The EU-funded project Enhanced Capability for Integrated Border Management in Lebanon (IBM Lebanon - phase 2) aims to support the strengthening of the Lebanese security institution resilience to withstand internal and external pressures/shocks and to reinforce the role they can play as drivers of stability and national cohesion.

This will be achieved through the following;

  • Improving the institutional capabilities of Lebanese border management-related security agencies to fulfil their functions in a coordinated and accountable manner with focus on the enhancement of their capacity for IBM
  • Increasing the effectiveness of the Lebanese border management-related security agencies in line with democratic norms and the credibility of their actions in the eyes of citizens, particularly in domains of immediate relevance in the current context and in the areas most affected by it.

The project beneficiaries are the Directorate General for the Security General (DGSG), Lebanese Customs Administration (LCA), Lebanese Armed Forces (LAF), Internal Security Forces (ISF) and the Lebanese Civil Defense (LCD).

The Main Tasks detailed below are continuations and further development of activities commenced and established under phase 1 of IBM Lebanon. They are now part of Module 5 of IBM Lebanon phase 2, Support to the implementation of the Border Management System (BMS).

The full Module is divided into 5 activity areas;

Activity 5.1 Supply of telecommunications equipment, software and/or hardware as identified under the Roadmap exercise

Activity 5.2 Mobilisation of technical expertise for the installation and implementation of the BMS (including training, study visits to EU Member States etc.)

Activity 5.3 Drafting & implementation of standard operating procedures

Activity 5.4 Definition of interface solutions with other border agencies and/or the private sector

Activity 5.5 Visibility and public awareness related activities

The position is based in ICMPD’s Beirut office.


Tasks to be carried out in line with the Roadmap for BMS Implementation (December 2016) include:

  • Define functional and non-functional requirements for the Microwave Network  tender
  • Revise the Technical Specifications if this is the suggested way to proceed with the tender or justify if not (if only functions will be specified)
  • Provide the report on the tasks performed and justification of all technical inputs provided
  • Coordinating IT national and international contractors
  • Responsible for drafting the technical specification of BMS IT equipment
  • Supervision the procurement process (in collaboration with IBM Lebanon procurement expert)
  • Ensure the effective and efficient implementation of contracted system with the Beneficiary

Reporting lines

The Expert will report to the Senior Border Management and Security Specialist, Middle East, BMS Programme, who will be in charge of the overall supervision both in terms of administrative and content issues and who will provide input and comments on deliverables as needed.


Qualifications and Experience

Qualifications and skills

  • IT related University degree or equivalent professional experience
  • Sound communication skills and previous experience of working in a multi-disciplinary and multi-national team
  • Fluency in English, with strong drafting skills

General professional experience

  • Working in public administrations or similar agencies
  • Working in multi-disciplinary project teams
  • EU project management

Specific professional experience

  • At least 15 years of professional experience
  • Significant experience and knowledge of IT solutions for border controls and immigration systems
  • Sound knowledge of EU and international standards, regulations and policies in the field of IBM
  • Sound knowledge of the Guidelines for IBM in EU External Cooperation with emphasis on the Communication & Information Exchange chapters

Previous working experience in conducting and drafting IT needs analysis and evaluations.

Material to be provided by ICMPD

All available materials produced during the project implementation to date, including all BMS related document, briefing reports, needs analysis reports and stakeholder documents.

Application Process:

Interested experts should send their CV and an indication of the topic of interest via email to so as to be included in the project expert roster. The CVs will be selected from the roster in order to facilitate a possible recruitment of experts on a short term basis as consultants to work on specific project activities. The exact duration of engagement will be determined separately for each activity. ICMPD cannot guarantee that all experts in the roster will receive assignments.
