Project Overview:
The European Return and Reintegration Network (ERRIN) is an initiative of 15 Member States, FRONTEX and the European Commission.


Objective of ERRIN is to facilitate and support co-operation between European countries in the field of return and reintegration. ERRIN is funded by the European Commission (DG HOME). ICMPD is the implementing partner of this initiative. The ERRIN Programme Management Unit (PMU) is based in Brussels.


ERRIN has two work packages. One package focusses on innovation and project development, the other on contracting and managing joint reintegration services. Within this work package, ERRIN contracts post-arrival reintegration service delivery in third countries and makes these services available for its member states. Within this work package, ERRIN established a portfolio of service providers that cover over 40 countries. FRONTEX is preparing a joint reintegration service program to be operational by mid-2022 to replace the current ERRIN service delivery.


A centralised IT platform (RIAT) allows effective management of joint reintegration services and channels the communication between member states and contracted service providers. RIAT 1.0 is fully deployed and active, but at the same time still under development.

Job Description:
The Project Manager is responsible for developing and implementing a portfolio of training activities (adapted to different types of users), organising a RIAT-support structure, establishing and managing a network of (potential) users and stakeholders and contributing to the further development of this RIAT tool.


The Project Manager organises for a prompt kick off/initiation of the project, including set up and recruitment of additional experts. S/he develops and maintains relationships with project partners, beneficiaries and other stakeholders as well as plans and coordinates implementation of all aspects of the project ensuring that the project is managed according to the approved project documentation, work plans and budgets in line with ICMPD’s rules and business processes as well as partner and donor agreements. The Project Manager ensures timely and qualitative delivery of project outputs and achievement of project results in close collaboration with the project team, project beneficiaries and donors as well as manages a smooth project finalisation and closure.


The Project Manager establishes and monitors the implementation of a project work plan ensuring that adequate data and information is gathered for assessment and reporting. S/he continuously analyses the implementation of the project, takes corrective action as required and assesses achieved results for quality and impact. The Project Manager plans and coordinates project communications activities and ensures that reporting on project progress and results is timely, of high quality and carried out in accordance with donor agreements. The Project Manager coordinates project’s contribution to ICMPD’s knowledge base and identifies and develops new projects and participates in resources mobilisation activities.


The Project Manager guides and assists the project team consisting of ICMPD personnel and consultants ensuring that the team works according to the project work plan and produces timely and qualitative outputs. S/he assesses works closely with CRM for financial management and coordinates her/his work with the other Project Managers.


The Project Manager will work under the supervision of the Senior Programme Manager and will collaborate closely with the entire ERRIN team.  In addition, the incumbent will be required to travel frequently with regard to organising training activities for EU-based return counsellors and partner organisations in the countries of return and establishing a user-community.
