Summary
The PREPARE project aims to support the Presidency of Migration Management (PMM) in enhancing the pre-return mechanism across Türkiye by strengthening institutional capacities. This will ensure the effective, harmonized, and rights-based implementation of Alternatives to Detention (ATD) measures and voluntary return counselling.
Building on the foundation laid by the RECONNECT I & II projects, which professionalized voluntary return counselling and certified counsellors across all provinces, and the ENACT project, which strengthened Türkiye’s capacity to implement ATDs in a harmonised and rights-based manner, PREPARE represents the next step in consolidating and expanding these achievements to ensure stronger, sustainable pre-return support mechanisms nationwide.
The overall objective is to support PMM in enhancing the pre-return mechanism across Türkiye by strengthening institutional capacities to ensure effective, harmonised, and rights-based implementation of ATD measures and voluntary return counselling. The project's activities are structured to achieve three main outcomes:
- Institutional capacity of PMM and Provincial Directorates of Migration Management (PDMMs) to assess and implement ATDs in a harmonious manner will be increased throughout the country.
- Sustainable national voluntary return counselling capacity will be strengthened.
- Coordination, cooperation, and knowledge-sharing on the pre-return mechanism among stakeholders will be improved
