Call for Proposals – the Mobility Partnership Facility

A Call for Proposals with an open deadline was published on 18 April within the Mobility Partnership Facility (MPF). This new initiative of the European Union is being implemented by ICMPD with the duration of 24 months as of 1 January 2016 and the budget of EUR 5.5 million.

Within the Call for Proposals with an open deadline, grant applications can be submitted by public bodies of EU Member States. Other public bodies of EU member states or MP/CAMM partner countries can be associated as co-applicants.

Mobility Partnership Facility

The MPF aims to support the preparation and implementation of Mobility Partnerships and Common Agendas on Migration and Mobility through targeted, flexible and tailor-made assistance to partner countries.
Mobility Partnerships (MPs) and Common Agendas on Migration and Mobility (CAMMs) are the most elaborated bilateral cooperation frameworks under the Global Approach to Migration and Mobility (GAMM).

Geographical scope of MPF covered

Geographically, the MPF covers all countries that signed a MP or CAMM with the EU and its Member States. So far, MPs have been signed with Armenia, Azerbaijan, Cape Verde, Georgia, Jordan, Moldova, Morocco, and Tunisia; and two countries about to conclude a MP, namely Belarus and Lebanon. CAMM have been concluded with Ethiopia, India and Nigeria.

MPF budget

The MPF has a total budget of € 5.5 million. It is funded from the from the Asylum, Migration and Integration Fund (AMIF), the Internal Security Fund for Police Cooperation (ISF-Police) and the Internal Security Fund for Borders and Visa (ISF-Borders and Visa) managed by the European Commission’s Directorate general for Migration and Home Affairs (DG HOME).

Thematic areas covered

The thematic areas covered by the MPF are based on the objectives of the three funds that provide for its budget and take into account the topics covered by Joint Declarations on MPs and CAMMs, as well as their annexes and/or scoreboards.
Actions implemented under MPF

Actions under MPF will be mainly implemented by public bodies of EU Member States. The priorities of actions shall be identified by EU Member States in close cooperation with the MP/CAMM partner countries. All actions implemented under the MPF are aimed at development of capacities of governmental partners in enhancing the national migration and mobility frameworks.

Horizontal activities

Within the MPF, ICMPD will also carry out activities to contribute to the relevant policy debate, definition of priorities and implementation of MP/CAMMs, such as organisation of workshops and conferences gathering EU Member States and partner countries; publication of updated scoreboards; comparative analyses and thematic papers; and formulation of lessons learnt, best practices and recommendations.
