TITLE

National Short-Term Expert on IT solutions and systems development (ITS STE) to support the analysis and re-engineering of business processes (BPs) by providing expert advice on particular actions with regards to BPs automatisation,  upgrade of existing IT systems and software solutions, the development and the implementation of the new ones for the State Border Guard Service (SBGS) and the State Customs Service of Ukraine (SCS) in the framework of the implementation of the relevant activities of the EU-funded project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” implemented by ICMPD.

ORGANISATIONAL OVERVIEW

The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. BACKGROUND

The project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” supports the identification of and assists in addressing the gaps in the implementation of the national reforms approximating the Ukrainian border management system to the standards and best practices of the EU Integrated Border Management (IBM) in line with the national Integrated Border Management Strategy of Ukraine (IBM Strategy, adopted by the Cabinet of Ministers on 24 July 2019) and the Action Plan (IBM AP, adopted on 27 December 2019 by Decree of the Cabinet of Ministers No. 1409-p).

OBJECTIVE

The National ITS STE will be involved into the implementation of a set of selected project activities with the objective to provide IT expertise and recommendations on the development of IT solutions for business processes (BPs) improvement based on the business processes analysis (BPAs).

The National ITS STE will work in close cooperation with the EU4IBM Project Implementation Team (PIT) to contribute to the following project activities implementation:

  • business process analysis;
  • business process re-engineering action plan(s) development and implementation;
  • development of the web-based platform for hosting E-compendium of the national legal and regulatory framework relevant to integrated border management (IBM) and supporting interagency collaboration and information exchange;
  • automatisation of SBGS documents management system;
  • improvement of border crossing procedures;
  • activities in relation to the establishment of the Joint National IBM Coordination and Risk Analysis Centre, criminalisation of smuggling in Ukraine, integration of risk and criminal analysis, enhancement of interagency and cross-border cooperation, human resources management, finances and assets management.

TASKS

The tasks to be completed by the National ITS Expert within this assignment are the following:

  1. Develop and continuously update a detailed work plan for the delivery of the completion of the listed blow tasks and deliverables.
  2. Participate in BPA, provide of ITS expertise in the process of development of BPR recommendations BPR, suggest the concrete actions on the BPs automatisation, upgrade of existing IT systems and software solutions and the development of the new ones – to be integrated into the BPR APs.
  3. Conduct analysis of the existing beneficiary agencies infrastructure, functional and non-functional requirements.
  4. Develop the set of documents including initial concepts, defined software architecture, the necessary hardware, ToRs and TSs, market research and cost estimation for the upgrade of the selected existing and development of the new  SBGS and SCS IT systems and IT solutions based on BPA results and in line with BPR APs  such as:

 -Web-based e-compendium of IBM related legal and policy framework easily available for all IBM sector   stakeholders;

 -e-tools for the monitoring of the IBM Strategy implementation to support the functioning of the Interagency Working Group (IAWG) on IBM (IBM IAWG);

 -innovative technical solutions for model border crossing points (BCPs);

- 24/7 online interagency risk analysis and information exchange system in the framework of the National Joint IBM Coordination and Risk Analysis Centre (IBM CC) establishment;

- automated assets management system (AAMS) incorporating the BCPs infrastructure inventory database;

- automated SBGS document management system (ADMS);

- automated SBGS human resources management system (AHRMS);

- automated cross-border risk analysis system and associated automated cross-border information exchange system;

- web-based interagency knowledge management, collaboration, information exchange and communication  (incl. for the monitoring of project implementation).

5. When/if necessary, support the involvement of more specialised IT expertise by identifying the specific IT needs, drafting the ToRs for IT experts/IT companies recruitment/subcontracting, conducting market research and cost estimation.

 

6.Provide guidance and clarification to PIT on the development of the software architecture (requirements to the subsystems and user interfaces, models of components with detailed descriptions, links between them, interfaces for their integration with other systems and external components, logical models, including class diagrams and data models).

7.Coordinate, monitor, and ensure the quality of the limited software solutions development in accordance with the approved ToRs/TSs. 

8.Ensure that information security requirement is met.

9.Support and ensure the integration of the developed software solutions with the existing information systems.

10.Coordinate, monitor, and ensure the quality of the testing and working environments creation, the conduct of test runs the elimination of the identified malfunctions, the performance of necessary adjustments based on test results.

11.Hold necessary consultations during testing and operation period.

12.If/when necessary conduct the training on developed and implemented software solutions and rules for their use and administration for beneficiary agencies personnel.

 

 


DELIVERABLES 

  1. Continuously updated detailed work plan approved by the PIT. The work plan should contain the exact timelines for deliverables completion as well as clarifications on the needs, required resources and timelines for the involvement of the additional more specialized IT expertise.
  2. Contributions to BPR recommendations and the suggestion on the concrete actions on the BPs automatisation, upgrade of existing IT systems and software solutions and the development of the new ones – to be integrated into the BPR APs.
  3. Analysis of the existing beneficiary agency(ies) infrastructure, its functional and non-functional requirements.
  4. Comprehensive packages of documentation sets (incl. initial concepts, software architecture,  the necessary hardware, ToRs and TSs, market research and cost estimation) for:

- web-based e-compendium of IBM related legal and policy framework easily available for all IBM sector stakeholders;

- e-tools for the monitoring of the National IBM Strategy implementation by IBM IAWG;

- innovative technical solutions for model BCPs (supporting, e.g. automated number plate registration, electronic queue management, interagency information exchange, automated border control systems, biometrics and face recognition solutions, etc.);

- IBM CC interagency risk analysis and information exchange system;

- AAMS (incl. the BCPs infrastructure inventory database);

- SBGS ADMS;

SBGS AHRMS;

- automated cross-border risk analysis and information exchange system;

- web-based interagency knowledge management, collaboration, information exchange and communication platform  (incl. for the monitoring of project implementation).

5.Guidance, needs identification, ToRs, market research and cost estimation for the involvement of more specialised IT expertise is provided.

6.Guidance and clarification to PIT on the development of the software architecture is provided.

7.Selected software solutions are developed, and the quality of their development in accordance with the approved ToRs/TSs is ensured.  The software should be implemented in the form of a web application to run on the institutional intranet of the beneficiary agencies and meet the requirements of information security for systems that process sensitive information. It should be based on the freely accessed software (libraries, etc.), which does not require the acquisition of licenses in the case of non-commercial use. Python and PostgreSQL programming languages should be used. Selected software architecture should consider the ability to scale the computing environment to improve performance and reliability of the system.

8.Information security requirements are met.

9.Developed software solutions are integrated with the existing information systems.

10.Quality of the testing and working environments creation is ensured, test runs are conducted, identified malfunctions are eliminated, necessary adjustments are performed based on test results.

11.Consultations during testing and operation period are conducted.

12.If/when necessary, the training on developed and implemented software solutions and rules for their use and administration are conducted for beneficiary agencies personnel.

Reporting lines

National ITS STE reports to Project Officer, EU4IBM and works collaboratively with other international/national experts.

Project working language is English. For the ease of communication with the beneficiary, all the technical documentation can be developed in Ukrainian and translated into English by the Project.

Qualifications and Experience

  • at least 10 years of experience in the IT industry, in drafting technical documentation, CIPS designing;
  • a clear understanding of the principles and features of Ukrainian and international security standards and methodologies;
  • advanced knowledge of business analysis techniques;
  • experience in information systems development, CIPS methodologies;
  • experience in working with international organizations and projects;
  • knowledge of network, server, storage, client equipment, technology stacks for building infrastructure solutions of leading technology providers (i.e. Cisco, Dell EMC, HPE, NetApp, Lenovo);
  • at least one confirmed certification in information technology qualifications;
  • minimum of 10 years of experience in analysing the IT infrastructure, advising on potential BPs automatisation solutions, developing the software architecture and software solutions;
  • experience in implementing, testing and attesting the quality of the developed software solutions;
  • knowledge of web-servers architecture (including Apache, Nginx);
  • experience in building and improving infrastructure automation;
  • experience in monitoring, diagnosing and fixing production software and hardware issues;
  • experience working with Linux and cloud platforms (AWS);
  • a clear understanding of the principles, features of IT methodologies (including COBIT, ITIL, Agile, etc);
  • understanding of OOP concepts and design patterns;
  • experience in technical analysis;
  • understanding of information management systems, database and software architectures;
  • experience in developing automatized assets, human resources, documents management, information management and exchange systems is an asset;
  • accurate with deadlines and able to work under time pressure;
  • solution oriented, solid communication and negotiation skills, planning and organisational skills;
  • experience of working with law enforcement agencies on specialised IT systems and software solutions is an asset.
