About the Member States Programme
The ICMPD Member States Programme (MSP) provides a structured framework for activities tailored specifically to the needs and priorities of ICMPD Member States. It supports national efforts to develop and implement effective migration policies by connecting Member States with the organisation’s thematic expertise, regional insights, and practical experience.
The Programme serves as both a strategic platform for informal, solutions-oriented dialogue and peer-to-peer learning, as well as a gateway to ICMPD’s institutional expertise Through this dual role, it enables Member States to access innovative practices, expert analysis, and outcomes from across ICMPD’s work.
Key Activities and Support Areas
As a knowledge hub, the MSP offers Member States exclusive access to ICMPD’s evidence base, expert insights, and regional networks. It supports policy development by disseminating key findings from ICMPD’s research, policy and operational work, while fostering peer-to-peer learning through formats such as roundtables, briefings, and study visits. This component also delivers tailored knowledge products - such as background papers, situational or institutional analyses, and targeted studies - aligned with Member States’ policy priorities. These are designed to support various processes, including EU Presidencies and ICMPD Steering Group Chairmanships, with timely, relevant analysis on migration governance.

The Operational Component represents the Programme’s implementation-oriented strand and is delivered primarily through dedicated technical assistance projects. It covers the design and execution of targeted activities such as drafting migration legislation, developing standard operating procedures, establishing coordination mechanisms, building institutional capacities, and deploying practical tools to support migration management. This component responds to direct requests from Member States and focuses on producing measurable operational results.

2025 Annual Programme
In 2025, the Member States Programme focuses on supporting EU Member States in preparing for the implementation of the EU Pact on Migration and Asylum, expected to become operational as from June 2026. Building on momentum gained in 2024, including work with Czechia, Germany, Ireland, and Romania under the DG Reform’s Technical Support Instrument (TSI), the Programme will continue to provide targeted assistance for key reform areas such as border procedures, asylum systems, appeals, data interoperability, and independent monitoring mechanisms for fundamental rights compliance. ICMPD is currently supporting Czechia, Estonia, Ireland, Lithuania, and Romania with Pact-related reforms, while also contributing to broader EU-level discussions—including those under the Polish Presidency—on external migration policy, labour mobility, and temporary protection. This sustained engagement reflects ICMPD’s role as a trusted partner in operationalising EU migration policy.
In addition, 2025 marks the launch of the “ICMPD Regions in Focus” webinar series, providing Member States with in-depth, region-by-region insights into migration trends, policy developments, and ICMPD’s operational engagement. The series complements existing formats by featuring direct input from ICMPD’s field offices and fostering informed dialogue on emerging regional dynamics. In parallel, additional thematic webinars on specific areas of ICMPD’s work are being organised, alongside peer-to-peer exchanges related to the EU Pact on Migration and Asylum and dedicated training sessions on project management to further support Member States’ operational capacities.
