Summary
The “Advancing Libya’s Border Security and Management - Phase 2” (ALBSaM 2) project, is funded by the Ministry of Interior of the Czech Republic and implemented by the International Centre for Migration Policy Development (ICMPD).
Building on the collaboration and outcomes achieved during the first phase of the ALBSaM project (January 2023-October 2024), notably the development of Libya’s first draft National Integrated Border Management (IBM) Strategy, the second phase of ALBSaM project focuses on translating strategic foundations into practice by establishing a monitoring and evaluation ( M&E) mechanism for the IBM Strategy, further strengthening institutional capacities, and supporting the operationalisation of the Joint Communication and Information Exchange Centre(s).
Objectives
The project’s overall objective is to support the institutionalisation and implementation of the National IBM Strategy through strengthened monitoring, training, and inter-agency cooperation.
The project’s specific objectives are the following:
- To establish an institutional M&E framework within the Ministry of Interior to support the implementation of the IBM Strategy.
- To strengthen the institutional capacities of the Ministry of Interior through targeted training in line with the draft IBM Strategy.
- To support the operationalisation of the Joint Communication and Information Exchange Centre(s) as effective platform(s) for real-time inter-agency coordination in border management.
