Diaspora and Development Roundtable

Chukwu-Emeka Chikezie, the Director of Up!-Africa Limited and keynote speaker at the Diaspora and Development Roundtable (2728 June 2013), framed the event in the context of a "dialogue, which is a shared exploration towards greater understanding, connection and possibilities". In that spirit, 59 members of African, Latin American, wider European, Middle Eastern and Asian diaspora communities in Europe came together to exchange their views on diasporas in Europe and to formulate recommendations in the run-up to the 2013 UN High-Level Dialogue on International Migration and Development. The event was organised by the International Centre for Migration Policy Development (ICMPD), the Centre for International Migration and Development (CIM) and the Swiss Development Cooperation (SDC) and further supported by the International Catholic Migration Commission (ICMC).

Consensus was formed around a set of recommendations (English/French) developed during the sessions: "Diaspora, Migration and Integration Policies for Development", "Diaspora, Migration, Education and Labour Markets: Tackling Youth Unemployment", "Migrant Women: On Equal Footing Women in the Diaspora", and "Diaspora Organisations in Development Cooperation". GFMD Informal Inquiry on Migration Profiles and Extended Migration Profiles

ICMPD and IOM are currently carrying out an informal survey about the impact of Migration Profiles/Extended Migration Profiles with the aim of learning more about the extent to which these profiles have developed into a sustainable tool contributing to greater policy coherence and the mainstreaming of migration into development plans. The survey is being administered within the framework of the GFMD's Platform for Partnerships (PfP) and has been endorsed by the Governments of Morocco and Switzerland, as co-chairs of the ad-hoc WG on Policy Coherence, Data and Research. This survey is the first significant attempt to assess the impact of migration profiles since they were first discussed in 2005 and will hopefully identify elements for a more sophisticated and better utilised MP tool in the future.

Migration and Development Activities in the Dialogues

ICMPD's migration dialogues are also active in migration and development. Two of the current MTM Dialogue's projects focus on migration and development issues. The MTM "i-Map" provides a broad range of information on the institutional capacities and practices on migration and development of the MTM partner countries. "Strengthening African and Middle Eastern Diaspora Policy through South-South Exchange (AMEDIP)" supports the consolidation of diaspora's contributions in national development in target countries. Past MTM projects also dealt with the thematic area of migration and development. The MTM project "Linking Emigrant Communities for More Development" supported governments with significant emigrant communities in further developing a favourable environment and assisted with knowledge-based policy development. The project "East Africa Migration Route Initiative - Gaps & Needs Analysis" aimed to establish a clear picture of migration flows and trends, as well as migration management capacities and frameworks in place in East Africa, including those on migration and development.

The Prague Process Targeted Initiative's pilot project "Making Migration and Mobility Positive Forces for Development" aims to collect and share the findings of successful pilot programmes on circular migration; analyse their approach, principles and concrete measures; assess them with a view to their impact on development in countries of origin; and translate these results into general guiding principles for the development of functioning state policies on circular migration.

Migration and Development in ICMPD Research

ICMPD's Research Unit's project "E-Learning Course on Project Cycle Management for Migration and Development Practitioners" developed an interactive online course on migration and development aimed at supporting civil society organisations and local authorities to formulate and implement migration and development-related projects.
