National Business Process Analysis Short-Term Experts (NBPA STEs) to facilitate virtual presence for the group of STEs at the border crossing points (BCPs) for conducting IBM business processes (BPs) analysis (BPA) identified by the State Border Guard Service (SBGS) and State Customs Service (SCS) under the framework of the EU-funded project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” implemented by ICMPD.


Two NBPA STEs will be recruited with the background in business process analysis, experience in border management and/or customs activities is an advantage.

The project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” supports the identification of and assists in addressing the gaps in the implementation of the national reforms approximating the Ukrainian border management system to the standards and best practices of the EU Integrated Border Management (IBM) in line with the national Integrated Border Management Strategy of Ukraine (IBM Strategy, adopted by the Cabinet of Ministers on 24 July 2019) and the Action Plan (IBM AP, adopted on 27 December 2019 by Decree of the Cabinet of Ministers No. 1409-p).


National BPA STEs will facilitate and support the process of remote business process analysis (BPA) and reengineering (BPR) at the selected BCPs of Ukraine, collecting data, conducting interviews and other virtual communications. 


The tasks to be completed by NBPA STEs within this assignment are the following:

  1. Develop and continuously update a work plan to be approved by the PIT.
  2. Facilitate virtual presence for the group of STEs at the BCPs for conducting business processes (BPs) analysis (BPA).
  3. Facilitate business process analysis related to control procedures at the identified BCPs and provide analytical recommendations on BPs improvement for their integration into the BPR action plans (BPR APs).
  4. In close coordination with PIT, subject matter STEs and beneficiaries provide analytical support to the identification of a limited number of model solutions for BCPs.
  5. In close coordination with PIT, STEs and beneficiaries provide contribution to the ToRs/TSs for innovative technical solutions for BCPs drafted by subject matter STEs.
  6. Provide subject matter advice upon PIT or beneficiaries request.
  7. Perform other duties if/as assigned by the PIT.


NBPA STEs are expected  to provide the following deliverables:

  1. Work plan for activities approved by and coordinated with the PIT and beneficiaries.
  2. Virtual presence at selected BCPs provided for groups of STEs and beneficiary officials participating at the BPR activities.
  3. A designated number of BPAs in land, air and sea BCPs carried out.
  4. The expertise provided in the process of BPA related to control procedures at the BCPs and the recommendations on BPs improvement for their integration into the BPR action plans (BPR APs) provided.
  5. Analytical support for number of model solutions for implementation at BCPs provided.
  6. Provided contributions to the ToRs/TSs for innovative technical solutions for BCPs drafted by subject matter STEs.
  7. Other duties if/as assigned by the PIT.

The draft deliverables must be submitted in English in line with the timeline established at the moment of contracting. The working versions of the deliverables could be drafted in Ukrainian to allow for smooth participation of the national beneficiary agencies’ experts. 

During the COVID-19 travel restrictions period, the tasks identified above would be conducted in a remote mode (using the vast array of technical means for distance communication, collaborative platforms and regular on-line coordination meetings). The ultimate task of the NBPA STEs is to facilitate virtual presence for the group of subject matter STEs in the identified BCPs for conducting BPAs.

PIT will support NBPA STEs in delivery of the tasks by providing the relevant documents, translation, coordinating with the beneficiary agencies on organisational issues. 

During the process, NBPA STEs will work with the relevant national and international stakeholders in a collaborative and coordinated manner. 

The final deliverables submitted no later than 31 December 2020.

Reporting lines

National BPA STEs report to Project Officer, EU4IBM and work in a collaborative manner with other international/national STEs.

Qualifications and Experience

  • A minimum of 2 years of work experience in the field of BPA and BPR;
  • Substantive knowledge of commonly used quality management systems and Lean management, BPA/BPR methodology;
  • Experience working with similar projects funded by EU or another donor is an asset;
  • Demonstrated ability to identify relevant legal, regulatory, institutional and procedural gaps and needs and guide stakeholders in the process of BPR;
  • Demonstrated ability to assess complex situations in order to succinctly and clearly distil critical issues;
  • Must be able to work independently and demonstrate excellent teamwork, coordination and facilitation skills;
  • Analytical, research, reporting, communication, documentation and presentation skills;
  • Experience working with senior management of IBM services is an asset;
  • Excellent communication and problem-solving skills;
  • Excellent written and spoken English is required;
  • Ability to frequent travel;
  • Proficiency in (verbal/written) English and Russian/Ukrainian;
  • Computer literate with ability to operate Windows and other relevant BPA/BPR applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Strong ICT skills in MS applications and software for BPA&BPR;
  • Experience of work in public service in EU MS is an asset;
  • Experience of delivery of BPA&BPR activities in public service is an asset;
  • Experience of working in international context;
  • Master’s / Bachelor’s university degree (or equivalent);
