PROGENERATE: Protection & Rights-Oriented Enforcement of Migration Governance in Türkiye

Summary

PROGENERATE is a 20-month project funded by the Swedish International Development Cooperation Agency (Sida), implemented by ICMPD, with the Presidency of Migration Management (PMM) as the main beneficiary. The project aims to strengthen Türkiye’s migration governance through rights-based, gender-responsive, protection-sensitive and sustainable institutional reforms.

Overall Objective

To enhance Türkiye’s migration governance capacity through rights-based, sustainable reforms, focusing on protection, safe and dignified voluntary return, and policy implementation.

Objectives

• Improve the capacity of Türkiye’s National Assisted Voluntary Return and Reintegration (NAVRR) Mechanism
• Strengthen the policy framework and institutional capacities for addressing irregular migration, with a focus on trafficking in human beings

Expected Outcomes

• A stronger, more accessible and protection-sensitive national voluntary return and reintegration mechanism.
• More standardised referral pathways, operational procedures and safeguards for vulnerable migrants.
• Improved coordination, accountability and service quality throughout voluntary return processes.
• A more coherent, evidence-based and rights-compliant irregular migration policy framework.
• Enhanced institutional capacity to prevent trafficking in human beings and identify, refer and protect victims.
• Strengthened investigation and prosecution capacities and improved cooperation among migration authorities, law enforcement agencies, judicial actors and civil society.
• Better access to information, protection and essential services for migrants, particularly women, children, persons with disabilities, older persons and survivors of trafficking.
