Support to the Implementation of the Mobility Partnership with Azerbaijan (MOBILAZE)

Objective: The objective of the project is to support the implementation of the Mobility Partnership between the EU and Azerbaijan with a specific focus on strengthening the capacity of the government to develop and implement the national migration policy.

Eastern Partnership (EaP) Integrated Border Management Capacity Building Project (EaP IBM CaBuiPro)

Objective: The overall objective is to facilitate the movement of persons and goods across borders in the six EaP countries, while at the same time maintaining secure borders through the enhancement of inter-agency cooperation, bilateral and multi-lateral cooperation among the target countries, EU member States and other international stakeholders. 

The specific objectives:

  • Contribute to the establishment of a modern training system in the six beneficiary countries according to EU best practices
  • Enhance operational capacities by providing operational and country specific capacity building activities on specified topics based on needs identified by the beneficiary institutions
  • Awareness raising and support to the fight against corruption in the six EaP countries
  • Awareness raising and support to the improvement of the respect for human rights for persons crossing borders
  • Where applicable to contribute to a smooth operationalization of visa liberalisation.

Target Groups: 

  • Decision makers from ministries and national authorities responsible for border management and customs of the beneficiary countries within the ENPI East Region (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine)
  • Senior and mid-management and operational officials from border, immigration and law enforcement agencies, customs, plant (products) inspection services, live animal and foodstuff inspection services and human health inspection services of said countries.
  • Public organs defending citizens' rights (e.g. ombudsman's offices or equivalent), as well as economic actors (i.e. national business or traders' associations) could be involved in the action when appropriate.

Final beneficiaries: 

  • Bona fide travellers and regular migrants as well as economic/commercial operators.
  • Persons in need of special protection, such as asylum seekers, potential victims of human trafficking, unaccompanied minors and other vulnerable categories.

Eastern Partnership Cooperation in the Fight against Irregular Migration – Supporting the Implementation of the Prague Process Action Plan (EaP-SIPPAP)

Strengthening the Surveillance Capacity on the Green and Blue Border between the Republic of Belarus and Ukraine (SURCAP)

Objective: The overall objective of the project was to strengthen surveillance capacity at the green and blue borders between Belarus and Ukraine.

SEFRO I – Activities Related to Border Security Matters

Objective: As part of the EU-funded regional programme 'Seguridad Fronteriza-Border Security' (SEFRO), ICMPD provided SEFRO/SICA with the necessary support services to design, organise and hold various meetings (at a bilateral and regional level) between national and regional institutions involved in border security. It aimed to ensure national, bilateral and regional inter-institutional coordination, as well as the planning, monitoring and assessment of operational activities. Monitoring visits at priority border crossings took place and several studies were carried out on different topics. Specifically, the project provided:

  • assistance in strengthening integrated border management from a tourism perspective at several border crossing points (includes visits to BCPs, evaluation of protocols to improve border crossing for tourists and communication activities)
  • four studies: 1) IT connectivity and integration of migration services 2) human trafficking (evaluate indicators to measure trafficking in the region and make recommendations) 3) feasibility study to design the Regional Migration School 4) evaluation of the CA-4 Free Movement Concept
  • capacity building for police directorates and capacity building on the local level regarding gender and prevention of violence at borders
  • exchange of experiences and good practices on border management in Central America
  • organisation of regional meetings of the National Commissions for Border Security
  • capacity building for customs agencies on IBM
  • exchange of experiences on the application of SIMMEL and APIS.
