EU-MIDCAP launches Colombia Action to strengthen evidence-informed migration governance in Medellín

On 3-4 June 2026, the European Union Migration and Displacement Capacity Assistance Project (EU-MIDCAP) launched its Colombia Action in Medellín, in partnership with the Secretariat for Social Inclusion and Family of the District of Medellín. The activity marked the start of EU-MIDCAP support to the District in strengthening the monitoring and evaluation framework of Medellín’s Public Policy on Migration Management. 

Bringing together participants from public institutions, civil society and academia, the activity laid the foundations for strengthening the monitoring and evaluation model of Medellín’s Public Policy on Migration Management and supporting evidence-informed local migration governance. 

EU-MIDCAP is funded by the European Union, through the Directorate-General for International Partnerships (DG INTPA), and co-implemented by a Consortium led by ICMPD together with UNHCR, the authorities of Belgium (through Enabel), the Czech Republic, Poland, Spain and Sweden, and UNICEF.

The Colombia Action reflects EU-MIDCAP’s demand-driven and tailor-made approach, supporting partner authorities in strengthening migration governance systems. In Medellín, this support builds on previous ICMPD cooperation through the MIgration EU eXpertise (MIEUX) Initiative, which contributed to the development of the Action Plan of the Public Policy on Migration Management, adopted in 2024. Through EU-MIDCAP, ICMPD and its partners are now accompanying the District in strengthening the monitoring and evaluation dimension of the policy, with a view to supporting evidence-informed decision-making, inter-institutional coordination and institutional learning.

The launch activity brought together members of the Inter-Institutional Migration Roundtable for the Management of Mixed Migration Flows, including representatives from government entities, civil society organisations, international organisations and academia. Through plenary sessions, interactive exercises and group work, they initiated a participatory diagnostic assessment of the policy’s implementation status and existing institutional capacities for monitoring and evaluation.

The input collected is being systematised in a diagnostic report and will inform the next phase of EU-MIDCAP support, focusing on the participatory development and revision of monitoring and evaluation tools.
