Call for Business Development Expert

Background

ICMPD seeks to engage the services of a Business Development Expert to support its proposal development efforts. The Expert will develop and write compelling, evidence based proposals for ICMPD and coordinate the proposal development process while working with technical and finance teams to deliver winning bids. The Expert will have good understanding of financial and compliance requirements for contracts with the UK Department for International Development (DFID), the US Agency for International Development (USAID), or similar agencies.

Responsibilities:

 

  • Write, lead and facilitate the technical and financial components of proposals.
  • Establish and manage the timeline, the deliverables, and task assignments of the proposal writing process
  • Lead partner identification, communication, and negotiation.
  • Draft the sections on management, institutional capacity, past performance, staffing plans, and compose key personnel biographies, as well as annexes.
  • Drive recruitment process, of key personnel positions.
  • Oversee technical and cost proposals, paying full attention to compliance, consistency, and quality to the deliverables.
  • Assist with final submission of technical and financial proposals including ensuring that they meet all donor requirements and ICMPD standards

Deliverables:

 

  • Work plan for proposal development
  • High quality, timely, credible, winnable final proposals and budgets that meet donors and ICMPD programme quality and cost recovery requirements.

Experience:

  • Strong experience developing proposals for a variety of funding mechanisms, including contracts, cooperative agreements, and grants. Knowledge and experience with proposals to DFID and USG agencies including USAID, PRM, EU, and DOL is highly desired.
  • Familiarity with relevant institutional donor regulations, policies, procedures and priorities, including but not limited to DFID, USAID, and the EU.
  • At least 5 years of business development experience for DFID implementing partners.
  • Solid writing, editing, formatting, budgeting, presentation and project management skills.
  • Proven experience serving as proposal manager or coordinator on successful DFID and USAID proposals.
  • Knowledge of the entire business development cycle, from opportunity identification, to proposal writing, and costing.
  • Experience facilitating communications across a wide range of technical specialists, recruiters, pricing specialists to support business development.
  • Comfortable working and communicating in a fast-paced and dynamic environment and under pressure against tight deadlines.
  • Knowledge of border management, labour migration management, smuggling of migrants and counter trafficking is a plus.Knowledge of ECOWAS and the region will be a significant asset.
