Enhancing Sustainable Document Security and Centralised Migration System in Tunisia

Presentation

The proposed action – Strengthening the sustainable security of documents and the centralized migration management system in Tunisia (DOCSYS-TN) – aims to support these structural aspects through a two-pronged and complementary approach:

  1. Data-driven migration governance: Consolidate datasets, improve identification capabilities, and promote evidence-based decision-making that respects human rights.
  2. Operational document security and fraud detection: Support the establishment of a coherent inter-institutional mechanism for document verification, fraud detection, and training.

Together, these pillars will enable Tunisia to implement a unified migration governance framework, linking digital systems and operational practices. 

This framework will improve the country's capacity to detect and prevent irregular movements, ensure the reliability of identity, and manage migration flows.

Objective

To support a sustainable migration governance system based on institutional cooperation, professionalization, and evidence-based decision-making through three specific objectives:

  • To support effective migration governance through the development and implementation of data-driven strategies.
  • To modernize Tunisian capacities.
  • To strengthen the professionalization of relevant human resources. 

Each of these objectives will be pursued through targeted actions and activities, such as capacity-building workshops, the design and implementation of systems, the development of data-sharing protocols, and the creation of institutional coordination mechanisms. 

Together, these efforts will contribute to the development of a robust and sustainable migration governance framework in Tunisia.
