TITLE

International Cross-Border Cooperation Short-Term Expert (CBC STE) to contribute to  enhanced capacity of the beneficiary agencies for cross-border cooperation with the relevant border management agencies of the neighbouring countries according to EU best practices in the framework of the implementation of the relevant activities of the EU-funded project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” implemented by ICMPD.


NUMBER OF POSITIONS

Two International CBC STEs will be recruited: one with the background in border management (CBC STE SBGS) and one with the background in customs enforcement (CBC STE SCS).

ORGANISATIONAL OVERVIEW

BACKGROUND

The project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” supports the identification of and assists in addressing the gaps in the implementation of the national reforms approximating the Ukrainian border management system to the standards and best practices of the EU Integrated Border Management (IBM) in line with the national Integrated Border Management Strategy of Ukraine (IBM Strategy, adopted by the Cabinet of Ministers on 24 July 2019) and the Action Plan (IBM AP, adopted on 27 December 2019 by Decree of the Cabinet of Ministers No. 1409-p).

OBJECTIVE

The International CBC STE will be involved into the implementation of a set of selected project activities to provide advisory and technical support to the project’s beneficiary agencies – State Border Guard Service (SBGS) and the State Customs Service (SCS) of Ukraine – contributing to their  enhanced cross border cooperation capacity, cross-border information exchange, joint risk analysis, further development of joint contact points, the advancement of joint controls at border crossing points (BCPs) and joint patrolling of the with the neighbouring countries borders. 

The International CBC STE will work in close cooperation with the EU4IBM Project Implementation Team (PIT) to contribute to the following project activities implementation: 

  • business process analysis (BPA);
  • business process re-engineering action plan(s) (BPR AP(s));
  • enhancing the cross-border cooperation capacity of the national IBM stakeholders.

TASKS 

The tasks to be completed by the expert within this assignment are the following:

  1. Develop and continuously update a work plan to be approved by the PIT.
  2. Contribute to BPA of relevant business processes (BPs) and provide the recommendations on BPs improvement for their integration into the BPR APs.
  3. Develop the concepts/ToRs for bilateral, multilateral cross-border risk analysis and information exchange mechanisms on the basis of e.g. the findings of the BPA and the recommendations of the relevant IBM assessments.
  4. Support the amendment of the legal and regulatory framework for bilateral and multilateral cross-border risk analysis and associated information exchange, including by e.g. supporting the beneficiaries in the process of the negotiation of Ukraine’s agreements with EU Member States (MS) / EU Commission on the exchange of trade declaration information.
  5. Support the development of joint cross-border risk analysis products.
  6. Further development of joint contact points (JCP) through e.g. assessment of the existing JCPs network, incl. the gap analysis and concrete recommendations on e.g. for the establishment of the additional ones, functional enhancement of, infrastructural and equipment needs of existing JCPs, further development of the international legal framework regulating their functioning.
  7. In cooperation with the short term expert working on institutional assets management capacity development, support the development of the cross-border mechanisms for coordination and information exchange on assets management.
  8. Support the development of the methodology for joint BCPs needs assessments with the involvement of the relevant IBM agencies of the neighboring countries (in terms of infrastructure and interoperability) and support the roll out of its implementation through a joint needs assessment of selected BCPs.
  9. Support the development of joint controls at BCPs and joint patrolling (including legal and procedural gap assessment with recommendations, facilitation of negotiations between Ukraine and neighbouring EU countries on expanding joint controls and joint patrols).
  10. Perform other duties if/as assigned by the PIT.

DELIVERABLES 

The expert is expected to provide the following deliverables:

  1. Continuously updated detailed work plan approved by the PIT. The work plan should contain the exact timelines for deliverables completion as well as clarifications on the needs, required resources and timelines.
  2. Provision of expertise in the process of BPA of relevant BPs and the draft recommendations on BPs improvement for integration into BPR APs.
  3. Contributions to concepts/ToRs for bilateral, multilateral cross-border risk analysis and information exchange mechanisms based on the findings of the BPA and the recommendations.
  4. Recommendations on draft formulations for the amendment of the legal and regulatory framework for bilateral, multilateral cross-border risk analysis and associated information exchange.
  5. Recommendations on the development of joint cross-border risk analysis products.
  6. Assessment of the existing JCPs network incl. gap analysis and concrete recommendations on, e.g. for the establishment of the additional ones, functional enhancement of, infrastructural and equipment needs of the existing JCPs, further development of the international legal framework regulating the functioning of the JCPs.
  7. Recommendations on the development of the cross-border mechanisms for coordination and information exchange on assets management.
  8. Approved methodology for a joint with the relevant agencies of the neighboring countries BCPs needs assessments (in terms of infrastructure and interoperability), support provided to its roll out by means of joint needs assessment of selected BCPs.
  9. Support provided in the process of further development of joint controls at BCPs and joint patrolling (e.g. via legal and procedural gap assessment with recommendations, facilitation of negotiations between Ukraine and neighbouring EU countries on expanding joint control and joint patrols).
  10. Perform other duties if/as assigned by the PIT.

Reporting lines

International CBC STE reports to Project Officer, EU4IBM and works in a collaborative manner with other international/national experts.

 

Qualifications and Experience

  • Master´s university degree (or equivalent) related to the area of work.
  • At least 5 years of work experience in EU MSs border / customs agency in the field of IBM.
  • Experience in supporting the development of cross-border cooperation by e.g. contributing to the establishing of joint contact points, joint controls at BCPs and joint patrolling.
  • Experience in contributing to the establishment or development of the cross-border risk analysis among the IBM stakeholders.
  • Experience in the cross-border coordination and information exchange on assets management.
  • Experience in working with similar projects funded by EU or another donor is an asset.
  • Up-to-date knowledge of the EU legal framework related to IBM.
  • Knowledge of appropriate examples of international and EU good practices related to IBM.
  • Demonstrated ability to assess complex situations in order to succinctly and clearly distil critical issues.
  • Must be able to work independently and demonstrate excellent teamwork, coordination and facilitation skills.
  • Analytical, research, reporting, communication, documentation and presentation skills.
  • Experience working with senior management of border guard/police and customs services is an asset.
  • Ability to plan and implement several multi-component and multi-stakeholder activities in parallel.
  • Ability to process large volumes of information.
  • Ability for provision of deliverables and in reporting in a timely manner.
  • Ability to work under pressure and in rapidly changing circumstances.
  • Computer literate with ability to operate Windows applications.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability to establish and maintain effective and constructive working relationships with people of different International and cultural backgrounds while maintaining impartiality and objectivity.

Languages

 
  • Excellent written and spoken English is required.
  • Good knowledge of Ukrainian/Russian for business communications is an asset.
