Project background

The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. With 18 Member States and over 60 projects active throughout Europe, Africa, Asia and Latin America, ICMPD is a growing and ever-more relevant presence in its field. The overall objective of this project is to enhance capacities of Lebanese authorities to control the borders while facilitating movement of goods and bona fide travellers through a rights-based approach.

ICMPD is looking for a qualified short-term local expert – conflict analysis to support the project team in their work to improve the safety and security of border communities. The role entails conducting conflict analysis in border areas in both Baalbek El-Hermel and Akkar governorates. The reports produced will allow the Lebanese security agencies to design stabilization projects that help address and mitigate safety and security concerns.

ICMPD is inviting all interested candidates to apply for the above-mentioned position for the European Union Funded ‘Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon – Phase 3)’. 

The overall objective of this project is to seek to leverage the sustained commitment, and past investment in Lebanon, through ICMPD’s expertise and thereby achieve the following Specific Objectives:

  1. To enhance border governance.
  2. To reinforce right based approach and IBM coordination contributing to enhanced border security and trade facilitation.
  3. To contribute to the security and stability of border communities. 


ICMPD is seeking a short-term expert to conduct an analysis of conflict to understand triggers that cause tension in border areas in Akkar and Baalbek El-Hermel, with specific attention to conflict between community members and security representatives. The geographical spectrum will focus on border communities in the governorates of Akkar, and Baalbek El-Hermel. 

The study will focus on the collection of qualitative data through primary and secondary methods to grasp trends in conflict and power dynamics at the community level, the stakeholders involved and their relationships, and the potential avenues for transforming the conflict.

In particular, the expert is expected to:

  • Conduct desk research of existing local development plans in Akkar and Baalbek El-Hermel border areas and assess to which extent they are realistic and conflict sensitive;
  • Analyze conflict and power dynamics between various groups (communities, refugees, security agencies);
  • Understand triggers that cause tension within Lebanese communities;
  • Identify key actors involved;
  • Assess conflict dynamics and identify dividers and connectors;
  • Provide overall recommendations for conflict mitigation;
  • Consult with Lebanese security agencies, local authorities, community groups, civil society organizations throughout the analysis process.

The methodology of analysis shall include desk research as well as focus group discussions and/or key informant interviews with various stakeholders including but not limited to community members, local authorities, security representatives among others.


  • Two conflict analysis reports (one for Akkar and one for Baalbek El-Hermel border areas) that clearly define the conflict drivers, main actors, and the dynamics of conflict.
  • Specific attention shall be put on conflicts between security actors and communities and causes of tension. The report shall include a set of recommendations on mitigation measures.
  • The draft reports has to be submitted for revision by May 10, 2021. The final reports has to be delivered by May 31st, 2021.

Reporting lines

On a regular basis, in terms of content issues, the Expert works under the overall supervision of the Project Specialist – IBM Border Community.

In terms of administrative issues, the Expert works under the overall supervision of the Project Manager, IBM Lebanon Phase III.

Qualifications and Experience

Qualifications and skills

  • University degree or equivalent professional experience on conflict analysis.
  • Good communication skills
  • Ability to work un-supervised and at a distance
  • Very good command of English and Arabic

General professional experience

  • Working in border management, development agencies or similar context
  • Working in multi-disciplinary project teams
  • Working in sensitive ethnic, political and confessional environments

Specific professional experience

  • At least 10 years of appropriate professional experience in the conflict sensitivity field
  • Proven working experience in conducting conflict analysis
  • Experience in security policy analysis and development is an asset

Fees for the assignment are paid upon satisfactorily delivery of services, in line with the payment schedule stated in the contract and upon submission of required documentation.
