Project background
The overall objective of this project is to enhance capacities of Lebanese authorities to control the borders while facilitating movement of goods and bona fide travellers through a rights-based approach.

Objective
ICMPD is inviting all interested candidates to apply for the above-mentioned position for the European Union Funded ‘Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon – Phase 3)’.
The overall objective of this project is to seek to leverage the sustained commitment, and past investment in Lebanon, through ICMPD’s expertise and thereby achieve the following Specific Objectives:
- To enhance border governance.
- To reinforce right based approach and IBM coordination contributing to enhanced border security and trade facilitation.
- To contribute to the security and stability of border communities.
Tasks
- Support the implementation of the agreed project Communications and Visibility Plan of the EU IBM Lebanon – Phase 3,
- Works closely with the Senior Project Manager to ensure highest visibility of the project in line with the Communication Plan of the Action,
- Elaborate tailored, sectoral strategic work-plans on communication and visibility for selected subjects of the project work-plan,
- Support Strategic communication of all aspects of the project to the wider public, both within Lebanon and abroad,
- Utilises the results and impact of the project to draw sound policy advice on all thematic aspects of the operation in Lebanon, and provide such advice to the Delegation of the European Union to Lebanon, to ICMPD, and to selected stakeholders (including EU Member States),
- Communicates the progress of the project to all stakeholders, and to the wider public,
- Drafts op-eds, article, press releases and feature stories (among others); publishes such items on the project website, ICMPD website, and and other social media platforms as required,
- Takes responsibility in formulating the content for all public project events together with the Senior Project Manager,
- Other related tasks as assigned.
Deliverables
- News articles on project activities and impact.
- Content for social media platforms of relevance to the project.
- Multimedia content to highlight the progress of the project.
- Feature stories on certain aspects of the project that are of direct interest to the public (e.g. border communities).
- Liaison with key national stakeholders on all aspects of visibility of the project.
Reporting lines
The Expert will report to the Senior Project Manager of the EU IBM Lebanon – Phase 3 project, who will be in charge of the overall supervision both in terms of administrative and content issues and who will provide input and comments on deliverables as needed.
Qualifications and Experience
Qualifications and skills
- University degree (bachelor or higher), preferably in journalism, public relations, international relations, communication, and other social sciences of relevance to the position
- Sound oral and written communication and analytical skills
- Previous experience of working in a multi-disciplinary and multi-national team
- Languages: fluency in English and Arabic is essential (written and verbal)
General professional experience
- Working in public administrations or similar agencies,
- Working in multi-disciplinary project teams,
Specific professional experience
- At least 15 years of professional experience,
- Experience and knowledge of migration and border management,
- Previous professional experience in conducting and drafting analysis and evaluations.

Fees for the assignment are paid upon satisfactorily delivery of services, in line with the payment schedule stated in the contract and upon submission of required documentation.
