Summary

After a successful first iteration, the Risk Analysis Pakistan – Phase II (RAPAK II) project aims to significantly enhance the capacities of national border management agencies in Pakistan through strengthened strategic planning and risk analysis. More specifically, the project aims (a) to improve the Federal Investigation Agency’s (FIA) ability to manage immigration control functions strategically by applying advanced risk analysis methodologies, strategic planning practices, and effective information exchange systems aligned with EU best practices; (b) to foster greater inter-agency coordination among border management agencies by developing comprehensive Integrated Border Management (IBM) strategic governance and monitoring mechanisms; and (c) to enhance international cooperation between Pakistan and the European Union, enhancing collaborative efforts to counter irregular migration, human trafficking, and migrant smuggling.

Activities

Enhance FIA’s Strategic Management 

This component focuses on improving strategic management within the FIA by developing a comprehensive Strategic Action Plan addressing immigration control and irregular migration. Activities include a series of workshops and expert engagements to establish strategic priorities, action plans, and a monitoring framework with clear key performance indicators. Training sessions will be delivered to FIA management at headquarters, zonal, and Border Crossing Point (BCP) levels to integrate risk analysis  into immigration processes effectively. The project also supports the introduction and application of advanced data processing and visualisation techniques, expansion and enhancement of various Risk Analysis products, and technical support for implementing Advanced Passenger Information/Passenger Name Record (API/PNR).

Strengthen Inter-agency Coordination 
This component aims to reinforce cooperation among Pakistani border management agencies. Key activities include finalising Integrated Border Management  (IBM) Action Plans, developing monitoring guidelines, and establishing governance frameworks through workshops involving multiple border agencies. Training sessions will enhance the strategic planning capabilities of the Ministry of Interior (MoI) and other relevant border agencies. The project will facilitate the creation of guidelines for effective intra- and inter-agency risk analysis cooperation and promote regular interactions through National Inter-Agency Task Force meetings.

Enhance International Cooperation
This component promotes stronger international collaboration by enhancing the capabilities of FIA Liaison Officers stationed in transit and destination countries. It includes dedicated training and workshops to improve their integration into the national risk analysis cycle. Furthermore, the project will support the preparation of Risk Analysis products tailored for international partners, fostering greater mutual understanding and effective cooperation. International workshops and study visits will be conducted to strengthen links between FIA and international risk analysis and law enforcement units, creating a robust network to address shared challenges in irregular migration  and related criminal activities.
