The project is implemented by the International Centre for Migration Policy Development (ICMPD) in the framework of the Technical Assistance and Support (TAS) component of the Migration Partnership Facility (MPF). The project also includes a grant component, implemented by the Andalusian Fund for Municipalities for International Solidarity (FAMSI, Spain), in partnership with the organisation High Opportunity for Mediterranean Executive Recruitment (HOMERe, France).

Summary

The EMBLEM project aims to strengthen legal and circular mobility pathways between Mauritania, France and Spain, by establishing a targeted mobility programme designed to develop the entrepreneurial skills of talented young Mauritanians in the blue and green economy sector. 

It will support 100 young Mauritanians aged between 18 to 35, with a particular focus on women, through two distinct programme tracks: aspiring entrepreneurs who have not yet set up their own businesses will undertake training in France or Spain and receive reintegration support upon their return in Mauritania; young entrepreneurs who are already active will benefit from an acceleration programme delivered in Mauritania. 

In addition, the project will contribute to strengthening the capacity of Mauritanian institutions to design and coordinate initiatives for regular labour migration.
