Project background

The Strengthening the Evidence Base for Migration Policies: A Central Migration Data Management Solution for Jordan (MIDAM) project, funded by the Danish Ministry of Foreign Affairs and implemented by International Centre for Migration Policy Development (ICMPD), aims to support the migration management capacities of the Government of the Hashemite Kingdom of Jordan by strengthening the evidence base for migration policy development. More specifically, the project aims to support the development and deployment of a national migration data management solution. This solution will allow direct access to a consolidated pool of data, and facilitate data sharing among the different government bodies, which gather different datasets related to foreigners. 

Under the first component of the project, ICMPD achieved the stakeholders' consensus regarding the architecture of a central migration data management solution, the project’s scope, and the creation of an Interagency Working Group on migration data management. An assessment of the existing Jordanian migration data system, including needs and priorities has been conducted within the same context.  In a previous stage, ICMPD team conducted meetings with governmental institutions that collect migration-related data and statistics and obtained answers to the key questions related to the development of a data solution. Additionally, two focus group discussions were conducted with the same project stakeholders to identify their migration policy objectives and assess which data they require to enhance their policy development capacities. The assessment engaged representatives of all relevant organisations working in Jordan and explored potential synergies with existing and planned initiatives. All above mentioned outputs were documented in a detailed assessment report. Following the mentioned progress, and to prepare for the next steps including the tendering process for the newly required migration data solution, ICMPD will seek to perform a technical assessment through an IT Data technical expert, technical assessment will include an inventory of the existing technical infrastructure of the current migration data system in Jordan. Prepare documents, technical recommendations and information for the Project Steering Group (PSG’s) considerations. Which will lead to an agreement on the specific design of the newly required central migration data management solution. Accordingly a national migration data management solution will be in place while the IT environment and infrastructure required for installing and operating the migration data management solution will be set up. Eventually, the central migration data management solution will be built and tested.

Objective

The IT Data Technical Expert shall support the ICMPD project team in conducting meetings with key personnel working in IT and procurement in the related governmental institutions. In addition, the expert will conduct a thorough market research applying ICMPD’s market research tool to list the existing companies that have would be eligible to conduct the requested services for Jordanian governmental entities relating to data systems and solutions. The expert shall also support the ICMPD project team in drafting the technical specifications for the tendering process, in addition to identifying the technical requirements and criteria for the newly required migration data solution under MIDAM project, following the recommendations from the working group and assessment report. In addition to providing technical assistance for tender screening and representing ICMPD in  the phase of data solution installing and testing, in addition to assessing the stability of the solution and the implementation of the user acceptance tests. 

Tasks

The tasks to be completed by the IT Data Technical Expert within this assignment are the following:

Activity 1: Carry out a technical assessment for an adequate tool, including an inventory of the currently existing technical infrastructure of the beneficiary (Public Security Department (PSD)) in terms of (IT infrastructure, hardware, software products, possibilities for interlinkages of existing database, operational requirements), an IT security assessment, as well as measuring the database system 1) processors’ capacity, 2) processors’ speed, 3) technical challenges, 4) opportunities and anticipated complications.

Activity 2: Conducting market research using ICMPD’s market research tool and under the guidance of ICMPD team, to provide the below information:

 
  1. Provide estimation of costs for the services
  2. Identify the Companies working in Jordan with potential capabilities of developing governmental migration data solutions and to provide the required service with ICMPD – MIDAM budget considerations.  
  3. Identify the companies with experience in working with the government on data solutions and certainly worked with General Security, Directorate of Residence and Borders and Ministry of Interior.
  4. Identify the qualified IT companies’ geographical scope of work, whether they are national or branches of international companies.
  5. List the companies that meet the criteria technical capabilities and experience wise.
 

All outputs will be drafted in a report reflects the results of the market research, a concept for a solution architecture that provides for a central database of migration data and any other applications that may be required, a proposal for a user interface and format templates as well as access rights levels, advise on the required software and hardware to be used, an assessment of the workload related to the data consolidation process and technical specifications for the procurement tenders. Moreover, Report must include a detailed technical specifications for the newly required migration data solution and its technical specifications. 

The report should be technically useful and helpfully detailed to make a decision based on its’ analysis of eligible companies that develop data systems, the report should include recommendations regarding 1) the required data system technical specification 2) if the tender’s geographical scope must be national or international with technical and logical justifications.

Activity 3: Assisting in identification of procurement needs and development of technical requirements and criteria, in addition to assisting in the development of technical specifications of the newly required migration data solution that includes; the required user interface, format templates, anticipated used software (including license) and hardware, in addition to subsequent installing of required IT infrastructure.

Activity 4: Assisting in the elaboration of the tender dossier. Post to the publication of the tender dossier, the technical expert will provide technical assistance for the tenders screening activity in close coordination with the Project Steering Group (PSG) and represent ICMPD team in the tenders’ evaluation committee.

Activity 5: Representing ICMPD team during the data solution installing process, provide recommendations regarding best solutions for any challenges.

Activity 6: Report and follow up on testing the installed central migration data solution to assess the stability of the solution, and the implementation of the user acceptance tests to check the practical use of the solution.

The report should be informative, detailed and covers the proceedings and the challenges of the testing phase, the report should reflect the key users ability to extract and use data, the stability of the solution and the users’ acceptance of the practical use of the solution.

Deliverables 

The National IT Data Technical Expert is expected to provide the following deliverables:

  • Deliverable one: A report detailing the technical assessment results, which includes an inventory of the technical infrastructure existing in (PSD)  including IT infrastructure, hardware, software products, possibilities for interlinkages of existing database, operational requirements), an IT security assessment, as well as measuring the database system 1) processors’ capacity, 2) processors’ speed, 3) technical challenges, 4) opportunities and anticipated complications.
  • Deliverable two: A report that reflects the results of the market research using ICMPD’s market research tool, the report will include a concept for a solution architecture that provides for a central database of migration data and any other applications that may be required, a proposal for a user interface and format templates as well as access rights levels, advise on the required software and hardware to be used, an assessment of the workload related to the data consolidation process and technical specifications for the procurement tenders. Noting that the market research tool includes information on (supplier, address, email address, phone number, website and comments if any). Report must be provided in both English and Arabic languages.
  • Deliverable three: technical specifications of the newly required migration data solution that includes; the required user interface, format templates, anticipated used software (including license) and hardware, adding to that, subsequent installing of required IT infrastructure. In addition to the involvement of assisting in the elaboration of the tender dossier. Expert will assist ICMPD to assess the stability of the solution and the users’ acceptance tests of the practical use of the solution.

The final deliverables must be submitted no later than 30 April 2021.

Reporting lines

The Expert will report to the MIDAM Project Manager (Mr. Ibraheem Al Hayek) who will be in charge of the overall supervision both in terms of administrative and content issues and who will provide input and comments on deliverables as needed.

Qualifications and Experience

 
  • University degree or equivalent; a post-graduate degree is considered an advantage;
  • At least 10 years of work experience in a relevant field.
  • Proven knowledge of the key thematic areas: Information Technology, data base systems, governmental data base networks.
  • Familiar with the data context for migration in Jordan;
  • Has a well-developed network of professional contacts working in governmental and non-governmental structures dealing with data systems; 
  • Proven ability to conduct and report a technical assessment;
  • Experience in working with international organizations;
  • Familiarity with the collection and analysis of statistical data;
  • Fluency and writing skills in both English and Arabic;
  • Proven experience in working with governmental institutions ;
  • Good organisational and time-management skills;
  • Ability to multitask, and analytical thinking.
