National Business Process Re-engineering Short-Term Experts - EU Support to Strengthening Integrated Border Management in Ukraine (EU4IBM)

National Business Process Re-engineering Short-Term Expert (BPRI STE) to support the validation and the implementation of the findings of the business processes analysis (BPA), business process re-engineering (BPR) recommendations, and the BPR action plans (BPR APs) in the framework of the EU-funded project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” implemented by ICMPD.


Two BPRI STEs will be recruited: one with background in border management (BPRI STE SBGS) and one with background in customs enforcement (BPRI STE SCS).

The project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” supports the identification of and assists in addressing the gaps in the implementation of the national reforms approximating the Ukrainian border management system to the standards and best practices of the EU Integrated Border Management (IBM) in line with the national Integrated Border Management Strategy of Ukraine (IBM Strategy, adopted by the Cabinet of Ministers on 24 July 2019) and the Action Plan (IBM AP, adopted on 27 December 2019 by Decree of the Cabinet of Ministers No. 1409-p).


The national BPRI STE will be involved into the implementation of a set of selected project activities to support the validation by beneficiary agencies, advocate for and support the implementation of the relevant BPA findings, BPR recommendations and BPR APs to be produced in the course of the project component on business process analysis and re-engineering (BPA&R) implementation.

 Main Project beneficiaries:

  • State Border Guard Service of Ukraine (SBGS)
  • State Customs Service of Ukraine (SCS) 

The BPRI STE will work in close cooperation with the EU4IBM Project Implementation Team (PIT) to contribute to the implementation of the following project components: 

  • Business process analysis and re-engineering
  • Sector management
  • Border control procedures improvement
  • IBM coordination and joint risk analysis
  • Finance and asset management
  • Human resources management
  • Cross-border cooperation.


The tasks to be completed by the BPRI STE within this assignment are the following:

  1. Develop and continuously update a work plan to be approved by the PIT.
  2. Participate in BPA of selected business processes (BPs) by providing the subject matter expertise and contributing to BPR recommendations to be integrated into BPR APs.
  3. Conduct the consultations with the beneficiary agencies’ managers from relevant thematic units to facilitate the BPA findings validation and ensure the BPR recommendations acceptance by the agency.
  4. Contribute to the development of the BPR APs by liaising with the relevant beneficiary agencies’ units ensuring the practicality and applicability of the developed measures as well as their operationalization and integration into already existing institutional programmes and plans.
  5. Facilitate the decision making and approval of the BPR APs by the beneficiary agencies’ management of thematic units 
  6. Contribute to the development of, facilitate coordination with the beneficiary, and the implementation of the project activities in support of the BPR AP measures implementation in the framework of the mentioned above project components.
  7. Perform other duties if/as assigned by the PIT.


BPRI STE is expected to provide the following deliverables:

  1. Continuously updated detailed work plan approved by the PIT. The work plan should contain the exact timelines for deliverables completion as well as clarifications on the needs and required resources.
  2. Subject matter contributions to the BPA of selected business processes (BPs) and to BPR recommendations to be integrated into BPR APs.
  3. Validated BPA findings and BPR recommendations.
  4. Contributions to BPR APs validated by the beneficiary agency.
  5. BPR APs approved by the beneficiary agencies management.
  6. Provided contribution to the follow up project activities implementation in support of the BPR AP implementation.
  7. Perform other duties if/as assigned by the PIT.

Reporting lines

National BPRI STE reports to Project Officer, EU4IBM and works in a collaborative manner with other international/national experts.

Qualifications and Experience
  • Master´s university degree (or equivalent) related to the area of work.
  • At least 8 years of work experience in the field of border management and border security (including within SBGS or SCS).
  • Experience in the implementation of IBM Strategy and its Action Plan.
  • Knowledge of appropriate examples of EU good practices related to IBM.
  • Knowledge and extensive subject matter experience in the thematic areas covered by mentioned above project components.
  • Experience working with senior management of the SBGS or SCS.
  • Experience in working with similar projects funded by EU or another donor is an asset.
  • Demonstrated ability to assess complex situations in order to succinctly and clearly distil critical issues.
  • Must be able to work independently and demonstrate excellent teamwork, coordination and facilitation skills.
  • Analytical, research, reporting, communication, documentation and presentation skills.
  • Ability to plan and implement several multi-component and multi-stakeholder activities in parallel.
  • Ability to process large volumes of information.
  • Ability for provision of deliverables and reporting in a timely manner.
  • Ability to work under pressure and in rapidly changing circumstances.
  • Computer literate with ability to operate Windows applications.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability to establish and maintain effective and constructive working relationships with people of different International and cultural backgrounds while maintaining impartiality and objectivity.
  • Fluency in Ukrainian/Russian is required
  • Working level of English for business communications is required
