The legal framework of ICMPD has developed progressively since the creation of ICMPD on 1 May 1993. ICMPD's status as an international organisation under international law allows it to set its own rules to govern the organisation. Apart from the Agreement establishing ICMPD and the one providing its status in Austria, the rules on ICMPD´s governing bodies and financial/operational matters, as well as staff issues, are the main building blocks of the legal framework. All documents included in the legal framework are adopted by decisions of the ICMPD Steering Group. However the legal framework also includes all memoranda of understanding, agreements, etc. that ICMPD has signed with other states, international organisations, or other partners, which create a certain level of obligation for ICMPD. The full text of the more than 50 agreements ICMPD concluded is not reproduced in the compilation. Rather, an overview of the agreements is provided here.

The actual Strategy 2025 provides ICMPD with a responsive and flexible framework that leverages opportunities in the migration landscape and drives innovative, dynamic and evidence-driven solutions to key migration challenges. The goal is to equip ICMPD’s Member States and partners, including migration policy decision makers with data, policy, research, learning and other resources that will improve their decision making, and ultimately migration policy and practice.
