SCOP project facilitates a workshop for Moldova’s Joint Risk Analysis Working Group

ICMPD hosted a workshop in Chișinău for Moldova’s Joint Risk Analysis Working Group, bringing together key national agencies to assess border security challenges, share institutional updates, and explore the integration of CIRAM into national practices. 

On 30 May, ICMPD facilitated the event within the framework of the SCOP project, with participation from the Border Police, National Police, Customs Service, Prosecutor’s Office, Migration Inspectorate, Security Service, and Anti-Money Laundering Service. The workshop is part of a broader series of events throughout the project’s duration, aimed at strengthening Moldova’s joint risk analysis function in line with EU standards.

To support this goal, ICMPD deployed a duo of experts – one from the EU and one national – who jointly facilitated the workshop. The EU expert brought insights into European standards and good practices, while the national expert ensured alignment with Moldova’s institutional realities. Together, they provided technical guidance and support to enhance inter-agency coordination and the application of the Common European Integrated Risk Analysis Model (CIRAM).

The workshop featured a review of the Group’s achievements, presentations on analytical practices, and in-depth discussions on CIRAM’s relevance to Moldova. Participants also engaged in collaborative sessions focused on risk profiles development and strategic planning. As a result, the expert team will deliver upon project completion a tailored risk analysis roadmap for Moldova, including recommendations on inter-agency information exchange and cooperation with Ukrainian counterparts – an essential aspect given the regional security context and Moldova’s EU accession commitments.

Funded by the Ministry of the Interior of the Czech Republic and implemented by ICMPD, the SCOP project supports Moldovan authorities in aligning migration and border management systems with the EU acquis. It aims to enhance the resilience and capacity of the Moldovan Border Police, ensuring effective border management and timely responses to crisis situations.
