Call for Syrian experts: Enhancement of Entrepreneurship Capacities for Sustainable Socio-Economic Integration (ENHANCER) Project

Project Description 

The overall objective of the Project is to contribute to the socio-economic inclusion of the Syrian refugees who are under temporary protection in Turkey (SuTPs) to the local host communities (LHCs) through improving employment and livelihood opportunities 

The specific objectives are: 

a. to increase the entrepreneurial activity of the SuTPs and the LHCs by providing an enabling environment and support in creation of new products and markets, which are tradable beyond the local market,

b. Local entrepreneurial ecosystems are more effective and inclusive for the SuTPs and the LHCs,

c. Policy development related to socio-economic inte-gration of SuTPS and coordination of the imple-mentation of  those policies are improved at the national, regional and local levels,

d.Employment opportunities of  the SuTPs and local host communities increased through strengthening the per-formance of the market operators.

Project`s target groups are:

  • Potential and existing entrepreneurs among the SuTPs and LHCs who are engaged in locally selected products and services,
  • National level institutions related to entrepreneurship, development as well as migration policy and implementation,
  • Local institutions which provide services to entrepreneurs,
  • SMEs and cooperatives which have potential to create new job and livelihood opportunities.

Ultimately, SuTPs and LHCs host community entrepreneurs in general and SuTPs and LHCs host community labour force are among final beneficiaries of the ENHANCER project.

The project is being funded by the European Union for 48 months, starting on January 2020 and ending as of December 2023.


Increasing number of SuTP`s in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the LHCs remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, entrepreneurship has been set as a strategic subject for intervention in enabling refugees and host communities have access to dignified sustainable livelihoods. Therefore, entrepreneurship opportunities for SuTPs and LHCs must be developed and encouraged taking into account regional characteristics and local market needs while these are also empowered on the central and local level policy making.

Main Project Activities

  • Basic and technical skills training for potential entrepreneurs,
  • Matching potential and existing entrepreneurs, SMEs and cooperatives,
  • Mentoring for potential and existing entrepreneurs, SMEs and cooperatives,
  • Grants for establishment of local entrepreneurship community hubs,
  • Grants for start-ups
  • Grants for local institutions to improve their services for the entrepreneurs,
  • Grants for supporting cooperatives for new job opportunities
  • Grants for supporting for Small-Medium Enterprises for new job opportunities
  • Technical assistance to national level institutions in managing economic development and migration nexus

Short-Term Expert Involvement

Migrant entrepreneurs should be distinguished from other entrepreneurial ventures due to the migrant-specific challenges and sensitivities of doing business in a host country. For specific project activities, Short-Terms Experts (to be contracted according to ICMPD Recruitment Procedures) will be expected to support the project team in various tasks with the main motivation being the involvement of the Syrian viewpoint and experience in this project for better inclusion and realistic expectations on the ground.

In line with the main project activities, the Expert shall provide support on one or more tasks in the list below.


  • Outreach to Syrian entrepreneurs, trainees, mentors and migrant organizations, important business figures and finally, Syrian influencers for visibility

Local Value Chain

  • Input regarding Syrians’ perspective on the selected products and services in 11 provinces

Entrepreneurship Trainings

  • Entrepreneurship training module design
  • Taking part in Entrepreneurship Trainings as a Guest Entrepreneurship Speaker
  • Taking part in Entrepreneurship Trainings as a Trainer
  • Taking part in Entrepreneurship Trainings as a Facilitator
  • Taking part in Training of Trainers in order to add Syrian perspective for trainers
  • Technical entrepreneurship translation quality check for training material and classes

Mentorship services

  • Input on mentorship events’ and dissemination of information on mentorship in the target provinces.

Matchmaking and B2B

Consultancy for Matchmaking Events

  • Consultancy for Business Matchmaking for each sector and province or online
  • Consultancy for B2B strategy with Syrian entrepreneurs


  • Written translation services and translation quality check for simultaneous translation

Desired Profile of Experts

  • Professional and/or Academic experience in at least one of following fields:

- Migration

- Economics

- Entrepreneurship

- Business Development

- Matching potential and existing entrepreneurs through collaboration and alternative finance

- Regional Development

- Value chain, market products and services analysis primarily in sectors of textile and ready garment, Agriculture/food, Furniture, shoe-making, Innovative and high-tech value chains (Software, design, e-commerce etc.) and Machinery and equipments and metal manufacturing and repair

- Sector assessments and development

  • Professional experience in project design and implementation
  • Professional experience in working with relevant public institutions
  • Excellent drafting skills
  • Excellent oral and written Arabic and English
  • Knowledge of Turkish is an asset
