Project News: Management of Turkish western borders in the focus of IBM LOC-CAP

From 13-15 March 2017, more than 20 deputy province and district governors from Turkey participated in the local study visit on western borders organized by the IBM LOC-CAP project, implemented by ICMPD in cooperation with the Ministry of Interior of Turkey.

In order to raise awareness and increase capacity in civil administration on border management the project foresees local study visits to different types of borders and regions in Turkey, as well as sharing of experience with international stakeholders during the EU member states study visits. This week’s visit was dedicated to the exchange of best practices on management of land borders among participants and hosting district authorities in Edirne, the most western province of Turkey that borders on Bulgaria and Greece.

The three day’s duration study visit was organised together with the Directorate General for Provincial Administration of the Turkish Ministry of Interior for deputy governors and district governors from Edirne, Istanbul, Kirklareli, Kocaeli, Sakarya, Çanakkale and Tekirdağ provinces. The participants learnt about the EU experience and best practices in management of road and railway border crossing points (BCPs), familirised with the western land border surveillance system and were presented the Directorate’s General for Migration Management (DGMM) mandate and operations within the scope of border management. The group also visited the recently established Trilateral Bulgarian-Greek-Turkish Contact Centre at the Kapitan Andreevo border checkpoint and learnt about its purpose, functions, structure, information exchange process, activities and cross-border cooperation.

The visit to the Kapikule border gate, which is the largest land border gate in Europe and second largest in the world, allowed the local administrators to observe daily practices and system of border management, cooperation and coordination among different border authorities, including Land Forces, DGMM, Turkish National Police, Customs, private operator for ground services (GTİ) at the road and railway border gates. The group also visited the office of the Governor of Edirne and finalised the visit with the discussion on EU experience and best practices on cross-border cooperation and the Border Commissioner’s duties and challenges.
