Project News: IBM study visit with a focus on inter-agency – and International Border Cooperation

From 2 till 5 May 2017, a high-level delegation of the Tunisian border management agencies took part in a 4-day study visit focused on inter-agency and international cooperation and coordination mechanisms at the French-Swiss border.

In the framework of the EU-Swiss funded “Support Programme to the Government of Tunisia in the field of Integrated Border Management” (IBM Tunisia), ICMPD organised a study visit for high-level officials of the Tunisian border management agencies, namely the Border Guard Directorate General of the National Guard (DGGF), the Border Police Directorate (DFE), the Customs Directorate General (DGD) and the National Army. This action was thoroughly planned with and supported by the following agencies from Swiss Confederation, i.e. the State Secretariat for Migration (SEM), Federal Customs Administration (AFD) and Border Guard Corps (Cgfr), as well as from the French Republic, i.e. the Directorate of International Cooperation of the Ministry of Interior (DCI), the Central Directorate of Border Police (DCPAF) and the Directorate General of Customs (DGDDI).
The mission allowed the delegation to get acquainted with main challenges to be overcome in Geneva region and the various cooperation mechanisms that are used to enhance the level of efficiency and effectiveness of border management activities carried out by French and Swiss partners. Beyond the presentation of structures like the French-Swiss Border-Guard/-Police/Customs cooperation centre of Geneva (CCPD), several Juxtaposed Border Crossing Points (BCNJ), the Joint Operational Brigade of Annemasse (BOM – binational judicial police mobile unit) and the French Border Police South-East Regional Command (DZPAF SE), Tunisian colleagues could experiment in live cooperation practices like delegation of powers from police to customs for passport checks and joint control at BCP.
This visit comes as a direct follow-up to several working sessions on strengthening of inter-agency cooperation and will serve as a solid source of inspiration for the further elaboration of Tunisian national IBM concept.
