will be followed by a series of training sessions in policy development, and monitoring and evaluation tools, to facilitate the development of a national action plan on anti-trafficking, and the development of training modules on THB and document security.  The next activity will be a workshop on THB for frontline immigration officers to take place in June 2012. The final activity will be the delivery of a Training of Trainers course.  Experts from both British, Lithuanian and Portuguese national administrations are assisting in this Action.

Costa Rica: Integration issues, Irregular Migration and Trafficking in Human Beings


Objective:
The overall objective of this Action is to support the Costa Rican General Directorate of Migration (GDM) in strengthening its capacities to manage migration flows, with a view to curbing irregular migration and maximising migration benefits.

Summary: MIEUX aims to provide the relevant migration authorities with capable, trained human resources by supporting the development of training material on THB and smuggling of migrants for the nationwide basic training of migration officers. In addition, MIEUX aims to support the process of developing the National Integration Plan of Costa Rica. An assessment mission of the gaps and needs of the GDM took place in mid-February 2012. This will be followed by the development of training modules on THB and smuggling of migrants, and the delivery of a Training of Trainers course. The assessment mission also provided the foundation for the course on integration policy and defined the modalities of support for the development of the National Integration Plan. Both trainings have been tentatively scheduled for the beginning of June 2012. Four experts from the Spanish national administration are assisting in this Action.

Brazil: Migration Management and Policy Development


Objective:
The main objective of this Action is to provide support in strengthening the migration management capacities of the relevant institutions and to assist in the development of the country’s national migration policy.

Summary:  An assessment mission was completed in March 2012 and will be followed by a nationwide seminar to be organised with a view to enhancing the ongoing national migration policy development process.  These activities will allow for the further development of a programme of capacity building activities for National Council members and staff, which will be implemented in the second phase of the Action. Two experts from the Portuguese national administration are assisting in this Action.

Ghana: Capacity Building and Migration Management


Objective:
This Action is providing technical assistance to the Ghanaian Immigration Service (GIS) to assist in its migration management.

Summary: The first activity was completed in November 2011, and identified the gaps and needs of the GIS and internal Project Planning Monitoring and Evaluation Unit (PPMEU). The findings and recommendations were delivered in an Assessment Report, which forms the basis of upcoming activities in project development, institution building and policy implementation. MIEUX also organised the seminar "The EU Global Approach to Migration and Mobility" in Accra on 24 January 2012 for Ghanaian authorities and stakeholders. The first of four workshops took place in February 2012 on Project Development for Senior Management staff in the Ghana Immigration Service. The second was on Institution Building and Reform (with reference to migration management) and took place 24 - 26 April 2012. A range of experts from the Dutch and British public administrations have been involved in offering technical assistance in this Action.

Azerbaijan II: Irregular Migration, Return and Re-admission


Objective:
In response to a second request from the State Migration Service of Azerbaijan, MIEUX is providing technical assistance in return management and readmission. The main objective of this Action is to familiarise the relevant national authorities with EU and EU Member States’ practices and policies in the fight against irregular migration.

Summary: A three-day training session on the management of accommodation facilities for irregular migrants took place in November 2011. This was followed by a study tour to the Netherlands  from 16 - 24 April 2012, which introduced four officials of the State Migration Service to European and Dutch good practices in the fight against irregular migration and their experience related to irregular migration. The final activity will be a training on the management of irregular migrant returnees.

ECOWAS: Management (and Security), Human Rights


Objective:
 MIEUX is providing assistance to the ECOWAS Commission’s Department for Free Movement and Tourism through tailored capacity building, primarily on the development of the Regional Training Curriculum for Border Officials from the ECOWAS Member States.  

Summary: The following activities are included in this Action:
  • A fact-finding mission to map the needs and key sectors related to free movement within ECOWAS
  • Development of the first draft of the regional training curriculum for Border Officials
  • Validation of the regional training curriculum with a selected group of professionals from ECOWAS Member States
  • Finalisation of the regional training curriculum
  • A Regional Training of Trainers (ToT) to introduce the regional training curriculum for use at the national level

The fact-finding mission took place in November 2011 with expertise from the German and Austrian national administrations. The regional training curriculum has been developed, based on the findings of the assessment mission, and has been disseminated to the ECOWAS Member States during the second activity of this Action that took place from 16 - 20 April 2012. Experts from both the Austrian and German national administrations are assisting in this Action.

Paraguay: Capacity Building for Consular Staff


Objective:
The aim of this Action is to enhance the knowledge-base of Paraguayan consular staff regarding international standards in immigration policy and procedures.

Summary: A mapping mission took place in November 2011 in which bilateral meetings were held with relevant national institutions dealing with migration, as well as other important stakeholders, in order to identify priority areas, and the existing gaps and needs of Paraguayan migration management. Two training sessions on migration management for consular staff are scheduled for 2012. The first training session will take place from 23 - 27 April 2012 in Asunción, Paraguay, and the second is scheduled for June 2012, taking place in Madrid. Experts from the Spanish and Dutch national administrations have been deployed for this Action.

The Gambia: Data Management


Objective:
 The overall objective of this Action is to support the Ministry of Interior of The Gambia in preparing for the development of a national migration policy. This is to be achieved through the completion, analysis and dissemination of a national migration survey conducted in 2009. In May 2011, an assessment mission took place in Banjul, which enabled further definition of the technical assistance activities.

Summary: The first activity took place at the end of October 2011 with a review of the 2009 Migration Survey and the workshop "Data Collection for Migration Statistics". The workshop gave representatives from different national agencies a chance to exchange ideas, knowledge and practices on migration flows, and data collection in The Gambia, between themselves and with the EU experts.  In addition, the MIEUX experts were familiarised with the raw data from the national migration survey. The second activity in this Action was a desk-based data validation activity conducted in the experts’ home countries. This was followed by a data analysis workshop in January 2012, which engaged participants from relevant agencies involved in the migration survey and those working at the operational level. MIEUX experts are currently guiding and reviewing the process of completing the National Migration Survey Final Report, which expected to be completed and launched in June 2012. This Action is being implemented with the participation of experts from the French and Italian national administrations.

Palestine: Human Rights, Border Management and Document Security


Objective:
 MIEUX will provide technical assistance in the development of a training curriculum on migration management and document security for the Palestinian Academy for Security Sciences, to be endorsed by the Ministry of Higher Education, as part of an official curriculum for national policy.  An initial gaps and needs assessment mission was completed in February 2011 with British expertise.  

Summary: In March, a specialised training session on human rights’ implications for border and migration management, as well as on curriculum development and planning, was held for the Academy. Experts from the British, German, Hungarian, Lithuanian and Slovenian national administrations are assisting in this Action.

Senegal: Border Management


Objective:
MIEUX is providing support in the development of a national integrated border management strategy in Senegal. The overall objective of this Action is to support the Ministry of Interior in the development of a national strategy on border management and a national action plan for its implementation.

Summary: A mapping mission took place 16 - 20 May 2011 to assess border management needs regarding the elaboration of a strategy, and to identify the relevant stakeholders to be involved in the development of the national border management strategy. Two workshops on the drafting of the national strategy for border management took place in September and November 2011. The review of the national strategy for border management took place on 18 - 20 January 2012. This is to be followed by an interministerial meeting where the strategy will be presented for approval by all relevant ministries and a workshop for the development of an action plan for the strategy. This Action is being delivered with expertise from the Dutch and French national administrations.

West Africa: Irregular Migration and Document Security


Objective:
MIEUX is providing technical assistance for the capacity building of relevant staff in five West African countries in the area of document fraud. Assistance is being provided through training to complement an ongoing regional project implemented in partnership with IOM and the ‘Direction de la Coopération Internationale’ of France.  

Summary: In November 2011, a two-week training session on document fraud took place in Dakar, Senegal, with expertise from the French national administration. This Action will implement its final activity in the form of a study visit for West African trainees to document fraud centres in France from 24 - 27 April 2012 and in Belgium from 7 - 10 May 2012.

Uzbekistan: Migration Management and Trafficking in Human Beings (THB)


Objective:
MIEUX is providing technical assistance in migration management and THB. In May 2010, the Seminar on Mobility Issues was organised in Tashkent, in cooperation with the EC DG Justice and Home Affairs. As a result of this seminar, a number of activities were developed to support the overall improvement of national migration management and policies.  

Summary: Training on the protection of victims of trafficking was organised for the staff of the National Rehabilitation Centre for Victims of THB. It was followed by the Seminar on Migration Management, Policy and Legislation, which brought together the national agencies responsible for migration-related aspects. A study visit to Spain took place in cooperation with the Ministry of Foreign Affairs and Cooperation of Spain in June 2011. Five government representatives of the Government of Uzbekistan were familiarised with Spain’s developments in the field of migration, and opportunities for bilateral cooperation and future policy implications were discussed. The last activity of this Action will be to provide support to different government agencies to develop and implement awareness-raising campaigns against THB and irregular migration. The Action has involved experts from: Belgium, Finland, Germany, Hungary, Italy, the Netherlands, Poland, Portugal and Romania.

The Philippines: Awareness Raising Against Illegal Recruitment and Trafficking in Human Beings


Objective:
MIEUX is providing support to the Philippines Overseas Employment Administration (POEA) in improving the Programme “Illegal Recruitment-Free Local Government Units Campaign”.

Summary: An assessment mission to Manila took place in December 2010, identifying the current state of play in the field of prevention of THB and illegal recruitment. This was followed by training for the POEA Campaign. The training was provided as preparation for the development of an awareness-raising campaign. A resource book entitled “Campaigning against illegal recruitment and trafficking in persons using social marketing techniques” was produced.  This was followed with a three-day strategic planning process in which the existing tools to carry out the campaign were reviewed and brainstorming took place on the campaign branding and message. The output of this process was an overall logical framework for the POEA’s preventative work.

The awareness-raising campaign materials were piloted at the official launch of the campaign “NO to illegal recruitment and trafficking” in June 2011. In parallel to this activity, training was organised for POEA collaborating prosecutors and lawyers on various aspects related to THB. The concluding activity will be a seminar for the Philippines labour attachés based in Europe scheduled to take place in 2012. Experts from the German and Portuguese national administrations have been deployed for this Action.

Cape Verde: Development of the National Immigration Strategy and Action Plan

Objective: This Action aims to provide support in the elaboration of the National Immigration Strategy under the scope of the EU–Cape Verde Mobility Partnership.

Summary: In February 2010, a Seminar on Migration Management and the Development of Migration Policies took place in Praia, Cape Verde, which gathered together representatives from various government institutions, NGOs and academia involved in migration. The Seminar preceded an assessment mission, the findings of which were used for the National Immigration Strategy (NIS).   Two additional missions followed in September and November 2010, with a view to improving and consolidating the draft of the NIS through a series of consultations with relevant authorities and stakeholders. The Immigration Strategy was formally adopted by the Cape Verdean Government in October 2011. The next step in this Action will be support for the development of the National Action Plan in order to implement the Strategy. Experts from Cape Verdean, Dutch, Finnish and French national administrations have been involved in this Action.
