Project News: Strategic positioning of the Ghana Immigration Service for the next five years

ICMPD, through its Demand Driven Facility for National Institutions (DDF), supported the Ghana Immigration Service (GIS) in the development of a five (05) year Strategic Plan (2018-2022). It is designed to strategically position the GIS to effectively manage migration in Ghana by building the operational and administrative capacity of the service.

The strategic plan development process commenced with an evaluation of the old (2011-2015) Strategic Plan, followed by a needs assessment of the GIS to determine their current needs and aspirations for the new plan. Subsequently, ICMPD embarked on capacity building activities for GIS officers, to enhance their capacity in strategic planning and action plan development.  Several consultations were also carried out, with GIS management and officers at the Head Quarters in Accra as well as in all the regions in Ghana. Relevant Ministries, departments and agencies working on migration issues in Ghana, were also consulted, to ensure that the plan is wholistic and cover all the critical migration related issues. This 5-year plan therefore, builds upon and seeks to consolidate the gains made under the implementation of the 2011-2015 strategic plan as well as address emerging trends and issues in the dynamic migration landscape.


The workshop brought together relevant GIS officials, Government Ministries, Departments and Agencies, the private sector, educational institutions, diplomatic missions and international organizations. This activity will be followed by an official launch of the Strategic Plan, in May 2018.


The development of the Strategic Plan is part of the technical assistance from the Demand Driven Facility for National Institutions (DDF), under the framework of the “Support to Free Movement of Persons and Migration in West Africa” (FMM West Africa). This project is funded by the European Union and the ECOWAS Commission, with ICMPD as the lead agency for the implementation of the DDF.
