Summary
The Enhancement of National Ownership for Functioning of the Assisted Voluntary Return and Reintegration Mechanism (ENVOY) project will support Türkiye's National Assisted Voluntary Return and Reintegration (NAVRR) framework by strengthening both return operations and the strategic foundations for reintegration in Countries of Origin (CoOs). The project is structured around two complementary components that address the full return continuum, from the pre-return and return phases to longer-term post-return reintegration considerations, while remaining firmly aligned with PMM's strategic priorities.
The first component focuses on improving the accessibility, efficiency, and effectiveness of NAVRR operations. It supports the implementation of return-related activities and enhances institutional and stakeholder capacities through targeted training activities. These include training on the AVRR concept for relevant stakeholders and sensitisation sessions on working with people in vulnerable situations for frontline staff engaged in the NAVRR mechanism, ensuring that voluntary return processes are safe, humane, informed, and implemented in line with international standards. Delivery under this component is guided by ICMPD's Human Rights-Based Approach, with efforts made to promote protection and dignity throughout the return process, and a do-no-harm approach.
The second component concentrates on strengthening the strategic evidence base for reintegration in CoOs. Through an assessment and feasibility study on reintegration assistance models, alongside research on coordination and collaboration opportunities with development agencies and ICMPD's Migrant Resource Centres, the project generates analytical inputs to support PMM and national stakeholders in shaping their vision and planning for the future expansion of sustainable reintegration programmes. Together, these components contribute to a more coherent, informed approach to voluntary return and reintegration.
