Project background
The overall objective of this project is to enhance capacities of Lebanese authorities to control the borders while facilitating movement of goods and bona fide travellers through a rights-based approach.
Objective
ICMPD is looking for a qualified Maritime Legal Expert to assess the national legislative and regulatory framework of Lebanon on the maritime domain relevant to the elaboration and implementation of the Integrated Maritime Policy of Lebanon and to provide the specialized substantive expertise within the referred project.
ICMPD is inviting all interested candidates to apply for the Maritime Legal Expert (MLE) for the European Union Funded ‘Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon – Phase 3)’. The overall objective of this project is to seek to leverage the sustained commitment, and past investment in Lebanon, through ICMPD’s expertise and thereby achieve the following Specific Objectives:
1. To enhance border governance.
2. To reinforce right based approach and IBM coordination contributing to enhanced border security and trade facilitation.
3. To contribute to the security and stability of border communities.
Tasks
The tasks to be completed by the Maritime Legal Expert within this assignment are the following:
• Conduct a baseline assessment and identify genuine needs through studying legislation, regulations and other relevant documents, discussions with national experts and representatives. The assessment shall result in the development of recommendations leading to update comprehensive laws and regulations for the maritime domain in line with relevant national and international standards and requirements;
• Based on outcomes of the assessment and analysis of national legislative documents and materials relating to maritime matters as provided by the national authorities and independent desk research, carry out a desk review of the existing national legislative and regulatory framework;
• Prepare a comprehensive report with analysis of existing gaps and genuine needs, and formulate specific recommendations for the development/amendment of appropriate laws and regulations on maritime aspects;
• Present the findings of the report and specific recommendations on the improvement and/or development of the national legislative norms and regulations.
• Justify and discuss the legal proposals and recommendations with the project team and relevant national officials.
• Review and finalize documents in close consultation with Senior BMS Advisor, Senior Project manager, LTEs and project Beneficiaries;
• Submit the necessary documentation, including the Bank Details Form, updated CV, Timesheet, Payment Claim.
Deliverables
The Maritime Legal Expert is expected to provide the following deliverables:
• High-quality technical outputs provided to the project and deliverables related to Integrated Maritime Policy (IMP) delivered in a timely and qualitative manner based on the above-described performance indicators (tasks and responsibilities)
• Substantive technical and expert output and content defined, formulated and produced according to highest analytical and professional standards.
• The final output shall be written in English and Arabic in MS Word, letter type (for English) is Arial, font size 12 with normal spacing between rows and with normal margin. Minimum number of pages: 10 (deviation from this should be agreed by the supervisor – see reporting lines).

The draft deliverables must be submitted no later than 18.08.2020. The final deliverables must be submitted no later than 30.08.2020.
Reporting lines
The Expert will report to the designated BMS Project Specialist and to the Senior Project Manager, who will be in charge of the overall supervision in terms of content and administrative issues and who will provide input and comments on deliverables as needed.
Qualifications and Experience
• At least a Master degree in a domain relevant to the assignment (Law) or, in its absence, a Bachelor Degree and additional equivalent professional experience of at least five years in a domain relevant to the assignment (maritime law/legislation).
• Relevant work experience on legislative assistance projects related to international instruments in the maritime domain;
• Prior experience in carrying out needs assessments and developing of legislative and regulatory frameworks regarding maritime issues or similar;
• Good knowledge of relevant national and international legal and procedural requirements in the field of maritime matters; .
• Legal background, with strong knowledge of Lebanese general context and legal framework;
• At least 5 years of relevant professional experience in Integrated Maritime Policy/area
• Experience in the development of national policies, strategies and action plans, preferably in the field of Maritime component;.
• Fluency in written and spoken English and Arabic, including proven excellent drafting skill is essential;
• Strong skills in report writing, communication and intercultural sensitivity;
• Experience in an international context is an asset;
• Knowledge and understanding of migration and border management issues and principles; knowledge of the EU Integrated Border Management concept for external cooperation is an asset.

Fees for the assignment are paid upon satisfactorily delivery of services, in line with the payment schedule stated in the contract and upon submission of required documentation.
