Libya

The ALBSaM2 project, funded by the Czech Republic, brings together staff members from Tripoli and Benghazi to strengthen secure communication, reporting and information exchange.

From 4 to 7 October 2026, the International Centre for Migration Policy Development (ICMPD) organised the first joint training for staff members of Libya’s Joint Communication and Information Exchange Centres (JCIECs) in Tripoli and Benghazi. The activity took place in Tripoli under the Czech-funded Advancing Libya’s Border Security and Management – Phase 2 (ALBSaM2) project.

The training brought together 30 staff members from the two Centres. It aimed to strengthen their capacities in secure operational communication, incident reporting and information exchange. Participants also shared experience and knowledge to support more consistent working practices in both locations.

The activity forms part of wider initiatives facilitated by the United Nations Support Mission in Libya (UNSMIL) to support the unification of Libya’s border management and security institutions. These initiatives include the establishment of the Joint Technical Coordination Team (JTCT), to which the JCIECs report.

Supporting sustainable institutional cooperation in Libya through governance and professionalisation

Through ALBSaM2, ICMPD supports the operationalisation of the JCIECs as platforms for inter-agency coordination and institutional cooperation. An initial consultation workshop for JTCT members, organised by ICMPD in Tunis in April 2026, resulted in an agreed roadmap to strengthen the professional capacities of JCIEC staff members.

Based on this roadmap, ICMPD organised the delivery of essential Information and Communication Technology skills training through parallel International Computed Driving License trainings delivered to the Tripoli and Benghazi JCIECs respectively, as well as a dedicated Study Visit programme bringing senior JTCT members and leadership representatives to Prague to gain first-hand insight into the Czech Republic’s inter-agency border security and coordination architecture through exchanges with institutions with key roles in the field.

Strengthening governance and operational cooperation

The joint training marked another step in implementing the roadmap for the operationalisation of the JCIECs. By bringing JCIEC staff members from Tripoli and Benghazi together for the first time in this joint training format, the activity supported professional cooperation and the development of common approaches to communication, reporting and information exchange.

Secure and effective information-sharing procedures enable timely communication, improve situational awareness and support coordination among relevant border management institutions. Strengthening these capacities supports the JCIECs’ role as platforms for institutional cooperation and the exchange of operational information.

On 9 October 2026, ICMPD also participated in the tenth meeting of the JTCT. The Ministry of Interior of the Government of National Unity hosted the meeting, which was facilitated by UNSMIL.

The meeting brought together 45 border management officers from across Libya, as well as JCIEC personnel from Tripoli and Benghazi. Participants reviewed progress in operationalising the two Centres and discussed their continued development as mechanisms for strengthening communication, information exchange and coordination among relevant institutions.

ICMPD will continue to support the operationalisation of the JCIECs through the ALBSaM initiative, funded by the Czech Republic, and is preparing further training activities in line with the agreed roadmap.
