Support to the development of institutional capacity of the Directorate General for Migration Management of Turkey (DGMM II)
Objective: Development of the institutional capacity of the Directorate General for Migration Management of Turkey.
Summary: This project aims at supporting the institutional development and enhancing the operational capacity of DGMM in a set of thematic areas, such as irregular migration, legal migration and international protection, including temporary protection.
Furthermore, ICMPD provides support to DGMM in meeting requirements set out in various cooperation agreements between Turkey and the EU, including the Visa Liberalisation Process Road Map, the Turkey-EU Readmission Agreement and Turkey-EU Migration Action Plan.
ICMPD has been providing support for the institutional set up and initial functioning of DGMM since 2013. This project builds upon that experience.
In addition to the Competence Centre for Illegal Migration & Return, ICMPD's , through its MIEUX II programme, carries out capacity building projects dealing with illegal migration and return.
Forced-Return Monitoring II (FReM II)
Objective: To contribute to a functioning EU Return System in line with the EU Return Directive (2008/115/EC), protecting the fundamental rights of returnees through independent and transparent forced-return monitoring based on a common European approach and harmonised procedures.
Summary: The project is implemented in support of the European Border and Coast Guard (EBCG) Regulation, in particular its Article 29 (pool of forced-return monitors) and Article 36 (training of staff involved in return-related tasks). It builds on the results of the previous FReM project and facilitates the further implementation of Article 8(6) of the EU Return Directive in contributing to a functioning EU Return System by supporting the establishment of an independent and transparent forced-return monitoring system based on a common European approach and harmonised procedures. Building on the outcomes of the FReM II project, a sustainable Pool of Forced-Return Monitors will be established within the structures of Frontex – European Border and Coast Guard Agency and equipped with the necessary training and reporting framework. In addition, the national forced-return monitoring systems will be strengthened.
