The “Sustaining Migration Management in Georgia” (ENIGMMA 2) project is funded by the EU-Georgia Financing Agreement, signed in May 2017 within the European Neighbourhood Instrument (ENI) 2016 Technical Cooperation Facility II Programme. The project broadly builds on the results of previous activities of the International Centre for Migration Policy Development (ICMPD) in Georgia, including the recently implemented EU-funded “Enhancing Georgia’s Migration Management” (ENIGMMA) project which supported the Government of Georgia in the implementation of migration-related areas of the Visa dialogue between the European Union and Georgia.
The ENIGMMA 2 project runs from September 2017 to November 2021. It will be implemented by ICMPD and the State Commission on Migration Issues (SCMI) of Georgia.
The overall objective of the ENIGMMA 2 project is to contribute to the sustainable enhancement of mobility and people-to-people contacts between the EU and Georgia. The proposed action will seek to achieve the overall objective by addressing identified and potential migration-related risks of visa liberalisation in Georgia and the EU MS, as well as maximising the visa liberalisation benefits in areas covered by the project. The project will continue providing support to the Government of Georgia in implementation as well as monitoring and evaluation of the impact of Migration Strategy.
As established by the project programme, ICMPD, in close cooperation with SCMI and its Secretariat, will implement a set of activities designed to facilitate the efforts of state institutions involved in migration management in Georgia in policy development, capacity building and carrying out monitoring and impact assessment mechanisms for regular policy reviews, etc. The project consists of the following components:
– COMPONENT 1 offers support in development of policy recommendations, in particular, support in the implementation and evaluation of migration strategy, monitoring migration coverage in Georgian media, analysis and evaluation of the impact of the migration strategy as well as analytical and research activities for policy development.
– COMPONENT 2 focuses on joint response measures derived from the policy recommendations through actions directed at migration risks prevention, diaspora engagement and students’ mobility, as well as awareness raising on migration and mobility.
– COMPONENT 3 provides targeted capacity building actions designed to support migration understanding, expertise and education, deepening understanding of EU migration acquis, personal Data Protection requirements in the field of migration as well as media education on migration.
– COMPONENT 4 fosters exchange and cooperation between Georgia and EU experts by raising institutional awareness on functioning of EU institutions, implementing joint measures for further approximation of the Georgian legislation with the EU migration acquis, establishing close contacts between SCMI and EU institutions in the area of migration and asylum, and carrying out targeted EU MS experts exchange visits to Georgia.
– COMPONENT 5 Maximises positive effects of visa-free regime by monitoring migratory trends and developing regular EU-EaP cooperation and exchange on all stages of visa-free regime.
– COMPONENT 6 enforces migratory risks monitoring mechanism; regular monitoring and evaluation, including establishment of regional dialogue on migratory risks of EaP countries.
– COMPONENT 7 continues the enhanced Information Campaign on visa-free travel.
– COMPONENT 8 engages the diaspora for organised and lawful mobility.
