Call for Labour Migration Experts

Project: Labour Migration Strategy in Poland (LMS)



Set against the background of a growing structural and economic demand for high and low-skilled labour in Poland, this 14-month project aims to support the Polish government in developing a comprehensive and sustainable policy framework for labour migration. To this end, the country’s socio-economic needs and human development context will be taken into account, and good practices from EU member states and other relevant countries will be reviewed and analysed to explore policy instruments that counteract the effects of Poland’s demographic forecast and rates of emigration. This project targets relevant Polish government ministries and public administrations in order to increase their institutional capacity to design and implement labour migration policies in line with Poland’s needs and strategic priorities. The results will be a number of concrete deliverables including reports and working papers on best practices related to labour migration policy in accordance with Poland’s needs and priorities. 

Specific objectives:

  1. Increase institutional knowledge of the labour migration policy to formulate strategic policy directions.
  2. Increase institutional capacities and inter-agency cooperation at the central level to design and implement a comprehensive and sustainable labour migration policy framework including programmes targeting selected groups of migrants. 
  3. Enhance institutional capacities and knowledge to monitor and evaluate labour migration patterns in Poland in order to allow for the design of evidence-based policy.

List of key areas to be covered by the expert:

  • (Interntaional) labour migration policies, tools and frameworks (labour market tests, point systems, quotas, shortage occupation lists, tools for highly qualified migrants, employment services to support labour market integration);
  • Labour migration data collection tools;
  • International (bilateral) means of cooperation regarding labour migration both within the EU and third countries (agreements, cooperation in recruitment, internships, direct recruitment abroad, information activities, recognition of foreign qualifications)
  • Return migration (re-integration support, labour market situation, training and skills development, support for families and children, student exchange programmes, job referrals, scholarsips, return policies);
  • Employment/recruitment agencies (recruitment policies, M&E mechanisms);
  • Social partners (means of involvement of social partners in labour migration policy including labour unions and empoyers organisations);
  • Labour exploitation/trafficking in human beings (indicators, mechanisms, involvement of the private sector, codes of conduct, CR).
  • Analysis of migration potential of seleced countries (e.g. Ukraine, Central Asia)

Role of Experts:

A number of short-term experts will be contracted to support ICMPD in the following fields:

  • Provide technical assistance and participation in expert consultations;
  • Conduct research and assessments including data analysis;
  • Provide technical inputs to policy briefs, knowledge products and technical guidance documents; 
  • Reviewing and formulation of policy documents/training curricula/recommendations;
  • Drafting of reports;
  • Participate at workshops, trainings, seminars and study visits, related to the areas listed above incl. evaluation.

Profile of Experts:

  • Expertise (practical and/or academic knowledge and experience) in one or more of the technical areas, topics and sub-topics mentioned in the sections above;
  • Demonstrated ability to conduct complex, high quality research and analysis of labour migration issues; 
  • Capacity to provide first-line technical advice in the area of labour migration standards and policies, with an understanding of social and economic impacts of labour migration policy; 
  • Ability to conceptualise and design research techniques, guidance documents and analyse complex bilateral and multilateral agreements, arrangements and practices, as well as data sets covering a wide range of issues in the specialised technical field of labour migration; 
  • Demonstrated experience in resource mobilization and in preparation of high-quality and technically sound reports and publications, with conclusions leading to policy recommendations, action plans, guidelines, indicators, criteria, etc.; 
  • Expertise in institutional development and capacity building;
  • Substantial knowledge and experience in preparation and delivering of training/workshop sessions related to labour migration, monitoring and evaluation;
  • Experience in working with government counterparts;
  • Ability to work on own initiative as well as a member of a team;
  • Excellent oral and written English language skills;
  • Excellent analytical skills;
  • Presentation and moderation skills;
  • Experts should be available for short- or mid-term assignments including at a relatively short notice.

Application Process:

Interested experts should send their CV and an indication of their topics of expertise via email to so as to be included in the project expert roster. Experts' CVs will be added to the expert roster, which is an internal tool that will be used solely for the purpose of above project activities. CVs will be selected from the roster on an ad-hoc basis in order to facilitate a possible recruitment of experts on a short term basis as consultants to work on specific project activities. The exact duration of engagement will be determined separately for each activity. ICMPD cannot guarantee that all experts in the roster will receive assignments.
