Support to the Police Reform in the Republic of Moldova

 

Overall objective

To contribute to and support Moldova in implementing its Police Reform laid out in the Police Development Strategy 2016-2020 and the EU Police Reform Budget Support Programme 2017-2020

 

The purposes of this project are as follows:

(1) to support the full implementation of the EU Police Sector Reform Contract (Budget Support Programme), with a particular focus on its policy matrix and in view of the overall national police reform context

(2) to bring Moldova's police force further in line with EU and international standards and practices in the field of policing;

(3) to strengthen Moldova's police force as a performant and operationally independent organisation;

(4) to assist the Ministry of Internal Affairs and the General Police Inspectorate in the implementation of its different awareness, communication and visibility actions in the field of policing, with a particular focus on enhancing the European Union's positive image in this domain.

 

Start date & period of implementation

The intended start date is September 2018 and the period of implementation of the contract will be 38 months from this date.

 

ICMPD is seeking for qualified Key Experts in order to lead or support the implementation of specific activities including the development of contents, the preparation and presentation of training material, the moderation of events, the review and formulation of policy documents and the drafting of reports and key documents.

 

Key expert 1:    

Team Leader (minimum 660 working days)

 

Qualifications and skills:

University degree in the fields of  Law, Criminology, Social Sciences, Human Resources Management or related fields of equivalent scope (where a university degree has been awarded on completion of four (4) years study in a university) or, in the absence of the required academic degree, six (6) years of professional experience in the field of Law, Criminology, Social Sciences, Human Resources Management or related fields of equivalent scope, on top of the years of experience described under General professional experience

Excellent  English, both written and spoken;

General Professional Experience:

At least twelve (12) years of general experience in the fields relevant to the position ;

At least ten (10) years of professional experience working with or for a central, regional and/or local state bodies and governmental administrations dealing with law enforcement and/or security sector reform.

Specific Professional Experience:

Experience in implementing EU Budget Support Programmes is considered a strong asset;

Proven experience as a team leader in at least two (2) EU-funded projects with more than 200 working days input in each such project, including at least 1 (one) of them with a project budget of at least 2 million EUR; 

Project implementation experience in ENI/ENPI and/or IPA/IPA II and/or Central Asia countries and/or Russia will be considered an asset.

 

Key expert 2:

Organisational and rights-based policing expert (minimum 660 working days)

 

Qualifications and skills:

University degree in the fields of Law, Criminology, Social Sciences, Human Resources Management or related fields of equivalent scope, (where a university degree has been awarded on completion of four (4) years study in a university) or, in the absence of the required academic degree, six (6) years of professional experience in the fields of Law, Criminology, Social Sciences, Human Resources Management or associated fields of equivalent scope, on top of the years and experience as described under General professional experience

Excellent English, both written and spoken;

General Professional Experience:

At least eight (8) years of general experience in the fields relevant to the position ;

At least ten (10) years of professional experience working with or for central, regional and/or local bodies dealing with law enforcement and/or security sector reform.

Specific Professional Experience:

Proven experience as capacity-building and institutional-strengthening expert in at least three (3) technical assistance/grant projects including at least one project involving more than 200 working days of expert input during the duration of the project; 

Project implementation experience in ENI/ENPI and/or IPA/IPA II and/or Central Asia countries and/or Russia will be considered an asset;

Experience as trainer, advisor or consultant providing capacity building and institutional-strengthening support to law enforcement organisations (minimum 200 working days), with a focus on delivering organisational and operational advice.

 

Key expert 3:

Organised crime and anti-corruption expert (minimum 660 working days)

 

Qualifications and skills:

University degree in the fields of Law, Criminology, Social  Sciences or associated fields of equivalent scope (where a university degree has been awarded on completion of four (4) years study in a university) or, in the absence of the required academic degree, six (6) years of professional experience in the fields of Law, Criminology, Social  Sciences or associated fields of equivalent scope, on top of the years and experience described under General professional experience

Excellent English, both written and spoken;

General Professional Experience:

At least eight (8) years of general experience in the fields related to the assignment;

At least three (3) years of professional experience working with or for central or local bodies dealing with law enforcement and/or security sector reform.

Specific Professional Experience:

Proven experience as capacity-building and institutional-strengthening expert in at least three (3) technical assistance/grant projects including at least one project involving more than 200 working days expert input during the duration of the project; 

Project implementation experience in ENI/ENPI and/or IPA/IPA II and/or Central Asia countries and/or Russia will be considered an asset;

Experience as trainer, advisor and/or consultant providing capacity building and institutional-strengthening support to law-enforcement institutions and organisations (minimum 200 working days of expert input), with a focus on combating organised crime and corruption.

 

Key expert 4:

Budgeting, planning and procurement by the Ministry of Internal Affairs and the General Police Inspectorate (minimum 200 working days)

 

Qualifications and skills:

At least Master's Degree in Economics, Public Finance Management or Audit Accounting or Professional Accounting Qualification or, in its absence, 6 years of equivalent professional experience above the general professional experience specified below, in the field of economics, public finance management, or other field relevant to the assignment.

General Professional Experience:

At least ten (10) years of general experience in public finance management;

At least 400 working days of experience as an expert in donor funded projects in the area of public finance management or public procurement.

Specific Professional Experience:

At least 5 years of experience within or for a budget/finance department of ministry of finance or line ministry (or agency) as an (external) advisor or member of staff;

Experience of at least 200 working days in analysing and planning of multi-year budgetary allocations;

Experience of at least 200 working days in cost estimation techniques, including the design and delivery of relevant training modules;
