ICMPD and the Ministry of Interior of Tunisia hosted the seventh International Border Management Conference (IBMC) in Tunis, on 27-28 November 2024 with the theme, “Border Management and Capacity Partnerships: Joint Leadership and Shared Responsibilities to govern and partner in the present to adapt to or shape uncertain futures."
Summary
The project is based on the MIP outline – Multi-Country Migration Programme for the Southern Neighbourhood. The Overall Objective is to enhance border security, safety, legal mobility and protection-sensitive approach to mixed migration flows.
Project Objectives
As a strategic point along the Mediterranean migratory routes, Tunisia faces various socio-economic and security challenges. To this end, the project aims to improve border management by strengthening surveillance and response capacities through trainings and infrastructure, while integrating human rights considerations.
This EU-funded project increases the strategic cross-border cooperation between the border authorities of Tunisia and Libya, with a focus on migrant-centred, protection-sensitive approaches. It also addresses the operational needs on the ground, especially those of frontline staff.
The project will improve capacities of Tunisian authorities through trainings, conferences, and technical assistance for border authorities at key crossing points. The initiative supports the infrastructure development such as the Nekrif Operational Command and Support Centre; and will provide equipment and capacity development that meet EU standards.
ICMPD implements the project with safeguards, monitoring and mitigation measures in line with a human rights-based approach and the ‘Do No Harm’ principle. By fostering joint efforts and sharing of best practices, the project aims to establish a collaborative and sustainable framework for border management that addresses both security and human rights concerns.
