Background

Narrative & Local Governance of Migration

Migration affects people’s lives at all stages and in all contexts. While migrants are subject to constraints and vulnerabilities linked to their journey and conditions, their departure, arrival or transit influence the concerned territories or urban areas and their inhabitants. Migration is a defining feature of urbanisation. Cities, through their innovative and transformative nature offer opportunities to migrants to take their share of responsibility and contribute with their skills and background to the durability of the socio, economic and cultural development. It is also at local level that most of the work on migration related issues should be undertaken, targeting all inhabitants (including new comers), to unlock the potential of migration.

In this context, the Mediterranean City-to-City Migration project (MC2CM) contributes to improved rights-based migration governance in cities. Through its three components: Dialogue, Knowledge and Action, MC2CM anchors migration governance to a process of urban planning addressing the objectives as set out in the MC2CM policy recommendations: Urban Challenges and Opportunities for the Mediterranean Region.

MC2CM is in its second phase of implementation, which began on 1 July 2018 and will run until 31 March 2021. 

The project, funded by the European Union (with a contribution of 5.55 M€) and co-funded by the Swiss Agency for Development and Cooperation (SDC), is implemented in the framework of the Dialogue on Mediterranean Transit Migration (MTM) by a consortium led by ICMPD, in partnership with UCLG and UN-Habitat.

Description of the call

The objective of the call is to award Actions that contribute to foster a rights-based urban migration governance in the region. 

Actions are encouraged to include activities that sustain a realistic and fair narrative on migration.

Actions must align to at least one of the specific objectives of the MC2CM project:

A. Promoting a realistic and fair narrative on migration and fostering intercultural dialogue and mutual understanding;

B. Improving cooperation between relevant stakeholders in the field of migration at local, national, regional and international levels;

C. Improving migration-related knowledge and data management in the field of migration governance;

D. Establishing policy, legislative, institutional and regulatory frameworks in the field of migration governance;

 

Application process

Applications must be submitted by 22 November 2019, 23:59 CET to action.MC2CM@icmpd.org. Applicants will be notified as of December 2019 for the Actions to start in January 2020. 

 

Applicants must submit the following documentation in order to be considered for the call:

Duly filled Application Form in English or French

Duly filled Budget in English or French

Along with supporting documents, including:

feasibility study on which Action is based 

letter of support from municipality(ies)

last annual financial (audited) report of the organisation, where applicable

list of initiatives involving external funding in the past 5 years, where applicable

Failure to comply with these requirements will lead to the rejection of the Application.
