Summary
In the context of its EU accession path and as part of ongoing efforts to enhance rule of law and
internal security, Albania is advancing the modernisation of its border and migration management system. Strategically located along key migratory routes and sharing land, lake, river, and maritime borders with four neighbouring countries, Albania continues to play an important role in the regional and European migration landscape.
In regard to implementation of measures related to combating cross-border crimes and preventing irregular migration, as well as improving the cross-border, transnational, and interregional cooperation between Albania, neighbouring states in the South-East Europe region and EU Member States, the country has been active in aligning its policies with EU standards. This includes the implementation of its Integrated Border Management Strategy 2021– 2027 and the Migration Strategy and Action Plan 2024–2030.
The need to ensure safe and well-managed borders is further supported through the deployment of joint operations with the European Border and Coast Guard Agency (Frontex) and increased cooperation with EU partners under the EU Action Plan for the Western Balkans. Albania has been
strengthening its operational capabilities and infrastructure through EU-funded assistance, most
notably the recently concluded EU4SafeAlbania action, which supported surveillance upgrades at
green and blue borders and contributed to capacity building for the Border and Migration Police
(BMP).
EU4SafeAlbania (Phase II) project continues and expands upon those efforts, addressing identified needs related to integrated border management, digitalised asset management, and enhanced border management infrastructure. It responds to national priorities for effective and interoperable systems and supports Albania’s strategic goal of contributing to European security and migration governance frameworks.
