Summary
This project aims to support Czechia in the implementation of specific areas of its National Implementation Plan (NIP) under the EU Pact on Migration and Asylum. Technical support is provided to the Ministry of Interior, the Ministry of Justice, and relevant courts, to ensure fair and efficient asylum procedures, enhance the interoperability of large-scale IT systems, and improve the use and accessibility of Country-of-Origin Information (COI).
Adopted in May 2024, the EU Pact on Migration and Asylum established a common framework for managing migration and asylum across the EU. To support its implementation, the European Commission (EC) developed a Common Implementation Plan, based on which Czechia designed and submitted its National Implementation Plan (NIP) in December 2024. To support Member States in implementing their NIPs, the EC’s Secretariat-General Reform and Investment Task Force (SG REFORM) offered technical support under the Technical Support Instrument (TSI). Within this framework, ICMPD is supporting Czechia in implementing key elements of Building Block (BB) 1 (Eurodac and interoperability) and Building Block 4 (fair and efficient asylum procedures), in line with national priorities and EU obligations.
Support to be delivered
The project provides targeted support through activities including methodological guidance for improving asylum appeals procedures, harmonisation of judicial procedures across courts, and in-depth technical analysis and system design to make the Azyl III system compliant with the Pact, including interoperability and integration with EU-level systems.
Together with national stakeholders and technical experts, the provided support will strengthen efficiency and interoperability, preparing Czechia for new EU obligations under the Pact on Migration and Asylum (BBs 1 and 4), contributing to national reforms while ensuring consistency with the EU’s Common Implementation Plan. All activities are implemented over a 12-month period in close cooperation with national authorities to ensure targeted support and national ownership.
Results to be achieved
This project will strengthen Czechia’s capacity to implement the EU Pact on Migration and Asylum by delivering:
- More efficient and consistent asylum appeal procedures across judicial institutions
- A comprehensive system design for a Pact-compliant Azyl III, including enhanced functionalities and interoperability with national and EU databases
- Improved use of COI in judicial decision-making processes through better access and methodology
The expected long-term impact is Czechia’s full preparedness to apply the new EU migration and asylum rules.
