Project background

The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. With 18 Member States and over 60 projects active throughout Europe, Africa, Asia and Latin America, ICMPD is a growing and ever-more relevant presence in its field. The organisation’s greatest assets are its 200+ staff members, who personify its values of commitment, integrity, partnership, respect, and innovation in actions and decisions.

The overall objective of this project is to enhance capacities of Lebanese authorities to control the borders while facilitating movement of goods and bona fide travellers through a rights-based approach.

Objective 

ICMPD is looking for a qualified short-term local Customs Expert to support the activities related to the specific customs/trade facilitation domain and provide input based on the below described tasks and requested deliverables. 

ICMPD is inviting all interested candidates to apply for the above-mentioned position for the European Union Funded ‘Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon – Phase 3)’. 

The overall objective of this project is to seek to leverage the sustained commitment, and past investment in Lebanon, through ICMPD’s expertise and thereby achieve the following Specific Objectives:

  1. To enhance border governance.
  2. To reinforce right based approach and IBM coordination contributing to enhanced border security and trade facilitation.
  3. To contribute to the security and stability of border communities.

Deliverables

Activity 1: Project outputs planned and delivered in a timely and qualitative manner according to project work plan with special focus on Lebanese Customs Administration

Supporting the project team on the substance, content, and formulation in undertaking project activities, including training workshops, knowledge-exchange activities, strategy formulation, among others with the Customs Administration.

Activity 2: Networks with stakeholders developed and cultivated with special focus on Lebanese Customs Administration.

Facilitating, and advising on, ICMPD’s liaison and communication with the Customs Administration. This includes direct contact with officials, for the purpose of fostering cooperation and paving the way for a smooth implementation of project activities.

Activity 3: Developments in the thematic area of work monitored, interpreted and translated into analysis and outputs; Project results assessed and shared for advancing innovation and knowledge within ICMPD, as well as to project partners, beneficiaries, and other stakeholders with special focus on Lebanese Customs Administration

Providing advice on planning of implementation of security-related outputs in the assigned project. Participate in formulation and revision of project’ work plan with the Customs Administration.

Reporting lines

The Expert will work with and report to the designated Project Specialist and the Senior Project Manager who will be in charge of the overall supervision both in terms of administrative and content issues and who will provide input and comments on deliverables as needed.

Qualifications and Experience

Qualifications and skills

  • University degree or equivalent professional experience on Customs and Trade Facilitation
  • Sound communication skills
  • Ability to work un-supervised and at a distance
  • Fluency in English

General professional experience

  • Working in border management, law enforcement or similar agencies
  • Working in multi-disciplinary project teams
  • Working in sensitive ethnic, political and confessional environments

Specific professional experience

  • At least 15 years of appropriate professional experience with Customs in Lebanon
  • Proven working experience with the Lebanese Security Agencies
  • Experience in security policy analysis and development is a requirement

Fees for the assignment are paid upon satisfactorily delivery of services, in line with the payment schedule stated in the contract and upon submission of required documentation.
