TITLE

Budget Management Short-Term Expert(s) (BM STE) to support the improvement of the budget management systems and processes of the national integrated border management (IBM) stakeholders, primarily State Border Guard Service and State Customs Service of Ukraine within the framework of implementation of the relevant activities of the EU-funded project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” implemented by ICMPD.

NUMBER OF POSITIONS

Up to two STEs will be recruited: one with background in border management (BM STE SBGS) and one with background in customs enforcement (BM STE SCS).

ORGANISATIONAL OVERVIEW

BACKGROUND

The project “EU Support to Strengthening IBM in Ukraine (EU4IBM)” supports the identification of and assists in addressing the gaps in the implementation of the national reforms approximating the Ukrainian border management system to the standards and best practices of the EU Integrated Border Management (IBM) in line with the national Integrated Border Management Strategy of Ukraine (IBM Strategy, adopted by the Cabinet of Ministers on 24 July 2019) and the Action Plan (IBM AP, adopted on 27 December 2019 by Decree of the Cabinet of Ministers No. 1409-p).

OBJECTIVE

Budget Management STE(s) will be involved into the implementation of a set of Project activities with the main objective of supporting the national IBM stakeholders (State Border Guard Service (SBGS) and State Customs Service (SCS) of Ukraine) in the advancement of budget management and planning processes towards implementation of the IBM Strategy.
The STEs will work in close cooperation with the EU4IBM Project Implementation Team (PIT) and in close collaboration with other Short-Term Experts (STEs) on the implementation of the following project activities:

  •  Business process analysis (BPA);
  • Business process re-engineering action plan(s) (BPR AP(s));
  • Implementation of BPR AP(s) in the area of budget planning and management, in development/review of tools for medium term programme-based budgeting and alignment of programme budgets with IBM strategy framework and other documents, develop guidelines on adapting the budget planning process to the newly developed assets management methodology.

TASKS

Tasks to be performed by the Budget Management STE under this contract:

  1. Develop and continuously update the detailed work plan of the overall assignment, including timelines for delivery and required resources.
  2. Contribute to business process analysis (BPA) on budget management and provide concrete recommended improvement actions in the order of priority and taking into account good practices of the EU MSs.
  3. Transfer prioritised and approved by the national counterparts actions into detailed Action Plans (including actions, time-frames, indicators and resources) for SBGS and SCS of Ukraine. 
  4. Jointly with national counterparts from SBGS and SCS, review methodology of the financial planning for the implementation of IBM Strategy, provide recommendations on alignment to the EU good practices.
  5. Based on BPA&R results, define proposed actions on supporting the alignment of programme budgets with the National IBM strategy and other framework documents in line with the Ukrainian methodology on programme budgeting developed by the Ministry of Finance.
  6. Upon validation of PIT, implement proposed actions on alignment of programme budgets with the National IBM strategy.
  7. Develop guidelines and relevant tools for SBGS and SCS to implement programme-based mid-term budget planning. Define needed capacity-building activities (training/workshop/procurement) to implement these tools.
  8. Develop guidelines on adapting the budget planning process to the newly developed assets management methodology.
  9. Provide guidance and recommendations on necessary IT tools to be developed or updated in order to facilitate budget planning and execution processes in SBGS and SCS.
  10. Provide subject matter expertise in development of ToRs for IT tools to be developed or updated in order to facilitate budget planning and execution processes in SBGS and SCS.
  11. Present guidelines and tools to the national authorities.  

DELIVERABLES

Budget Management STE is expected to provide the following deliverables:

 

  1. Work plan for the overall assignment aligned and approved by the PIT and adjusted when applicable in the course of implementation.
  2. Provided expertise in the process of BPA, recommendations in the order of priority on BPs improvement for integrations into BPA&R report and respective AP, upon agreement with the national counterparts and PIT.
  3. Detailed Action Plan (actions, time-frames, indicators, resources) for implementation of endorsed recommended improvement actions.
  4. Methodology of the financial planning for the implementation of IBM Strategy reviewed, recommendations on alignment to the EU good practices provided.
  5. Actions to support the process of alignment of programme budgets with the National IBM strategy and other framework documents in line with the Ukrainian methodology on programme budgeting developed by the Ministry of Finance are identified and relevant activities implemented.
  6. Guidelines on programme-based mid-term budget planning, including relevant tools (with the list of capacity building activities needed for implementation) developed for SBGS and SCS.
  7. Guidelines on adapting the budget planning process to the newly developed assets management methodology produced for SBGS and SCS.
  8. Recommendations on use of necessary IT tools to be developed or updated in order to facilitate budget planning and execution processes provided for SBGS and SCS.
  9. Provided subject matter expertise to developed/ updated ToRs for IT tools in order to facilitate budget planning and execution processes in SBGS and SCS.
  10. Implemented activity to present guidelines and tools.

The draft deliverables must be submitted in English in line with the timeline established at the moment of contracting. If possible, the working versions of the deliverables could be drafted in Ukrainian to allow for smooth participation of the national beneficiary agencies experts. 

It is expected that during the COVID-19 travel restriction period, the tasks identified above would be conducted in a remote mode (using the vast array of technical means for distance communication, collaborative platforms and regular on-line coordination meetings). Once the travel situation allows, the expert will be expected to travel to Ukraine to continue the delivery of mentioned above tasks. 

PIT will support the delivery of the tasks by providing the relevant documents, interpretation and translation support, coordinating with the beneficiary agencies on organisational issues. During the process, the expert will work with the relevant national and international stakeholders in a collaborative and coordinated manner. 

The final deliverables must be submitted no later than 31 March 2021.

Maximum number of working days: 30.

Reporting lines

Budget Management STE reports to Project Officer, EU4IBM and works in a collaborative manner with other international/national experts.

Qualifications and Experience

 

  • Master´s university degree (or equivalent) related to the area of work.
  • At least 7 years of experience in the area of budget management and planning processes; experience of work in the law enforcement agency is an asset.
  • Experience in improving the budget management systems, conducting analysis of budgetary processes and formulation of recommended actions to advance/revise these processes; experience in provision of such support to law enforcement agencies.
  • Experience in development of action plans to support implementation of recommendations in the area of budget management.
  • Experience in development guidelines and tools for budget management. 
  • Experience in drafting concepts, ToRs/TSs, methodologies in the area of budget management.
  • Demonstrated knowledge of EU good practices in budget management. 
  • Strong analytical, research and drafting skills.
  • Experience working with senior management of border guard/police and customs services is an asset.
  • Excellent written and verbal presentation skills.
  • Ability to process large volumes of information.
  • Ability for provision of deliverables and in reporting in a timely manner.
  • Ability to work under pressure and in rapidly changing circumstances.
  • Computer literate with ability to operate Microsoft applications.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability to establish and maintain effective and constructive working relationships with people of different International and cultural backgrounds while maintaining impartiality and objectivity.

Languages

 

  • Fluency in English is required
  • Knowledge of Russian/Ukrainian for business communications is an asset
