Project background
The Netherlands Assistance to Lebanese Border Agencies Lebanon (IBM) – phase V project will support the positioning of the Lebanese border agencies under the lead of the Lebanese Armed Forces (LAF) as effective national and regional providers of border management training and capacity development. This will further professionalize border management capacities within Lebanon and will directly contribute to the development of national and regional states’ border capacities, in addition to facilitating closer functional regional cooperation. It represents a valuable continuation and logical evolution of previous assistance provided by The Netherlands since 2015.

The project will pursue this under three (3) interlinked components respectively at intra-agency, interagency and international levels:

  1. Continued development of the LAF, Land Border Regiments’ Training School
  2. National provision of training with a specific inclusion of maritime port security
  3. Regional training and knowledge exchanges

These will combine to achieve six (6) specific objectives:

  • Further professionalise border management education and capacities in Lebanon
  • Enhance national and regional border management capacities.
  • Enhance security at maritime ports with a specific contribution to Beirut Port.
  • Promote the role of women in migration vocational education.
  • Increase regional access to contextualised border learning opportunities.
  • Foster sustainable inter-agency and regional communication and cooperation.

Objective
The expert shall conduct training on transnational border crimes for the project beneficiaries.

Tasks
The expert will carry out the following task:

  • Conduct training on transnational border crimes for the Lebanese Armed Forces (LAF), the Internal Security Forces (ISF), General Security (GS) and the Lebanese Customs Administration (LCA).

Deliverables
The expected deliverables to the above-mentioned tasks are:

  • Deliverable 1: Training on Transnational Cross Border Crimes. Delivery of 3x training courses (3-day course each) to project beneficiaries (LAF, ISF, GS, and LCA) to strengthen the capacities of officers and trainers from various Lebanese border agencies involved in border management in profiling of risky persons involved in organised crime groups, identifying basic warning signs related to the links between cross border crime and terrorism, understanding examples of border crimes and violations which can typically be detected by different border agencies, applying multi-agency approach, sharing and evaluation information and international cooperation.. The course should cover but not limited to the following topics:
    • Definition of organised crime.
    • Global organised crime development and challenges.
    • International conventions against transnational organised crime.
    • Legal and practical responses to combat organised crime.
    • Profiling of risky persons involved in organised crime groups.
    • Nexus between organised crime and terrorism: identifying basic warning signs related to the links between cross border crime and terrorism.
    • Understanding examples of border crimes and violations which can typically be detected by different border agencies.
    • Applying multi-agency approach, sharing and evaluation information and international cooperation.
    • Emerging crimes.
    • Case studies.
  • Deliverable 2: Submission of training package 
    Submission of course material, training content/training aid, Power Point Presentations, and pre and post-tests.

The final deliverables must be submitted no later than 1 June 2024 (date subject to negotiation).

Outcomes
At the end of the training, participants should:

  • Gain a comprehensive understanding of various transnational crimes, with a focus on their cross-border dimensions.
  • Become familiar with international and national legal frameworks related to transnational crimes, including conventions, treaties, and laws.
  • Acquire advanced investigative skills and techniques relevant to transnational crimes, including intelligence gathering, surveillance, and collaborative approaches to investigations.
  • Develop the ability to collaborate with different security agencies to address the complexities of transnational crimes.
  • Gain skills in assessing and mitigating risks associated with transnational crimes, considering factors such as organized crime networks, border vulnerabilities, and potential security threats.
  • Gain awareness of emerging trends and threats in transnational crimes, including the evolving nature of criminal enterprises, technological advancements, and changes in modus operandi.

Reporting lines
The Expert will work under the supervision of the ICMPD Beirut-based Project Manager, while formal reporting is to the Senior Border Management and Security Specialist (BMS) for the Middle East at ICMPD Headquarters in Vienna. In coordination with the Senior BMS Specialist, the Project Manager will coordinate the overall delivery with the expert and will provide input and comments on deliverables as needed.

For administrative issues, the expert shall report to Ms. Batoul Fnaich, the team assistant.

Qualifications and Experience

    • In-depth knowledge of transnational border crimes, including human trafficking, drug trafficking, arms smuggling, cybercrime, and other organized criminal activities.
    • Direct involvement in investigating and combating transnational crimes, with a focus on cross-border dimensions.
    • Hands-on experience with international law enforcement cooperation and collaboration, including participation in joint operations or task forces targeting transnational criminal networks.
    • Proven track record as a trainer in the context of law enforcement training programs or academic institutions during the past 3 years.
    • Proven competence in the different subject matters within the training content
    • Internationally recognized training qualifications.
    • Experience in conducting training courses.
  • Language skills
    • Fluency in English, with strong drafting skills
    • Knowledge in Arabic is a plus.

  • Travel

Tasks
The expert will carry out the following task:

  • Conduct a Behavioural Analysis Training course for the Lebanese Armed Forces (LAF), namely the military police platoons in the four Land Border Regiments (LBRs).

Deliverables
The expected deliverables for the above-mentioned tasks are::

  • Deliverable 1: Training on behavioural analysis. Delivery of 4x training courses (2-day course each) on behavioural analysis to project beneficiaries. The course should cover but not limited to the following topics:
    • Importance of behavioural analysis as an investigative tool and in the context of investigations
    • Body language and investigation techniques
    • Importance of behavioural analysis for first investigators/front liners
    • Concept of deception and the reasons behind it
    • Behavioural baseline
    • Stress-induced non-verbal indicators as potential deception cues
    • Use of psychophysiological indicators
    • Importance of professional detachment
    • Recognition of subtle behavioural cues and signs that may indicate suspicious or criminal activity
    • Identification of potential victims and vulnerable persons.
    • Detection of potential threats that may not be immediately apparent through traditional security screening methods.
  • Deliverable 2: Submission of training package
    Submission of course material, training content/training aid, PowerPoint Presentations, and pre and post-tests.

Project Overview:
The overall objective of the Strengthening Capability for Integrated Border Management in Lebanon (IBM Lebanon Phase III project) is to seek to leverage the sustained commitment, and past investment in Lebanon, through ICMPD’s expertise and thereby achieve the following objectives:

  • To enhance border governance. This objective seeks to support Lebanese commitment to the implementation of the National IBM Strategy and work towards inter-agency cooperation with the aim of enhancing overall border governance, which will enhance sovereignty, facilitate trade, improve security, and strengthen the rule of law.
  • To reinforce correct approach and IBM coordination, contributing to enhanced border security and trade facilitation. This objective seeks to sustainably strengthen the capacities of the Lebanese Armed Forces (LAF), General Security (GS), Lebanese Customs Authority (LCA), Internal Security Forces (ISF) and Lebanese Civil Defence (LCD) in carrying out their respective mandates at an operational level, through training coaching and mentoring.
  • To contribute to the security and stability of border communities. Within the Objectives, the EUIBMLBN3 supports the LCA and the Private sector in their effort to implement standardised trade facilitation procedures and processes with the view to enhance economic growth and increase the chances of the population finding working opportunities in Lebanon.

Deliverables
The expected deliverables to the above-mentioned tasks are:

Deliverable 1: Supporting the project team on the substance, content, and formulation in undertaking project activities, including training workshops, knowledge-exchange activities, and strategy formulation, among others, with the Customs Administration.

Deliverable 2: Providing advice on the planning of implementation of customs, trade facilitation and border management outputs in the assigned project. Participate in the formulation and revision of the project work plan with the Customs Administration.

Deliverable 3: Facilitating and advising on ICMPD’s liaison and communication with the Customs Administration, respective ministries and professional organisations representing the reliable private sector. This includes direct contact with officials for the purpose of fostering cooperation and paving the way for a smooth implementation of project activities.

All available materials produced during the project implementation to date, including all BMS-related documents, briefing reports, needs analysis reports and stakeholder documents.

Travel Information (if applicable)

The Expert shall receive from ICMPD a travel itinerary for the foreseen activities abroad. Travel by the most direct route available, by the most cost-effective mode of transportation shall be authorised. No additional private destinations or stopovers shall be allowed. Tickets for air travel will be provided by ICMPD for the most direct route and lowest available fare in economy class. For pre-authorized travel by train, the traveller will purchase regular first class or equivalent standard and will be reimbursed upon submission of the tickets and proof of purchase. Travel in first class is authorised except for high- speed trains such as TGV, Thalys or Eurostar, where second-class tickets should be booked. If exceptional circumstances require a traveller to travel by car, the travel costs will be reimbursed with the amount equivalent to the costs of the corresponding first-class railway ticket. Where a railway connection is not available, the reimbursement will be calculated on the basis of a kilometre allowance applied by the European Commission. The rate covers all vehicle travel costs, including toll fees, parking, and fuel costs. When using a private car, ICMPD cannot assume liability for any third-party claim, damage to the car, or loss or theft of personal belongings left in the car.

The Expert shall be entitled to receive a daily subsistence allowance (DSA) from ICMPD for authorised missions. The DSA shall be deemed to cover the costs of accommodation, breakfast and meals, transportation to/from airports, in-town transportation (such as train, bus, tram, metro, taxi) at the place of destination, gratuities, and other incidental costs. A full DSA is applicable for each night spent at the place of destination. In the case where accommodation and/or meals are provided free of charge by ICMPD, a government or a related institution, the amount of daily subsistence allowance will be reduced proportionately. Upon request, ICMPD will provide to the traveller an advance of funds for official travel in the amount of up to 50% of the applicable DSA for missions longer than four (4) days.

For mission-related payments, the Expert shall send the following documentation by email not later than two (2) weeks following the respective activity.

  • statement of mission expenses with all relevant documents, boarding passes, ticket stubs and receipts attached;
  • a completed, dated, and signed travel report.
  • For payment of the fees for the assignment, the Expert needs to submit - on the templates provided by ICMPD in line with the payment schedule stated in the contract:
  • original timesheet(s) in hard copy, duly completed in line with instructions, dated and signed;
  • signed payment claim(s) reflecting the days/hours worked as per submitted timesheets

The payment to the bank account indicated by the Expert will only be processed after certification by ICMPD that the required services have been satisfactorily performed.

Objective 
ICMPD is looking for a qualified short-term local Customs Expert to support the activities related to the specific customs/trade facilitation domain and provide input based on the below described tasks and requested deliverables.

Project Description

The overall objective of the Project is to contribute to the socio-economic inclusion of the Syrians under Temporary Protection (SuTPs) to the local host communities (LHCs) through improving employment and livelihood opportunities. 

The specific objectives are: 

a) To increase the entrepreneurial activity of the SuTPs and the LHCs by providing an enabling environment and support in creation of new products and markets, which are tradable beyond the local market

b) To get Local entrepreneurial ecosystems more effective and inclusive for the SuTPs and the LHCs

c) To improve the policy development and the coordination of the policy implementation related to the socio-economic integration of SuTPs at the national, regional and local levels

Project`s target groups are:

  • Potential and existing entrepreneurs among the SuTPs and LHCs who are engaged in locally selected products and services
  • National level institutions related to entrepreneurship, development as well as migration policy and implementation
  • Local institutions which provide services to entrepreneurs,
  • Ultimately, SuTPs and LHCs host community entrepreneurs in general and SuTPs and LHCs host community labour force are among final beneficiaries of the ENHANCER project.

Target (implementation) Provinces of ENHANCER Project are as follows:

Adana, Ankara, Bursa, Gaziantep, Hatay, İstanbul, İzmir, Kayseri, Konya, Mersin, and Şanlıurfa.

The project is being funded by the European Union for 48 months, starting on January 2020 and ending as of December 2023.

Background

Increasing number of SuTPs in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the LHCs remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, entrepreneurship has been set as a strategic subject for intervention in enabling migrants and host communities have access to dignified sustainable livelihoods. Short-Term Expert Involvement and the Scope of Work

For upcoming project activities targeting the local ecosystem development, ICMPD seeks to engage Short-Term Experts to conduct needs assessment analysis and prepare business development plans, and propose management models for Local Common Use Facilities (LCUFs). 

Needs Assessment and Business Development Plan preparation studies will be conducted for the LCUFs supported by LCUF Grant Scheme Programme of ENHANCER Project. These studies will identify the suitable infrastructure that might be transformed to "common-use facilities” as grantees of the Grant Scheme Programme. By further providing entrepreneur-specific services and forming a collective space for trainings and events, the facilities (LCUFs) will function as a hub and a community of entrepreneurs. Hence, LCUFs will be designed as critical focal points as entrepreneurial hubs/community centres in which SuTPs and LCHs peers can interact and have access to several services they need.  Needs Assessment and Business Development Plan preparation studies will be conducted in order to place, service and infrastructure requirements and governance of the LCUFs. This will strengthen the local entrepreneurial ecosystems and promote establishment of further opportunities for labour market integration of SuTPs, which will ensure their contribution to overall economic development of Turkey, with their investments.

After needs assessment and business development plan preparation studies, different types of LCUFs are going to be classified and Management Models will be designed for each of the categories as a separate study. Inclusive management models that will ensure sustainability of the facilities will be designed according to the three main pillars of this project; (i) mission-oriented, (ii)place-based, and (iii) collaboration centred. Each business model will consider target products, location, and services provided by the LCUF as an integral part of the local entrepreneurial ecosystem with a particular attention on building collaboration. Management models will also include guidance on good financial management for the LCUFs to ensure their sustainability beyond the life time of the project. Management models would have specific arrangements for women and youth in terms of communication and outreach. The LCUFs will also be inclusive for the SuTPs and host community potential entrepreneurs regardless of their attendance in other activities presented in the project or benefiting from grant supports as an inclusive community centre.

The Experts (to be contracted according to ICMPD Recruitment Procedures) are expected to conduct studies by making desk & field researches, and analysis as well as co-operating with relevant stakeholders and deliver trainings of the models when necessary. 

Required Qualifications

  • Graduate Degree in Social or Natural Sciences. Post-graduate degree in relevant field will be an asset.

The overall objective of the Project is to contribute to the socio-economic inclusion of the Syrian refugees who are under temporary protection in Turkey (SuTPs) to the local host communities (LHCs) through improving employment and livelihood opportunities 

The specific objectives are: 

  1. to increase the entrepreneurial activity of the SuTPs and the LHCs by providing an enabling environment and support in creation of new products and markets, which are tradable beyond the local market,
  2. Local entrepreneurial ecosystems to become more effective and inclusive for the SuTPs and the LHCs,
  3. Policy development related to socio-economic integration of SuTPS and coordination of the implementation of those policies to be improved at the national, regional and local levels,
  4. Employment opportunities of  the SuTPs and local host communities to be increased through strengthening the performance of the market operators.

Project`s target groups are:

  • Potential and existing entrepreneurs among the SuTPs and LHCs who are engaged in locally selected products and services,
  • National level institutions related to entrepreneurship, development as well as migration policy and implementation,
  • Local institutions which provide services to entrepreneurs,
  • SMEs and cooperatives which have potential to create new job and livelihood opportunities.

Ultimately, SuTPs and LHCs host community entrepreneurs in general and SuTPs and LHCs host community labour force are among final beneficiaries of the ENHANCER project.

Increasing number of SuTP`s in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the LHCs remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, entrepreneurship has been set as a strategic subject for intervention in enabling refugees and host communities have access to dignified sustainable livelihoods. Therefore, entrepreneurship opportunities for SuTPs and LHCs must be developed and encouraged taking into account regional characteristics and local market needs while these are also empowered on the central and local level policy making.

Short-Term Expert Involvement

The ENHANCER project offers grant programmes (Activities 4.1, 4.2, 4.3, 6.1, 6.2) and Activity 4.4 includes the monitoring and evaluation of the grant programmes. Activity 4.4 aims to conduct a procedure of monitoring and evaluation of grant supports under Activities 4.1. 4.2 and 4.3, that will be implemented in cooperation with the MoIT-DG Regional Development Agencies and the 10 regional development agencies in each of 11 provinces. These provinces are Istanbul, Ankara, Izmir, Bursa, Adana, Konya, Sanliurfa, Gaziantep, Mersin, Hatay and Kayseri

Expected Tasks Are:

  • To conduct regular joint monitoring field visits in relevant province to ensure timely and quality implementation of projects vis-à-vis approved plans and contracts, with the involvement of the relevant grant colleagues, local and regional authorities.
  • To ensure proper follow-up of the action and allows ICMPD to take any mitigation measures when needed,
  • To support grant beneficiaries for smooth implementation of projects.
  • To ensure timely preparation and submission of required project reports,
  • To establish constructive communication and collaborate closely with the Grant Management Team, CRM/RMU, MoIT, Regional Development Agencies, to monitor progress of grants including routine follow up of work plans and organize periodic joint grant performance review meetings.
  • To ensure facilitation of knowledge building, knowledge sharing and performance management in the area of planning and M&E.
  • To upload all grant beneficiary’s information to Monitoring Information Session (MIS).
  • To coordinate and support other relevant ENHANCER project activities.

Accordingly, the expert will be expected to deliver weekly activity reports, adhoc monitoring reports, project and program midterm-final monitoring reports as well as programme evaluation reports.

Short-Term Expert Involvement

Migrant entrepreneurs should be distinguished from other entrepreneurial ventures due to the migrant-specific challenges and sensitivities of doing business in a host country. Payment Information

For mission-related payments, the Expert shall send the following documentation by email not later than two (2) weeks following the return to the place of residence:

  • signed and completed statement of mission expenses with all relevant documents, such as boarding passes (inbound and outbound), ETIX/flight/train ticket and receipts for expenditures in addition to the DSA;
  • a completed, dated and signed travel report.

 

For payment of the fees for the assignment, the Expert needs to submit - on the templates provided by ICMPD and in line with the payment schedule stated in the contract:

  • timesheet(s), duly completed in line with instructions, dated and signed;
  • counter-signed contract;

Project Background

The International Centre for Migration Policy Development (ICMPD) has currently been implementing an EU-funded Technical Assistance Project for “Supporting the Institutional Capacity of the National Coordination and Joint Risk Analysis Centre (NACORAC)”. The project’s implementation period is 24 months (between May 2022 and April 2024) and the main beneficiary is the NACORAC Department under the Directorate General of Provincial Administration (DGPA) of the Ministry of the Interior (MoI) in Türkiye.

The overall objective of the Project is to support progress on alignment with EU acquis and improve Türkiye’s institutional capacity on integrated border management (IBM) as regards Chapter 24 (Justice, Freedom and Security) and the specific objective is to improve inter-service cooperation on IBM through support to the institutional capacity and the operationalisation of NACORAC in line with EU standards.

NACORAC currently acts under the MoI’s DGPA as a national risk analysis centre, which is tasked with receiving border management related data from all relevant national stakeholders in Türkiye and with producing and sharing border management risk analysis outputs with all relevant national stakeholders. The Project basically aims to strengthen the institutional capacities of NACORAC and its inter-operability with relevant public institutions.

Main Project Activities:

The following actions are envisaged under the Project:

  • Development of a road map to guide and support the operability of NACORAC on the basis of a comprehensive gaps and needs analysis
  • Establishment of a baseline for inter-agency coordination and cooperation; awareness raising among relevant public institutions on NACORAC and promoting technical level dialogue and consultations with relevant institutions in order to put in place the necessary conditions for operability of NACORAC
  • Establishment of an overall framework for NACORAC to establish partnerships with inter-governmental stakeholders and international partners in order to promote intra-agency and inter-agency cooperation
  • Strengthening the knowledge and experience of staff assigned to NACORAC through various capacity building activities 
  • Establishment of a Data and Risk Analysis Library system for further supporting the functioning of NACORAC
  • Supporting NACORAC for collecting data and conducting data and risk analysis in order to facilitate production of the first annual risk analyses report

Objective of the Assignment:

The International Expert will be mainly expected to support implementation of the project activities by:

Project Background 

The International Centre for Migration Policy Development (ICMPD) has currently been implementing an EU-funded Technical Assistance Project for “Supporting the Institutional Capacity of the National Coordination and Joint Risk Analysis Centre (NACORAC)”. The project’s implementation period is 24 months (between May 2022 and April 2024) and the main beneficiary is the NACORAC Department under the Directorate General of Provincial Administration (DGPA) of the Ministry of the Interior (MoI) in Türkiye.

The overall objective of the Project is to support progress on alignment with EU acquis and improve Türkiye’s institutional capacity on integrated border management (IBM) as regards Chapter 24 (Justice, Freedom and Security) and the specific objective is to improve inter-service cooperation on IBM through support to the institutional capacity and the operationalisation of NACORAC in line with EU standards.

NACORAC currently acts under the MoI’s DGPA as a national risk analysis centre, which is tasked with receiving border management related data from all relevant national stakeholders in Türkiye and with producing and sharing border management risk analysis outputs with all relevant national stakeholders. The Project basically aims to strengthen the institutional capacities of NACORAC and its inter-operability with relevant public institutions.

Main Project Activities:

The following actions are envisaged under the Project:

  • Development of a road map to guide and support the operability of NACORAC on the basis of a comprehensive gaps and needs analysis
  • Establishment of a baseline for inter-agency coordination and cooperation; awareness raising among relevant public institutions on NACORAC and promoting technical level dialogue and consultations with relevant institutions in order to put in place the necessary conditions for operability of NACORAC
  • Establishment of an overall framework for NACORAC to establish partnerships with inter-governmental stakeholders and international partners in order to promote intra-agency and inter-agency cooperation
  • Strengthening the knowledge and experience of staff assigned to NACORAC through various capacity building activities 
  • Establishment of a Data and Risk Analysis Library system for further supporting the functioning of NACORAC
  • Supporting NACORAC for collecting data and conducting data and risk analysis in order to facilitate production of the first annual risk analyses report 
  • Strengthening the physical institutional infrastructure for ensuring uninterrupted functioning of NACORAC

Objective of the Assignment:

The National Expert will be mainly expected to support implementation of the project activities by:

  • drafting concept notes for the implementation of project activities,
  • developing implementation tools such as inter-agency protocols, data security policy documents, standard operating procedures (SOPs);
  • delivering Border Management Risk Analysis trainings (including development of training materials and e-learning materials)
  • providing her/his inputs for specific project outputs,
  • participating to and facilitating some project events.

Qualifications and Experience:

  • Advanced degree in a relevant field,
  • Preferably at least 5-year experience in the context of integrated border management and risk analysis and data analysis,
  • Extensive knowledge on the EU best practices on border management risk analysis
  • Experience in working with law enforcement bodies or customs authorities tasked with border management will be a strong asset,
  • A strong network with the EU Border Management Institutions/Authorities,
  • Extensive experience in drafting analytical papers, concept notes and strategies,

Project background

The Netherlands Assistance to Lebanese Border Agencies Lebanon (IBM) – phase V project will support the positioning of the Lebanese border agencies under the lead of the Lebanese Armed Forces (LAF) as effective national and regional providers of border management training and capacity development. This will further professionalize border management capacities within Lebanon and will directly contribute to the development of national and regional states’ border capacities, in addition to facilitating closer functional regional cooperation. It represents a valuable continuation and logical evolution of previous assistance provided by The Netherlands since 2015.

The project will pursue this under three (3) interlinked components respectively at intra-agency, interagency and international levels:

  1. Continued development of the LAF, Land Border Regiments’ Training School
  2. National provision of training with a specific inclusion of maritime port security
  3. Regional training and knowledge exchanges

These will combine to achieve six (6) specific objectives:

  • Further professionalise border management education and capacities in Lebanon
  • Enhance national and regional border management capacities
  • Enhance security at maritime ports with a specific contribution to Beirut Port
  • Promote the role of women in migration vocational education
  • Increase regional access to contextualised border learning opportunities

Objective

The expert shall develop training material on “Gender Mainstreaming in Border Management” and deliver a training on “Gender Mainstreaming in Border Management” for personnel from Lebanese Border Agencies.

Tasks

The tasks to be completed by the expert within this assignment are the following:

  • Deliverable 1: Training Course

Development of a training course on Gender Mainstreaming in Border Management in close coordination with the LAF Gender Department. The course shall be aligned to EU and international standards in the respective topics addressed and in line with the United Nations Security Council Resolution 1325 and the Sustainable Development Goals (SDGs) and the 2030 Agenda for Sustainable Development. The course could cover but not limited to the following topics:

  • Key concepts underpinning gender mainstreaming
  • Relevance of gender mainstreaming in border management
  • Identifying Gender Disparities
  • Integration of gender and gender perspective into border management, particularly in specific contexts
  • Importance of gender-disaggregated data and guidance for data collection and analysis
  • International and national legal frameworks
  • Gender-responsive policies, protocols and procedures
  • Effective practices for gender mainstreaming in border management
  • Creation of representative border management institutions
  • Inclusive and woman-specific recruitment policies and practices and retention of female personnel

Project Description

The overall objective of the Project is to contribute to the socio-economic inclusion of the Syrian refugees who are under temporary protection in Turkey (SuTPs) to the local host communities (LHCs) through improving employment and livelihood opportunities 

The specific objectives are: 

a. to increase the entrepreneurial activity of the SuTPs and the LHCs by providing an enabling environment and support in creation of new products and markets, which are tradable beyond the local market,

b. Local entrepreneurial ecosystems are more effective and inclusive for the SuTPs and the LHCs,

c. Policy development related to socio-economic inte-gration of SuTPS and coordination of the imple-mentation of  those policies are improved at the national, regional and local levels,

d.Employment opportunities of  the SuTPs and local host communities increased through strengthening the per-formance of the market operators.

Project`s target groups are:

  • Potential and existing entrepreneurs among the SuTPs and LHCs who are engaged in locally selected products and services,
  • National level institutions related to entrepreneurship, development as well as migration policy and implementation,
  • Local institutions which provide services to entrepreneurs,
  • SMEs and cooperatives which have potential to create new job and livelihood opportunities.

Ultimately, SuTPs and LHCs host community entrepreneurs in general and SuTPs and LHCs host community labour force are among final beneficiaries of the ENHANCER project.

The project is being funded by the European Union for 48 months, starting on January 2020 and ending as of December 2023.

Background

Increasing number of SuTP`s in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the LHCs remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, entrepreneurship has been set as a strategic subject for intervention in enabling refugees and host communities have access to dignified sustainable livelihoods. Therefore, entrepreneurship opportunities for SuTPs and LHCs must be developed and encouraged taking into account regional characteristics and local market needs while these are also empowered on the central and local level policy making.

A. Project description 

The SUPREME project focuses on further strengthening migration management in Turkey through a complementary manner in order to cover all indispensable elements of the fully-fledged work in this area, through a structured and complementary manner. While on one side, the project will aim to strengthen the development of policies and operational strategies, on the other side, it will support the well-functioning of a national voluntary return operations and exploring of possibilities of introducing of reintegration policies and programmes. 

The project will be providing support to DGMM, through supporting policy development process and enhancing a sustainable cooperation framework with country of origins. In order to further strength the operational capacity of DGMM, providing technical assistance for the establishment and functioning of national AVR system and exploring possibilities for development of a national reintegration programme that could be applied for the returned migrants and rejected asylum seekers, will be focus of the project aiming to strength operational capacity of DGMM. 

The project is funded by the United Kingdom and implemented by ICMPD.

B. Background 

With the entry into force in April 2013 of the new Law on Foreigners and International Protection of Turkey, which law regulates the entry and stay of foreigners in Turkey as well as all matters related to international protection; the DGMM was established and became operational in April 2014 as Turkey’s new specialised migration management authority. 

ICMPD has been implementing projects in Turkey, focusing primarily on topics related to migration management and policy development, but also providing support to the establishment and capacity development of DGMM as an institution. 

The SUPREME project has been preceded respectively by the DGMM I, DGMM II and DGMM III projects, which have aimed at providing support to the institutional development and enhancing operational capacity of the DGMM in selected areas of migration management, such as legal migration, irregular migration and international protection, including legal migration, return and readmission, AVR and temporary protection. Furthermore, 3 other projects, namely eSRAC, PREDOC and READMIC projects, have aimed at providing support to DGMM in establishing a capacity in DGMM for conducting migration risk analyses and developing a pre-departure travel document and visa control system in countries of origin as well as training the DGMM staff on the effective implementation of the EU-TR Readmission Agreement.

C. Objectives and Key Areas to be covered by the Project

Building upon the outcomes of the previous projects, SUPREME project aims to provide further support to the DGMM in strengthening of the policies and procedures, support the functioning of the National Assisted Voluntary Return, supporting development of reintegration programme and as well as enhancing structured cooperation with countries of origin for an effective and sustainable migration management in Turkey.

Specifically, the main objectives and components of the SUPREME project are:

The DGMM III project “Strengthening the operational and strategic capacity of the Directorate General of Migration Management of Turkey” aims at strengthening the operational and strategic capacity of the Directorate General for Migration Management of Turkey (DGMM) through providing support to the DGMM in enhancing capacities for developing strategies, policies and operational procedures in selected areas of migration.

The project is funded by the United Kingdom and ICMPD is responsible for the management and implementation of the projects.


B) Background

Organisational overview

Following ICMPD Member States’ adoption of Strategy 2025 in June 2020, the ICMPD team, under the leadership of the Director, Policy, Research & Strategy (PRS), Deputy-Director General, developed a comprehensive Strategy Execution Plan (SEP) as a framework for implementing and monitoring the progress of Strategy 2025. The approach of the SEP is to elaborate and operationalise a results architecture and results-based system to (1) continue and deepen ICMPD’s focus on results, (2) support ICMPD’s continued development of innovative solutions that address key migration challenges, and (3) increase the capture of and communication about ICMPD’s contributions to the migration landscape. Building on an organisational theory of change, the results architecture provides strategic guidance that ICMPD’s leadership and staff can use to steer ICMPD towards increasing the organisation’s impact.

Project background

As part of the SEP, the dedicated Strategy, Knowledge, Evaluation and Impact (SKEI) unit is providing services across ICMPD in the areas of strategy development and execution; monitoring, evaluation and learning (MEL); and knowledge management (KM). Staff in this unit are helping ICMPD to develop its results architecture and system. One key component of this work is to support projects and programmes to align their objectives with ICMPD’s strategic objectives as outlined in Strategy 2025 and to strengthen their project designs using a theory of change and other MEL tools. These services support a project- and programme-level focus on results as mapped and linked to strategic objectives, which support staff to capture, explore, and use their results to strengthen their work as well as contribute to ICMPD’s strategic results. The SKEI unit is also building on a separate project undertaken under the PRS Director to develop KM processes and systems for the organisation, which can better capture, manage, transfer, engage and employ ICMPD’s expertise and other critical informational assets in pursuit of the organisation’s strategic objectives and continuously increasing focus on results.

Objective

Under the direction of the Senior Policy Advisor M&E, the MEL Expert will be responsible for supporting SEP implementation; planning and managing MEL-related project logistics and tasks as needed, including project administration and substantive support to MEL focused activities; and KM tasks as assigned.

Tasks

The tasks to be completed by the MEL Expert within this assignment are the following:

  • Activity 1. Contribute to implementation and operationalisation of the SEP at the organisational level, where needed and as assigned.
  • Activity 2. Support ICMPD projects and programmes to develop theories of change and MEL frameworks and plans, where needed and as assigned.
  • Activity 3. Provide input on KM systems, processes, and practices, where needed and as assigned.

A minimum of Seven (7) years of relevant work experience in strategy development and MEL, including, but not limited to:

Significant experience working with quantitative and qualitative measures/indicators, methodologies, data collection, analysis and MEL project management tools

Development and deployment of monitoring systems, including reporting on progress against indicators

Evaluation approaches, methodologies, design, implementation, analysis and reporting

Evidence-driven learning strategies, resources and tools

Familiarity with knowledge management principles and good practices, as well as the operationalisation of KM systems and processes.

ICMPD oversees and implements projects in the field of migration in a range of areas including capacity development, research, dialogue and procurement. The Border Management Programme for the Maghreb region (BMP Maghreb), implemented by ICMPD, is a regional programme planned in North Africa within the framework of the European Union Trust Fund for Africa (EUTF).

There are two components within this programme: The Moroccan component and Tunisian component - the latter is implemented with the Italian Ministry of Interior as co-delegate. The main objective of the programme for the Tunisian component, the focus of this call, is to support the strengthening of Tunisian Maritime National Guard (MNG) capacities in surveying, patrolling, and securing the national waters along the whole coastline. The MNG is part of the Directorate General of the Border Guard (DGGF) of the National Guard. It carries out the functions of control and surveillance of the National maritime area including all coastal areas.

The project is supporting notably the purchase and implementation of an overall integrated maritime surveillance system composed of surveillance radar, private LTE communication and transmission network, and relevant coastal surveillance system.

 

Activities – Tunisia Component

The activities to be completed by the Short-term Expert within this assignment are as follows:

Tasks

Activity 1: Preparation of technical specifications for UAV acquisition

The expert will prepare comprehensive and detailed technical specifications for acquiring the UAV systems. This includes specifying the required capabilities, performance parameters, and compliance with relevant regulatory standards. The expert will also develop evaluation criteria to assess the compatibility of the proposed systems with the project requirements.

Activity 2Support for the formulation of answers to clarification requests and for the evaluation of offers received for tenders related to the Supply and installation of Coastal Surveillance Systems in the scope of the Border Management Programme for the Maghreb Region (BMP-Maghreb)

The expert will contribute to the formulation of answers to clarification requests received during the tender phase and will attend and participate in the evaluation sessions of the tenders received in the framework of the public procurement under BMP Maghreb in the fields of his/her competence. S/he will attend all sessions of the Evaluation Committee.

Activity 3: Provide guidance on UAV equipment selection, customization, and integration to meet specific surveillance requirements for the BMP-Maghreb project.

The expert will assist the project team in identifying suitable systems and customising them to match the specific needs of the BMP-Maghreb project. This includes advising on various models, payload options, flight control systems, communication systems, and sensors.

Activity 4: Develop and deliver training programmes for operation and maintenance to the relevant teams within the Maritime National Guard.

The expert will create comprehensive training programmes to ensure that the MNG personnel can safely and efficiently operate and maintain the systems. This includes both theoretical and hands-on training sessions, as well as the development of training materials and documentation.

Activity 5: Support the integration of UAV systems into the overall coastal surveillance strategy and infrastructure.

The expert will work closely with interdisciplinary teams to ensure seamless integration of the UAV systems into the existing coastal surveillance strategy and infrastructure. This includes advising on data management, communications, and coordination with other surveillance assets.

Required Qualifications and Experience

An expert in integrated border detection and surveillance systems will be recruited to carry out this task. The required qualifications are:

  • Degree in engineering, computer science, or a related field;
  • At least five (5) years of experience working in/for an agency/organisation (private or public) in the relevant industry, preferably but not limited to internal security services;
  • Proven experience and proficiency in modern UAV systems, including design, development, and optimisation;
  • Experience working in/for an agency/organisation (private or public) preferably but not limited to internal security services using maritime detection and border surveillance means – at least five (5) years of experience;

The overall objective of the Project is to contribute to the socio-economic inclusion of the Syrian refugees who are under Temporary Protection (SuTPs) to the local host communities (LHCs) through improving employment and livelihood opportunities

The specific objectives are: 

  1. To increase the entrepreneurial activity of the SuTPs and the LHCs by providing an enabling environment and support in creation of new products and markets, which are tradable beyond the local market
  2. To get Local entrepreneurial ecosystems more effective and inclusive for the SuTPs and the LHCs
  3. To improve the policy development and the coordination of the policy implementation related to the socio-economic integration of SuTPs at the national, regional and local levels
  4. To increase the employment opportunities for SuTPs and LHCs through strengthening the performance of the market operators.

Project`s target groups are:

  • Potential and existing entrepreneurs among the SuTPs and LHCs who are engaged in locally selected products and services
  • National level institutions related to entrepreneurship, development as well as migration policy and implementation
  • Local institutions which provide services to entrepreneurs, 
  • SMEs and cooperatives which have potential to create new job and livelihood opportunities are final beneficiaries of the ENHANCER project.

Background

Increasing number of SuTPs in Turkey over the last decade has gradually shifted Turkey`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the LHCs remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, entrepreneurship has been set as a strategic subject for intervention in enabling refugees and host communities have access to dignified sustainable livelihoods. Therefore, entrepreneurship opportunities for SuTPs and LHCs must be developed and encouraged taking into account regional characteristics and local market needs while these are also empowered on the central and local level policy making.

Short-Term Expert Involvement and the Scope of Work

Within the framework of ENHANCER Project, ICMPD develops a migration sensitive mentorship mechanism for entrepreneurs and builds a pool of mentors. Selected mentors will provide an inclusive and tailor-made mentorship service to the entrepreneurs in order for them to improve their capacity for keeping up with the market dynamics, getting integrated to national and international value chains, developing products and their businesses as well as dealing with the bureaucratic procedures.

With a view to facilitating inclusion of target groups along with supporting development prospects of provinces, below listed sectors are given priority in relevant project activities, including mentorship services;

Project background

The ReConnect Project “Supporting the Development of Return Counselling Capacities in Turkey” aims to support the further establishment and implementation of the National Voluntary Return and Reintegration system of Turkey (NAVRR), involving all relevant actors and fostering cooperation between the national stakeholders to ensure that AVRR in Turkey is accessible through a network of professional return counsellors.

The project is funded by Switzerland’s State Secretariat for Migration (SEM) and the International Centre for Migration Policy Development (ICMPD) is responsible for its management and implementation.

Project Objective

The ReConnect project seeks to respond to the needs of Turkey in the area of return counselling through provision of technical assistance support mainly focusing on trainings with the aim of ensuring the capacity building of the stakeholders that will be involved in the provision of return counselling to migrants in Turkey.

The project will respond to the particular need of future return counsellors in Turkey for developing specific return counselling techniques and methods for them being able to guide the potential returnees with sufficient capacity towards the option of returning to their country of origin.

The specific objectives of the project are:

  • Support the implementation of Turkey’s NAVRR system and return policy,
  • Develop the capacities of return counsellors in assisting irregular migrants with making an informed decision as to voluntary return,
  • Increase the institutional capacities in the pre-return phase,      
  • Develop operational capacities for enabling the increase of voluntary return numbers.
  • Develop outreach and communication in regard of AVR throughout Turkey and increase knowledge on AVR to irregular migrants in Turkey

In total 300 return counsellors from 81 Provincial Departments of Migration Management (PDMM) and Turkish Red Crescent (TÜRK KIZILAY) and other Stakeholders will be trained within 10 sets of trainings during the project implementation timeline.

Tasks

The tasks to be completed by the Trainer Expert within this assignment are the following:

  • Preparation of the training materials and training curricula on return counselling.
  • The provision of trainings on return counselling to staff of public institutions or other institutions in Turkey and/or home-based.
  • Contribution to preparation of manuals and handbooks.

Deliverables

The Expert is expected to provide the following deliverables:

  • Implementation of the Return Counselling Trainings.
  • A comprehensive and detailed training materials, curricula, and presentation including case study examples (in English or Turkish, professionally prepared)

The Expert shall prepare the training materials and training curricula before the inception of the trainings.

Reporting lines

The Expert will report to the Project Manager, Semra Özgür who will be in charge of the overall supervision both in terms of administrative and content issues and who will provide input and comments on deliverables as needed.

Tasks

Activity 1: Draft official letters and cooresponances on behalf of JEMPAS II project and submit them to Jordanian ministries, as well as other governmental insititions.Receive replies and communicate them to ICMPD personnel.

Activity 2: Accompany JEMPAS II Project Manager during his visits to the project activities relevant ministries. Provide his legal consultation and suggests practical and applicable lawful solutions.   

Activity 3: Act as a reference and liaisie with relevant authorities during the project implementation on asylum seekers and refugees issues in Jordan, devise best practises and communicate them to stakeholders.

Activity 4: Deliver theoretical and thematic lectures related to asylum seekers and refugees issues, present explanations and interpretation of laws to an audience representing key Jordanian ministries and Civil Society Organizations (CSOs) operating in Jordan, tackling the following topics:

  • Jordan Penal Code
  • Civil Statue Law
  • Residency and Labour Work Permits
  • Legal Protection for Refugees in Jordan
  • Refugees Responsibilities and Obligations in the hosting country
  • Felonies and Crimes commited by or against Refugees

Activity 5: Follow up and Coordinate with the Yarmouk University, as well as with participants on  finalization of legal documents and agreed upon deliverables that can be disseminated to attendees and to ICMPD, and consequently communicated to the EU .

Project Background
Increasing number of SuTPs in Türkiye over the last decade has gradually shifted Türkiye`s policy orientation from short-term and humanitarian/basic needs-based focus to a more comprehensive migration-sensitive policy approach. Accordingly, socio-economic inclusion of SuTPs to the LCHs remains as a key area considering the local and regional migration policy framework. As outlined in the Updated Strategic Concept Note for FRIT-II released in late 2018, entrepreneurship has been set as a strategic subject for intervention in enabling refugees and host communities have access to dignified sustainable livelihoods. Therefore, entrepreneurship opportunities for SuTPs and LCHs must be developed and encouraged taking into account regional characteristics and local market needs while these are also empowered on the central and local level policy making.

Based on this background, ENHANCER Project`s overall objective is to contribute to the socio- economic inclusion of the Syrian refugees who are under Temporary Protection (SuTPs) to the local host community (LHC) members through improving employment and livelihood opportunities.

In more details, specific objectives are:

  1. to increase the entrepreneurial activity of SuTP and LHC by providing an enabling environment and support in creation of new products and markets, which are tradable beyond the local market,
  2. to ensure that local entrepreneurial ecosystems are more effective and inclusive for SuTP and LHC,
  3. to improve policy development related to socio-economic integration of SuTP and coordination of the implementation of those policies at the national, regional and local levels,
  4. to increase employment opportunities of SuTP and LHC through strengthening the performance of market operators.

Project`s target groups are:

  • Potential and existing entrepreneurs among the SuTPs and LHCs who are engaged in locally selected products and services
  • National level institutions related to entrepreneurship, development as well as migration policy and implementation
  • Local institutions which provide services to entrepreneurs,
  • SMEs and cooperatives which have potential to create new job and livelihood opportunities.

Ultimately, SuTPs and LHCs host community entrepreneurs in general and SuTPs and LHCs host community labour force are among final beneficiaries of the ENHANCER project.

The project is being funded by the European Union for 66 months, started on January 2020 and will  end as of June 2025.

Objective
The expert will be responsible for providing technical support and expertise during operationalization of             Digital Platform in coordination with project team and service providers. The smooth operation of the Digital Platform system         and compliance with ICMPD rules as well as the technical requirements in the service provider’s contract are considered vital and will be duly fulfilled by the expert. The Expert will also provide technical support for the content development of the platform.

Tasks
Task 1: Provision of technical support to content development of Digital Platform

In coordination with ENHANCER Project Team, the expert is required to provide technical assistance to the project by identifying and periodically monitoring the relevant websites and portals to ensure that relevant announcements and opportunities on these web sites / portals are transmitted to the DP to ensure DP positioned as an interphase in the entrepreneurship ecosystem of Türkiye. In addition to internal opportunities and announcements, it will be necessary to periodically update the Digital Platform with external opportunities for entrepreneurs, in coordination with Project team and the contractor of DP Project.

Task 2: Control and supervision of the compliance of the registrations on the DP and contents/opportunities to be entered to the DP
The expert will supervise the compliance of registrations to the DP and contents/opportunities which will be processed by different users. The expert is required to provide technical assistance to the project by working together with the ENHANCER Team and the contractor during the operation of the digital platform, by supervising the compliance (business language content, ethical standarts etc…) of the registrations to the DP and contents/opportunities to be processed. In addition, the expert will ensure that contents/opportunities are controlled in coordination with ENHANCER Project Team. The expert is expected to respond technical support questions from users and prepare answers/solutions in coordination with Project team and the contractor.

Task 3: Support provided for maintenance of Digital Platform in coordination with the provider and ENHANCER Team
The expert is required to provide technical assistance to the project by working together with the ENHANCER Team during operation phase of the Digital Platform. Accordingly, the Expert will be responsible for the technical compliance with the contractual terms of the design. During the Operation Phase, s/he is expected to control all reports submitted by the supplier and give feedbacks on the reports within the framework of information technology requirements, attend all technical meetings, take part in all approval processes of the technical works and final delivery and provide technical advice where relevant.

S/he will support the ENHANCER Team regarding technical features of the system. By providing coordination between the contractor and the team, s/he will ensure that the system is working correctly and effectively.

Background

The Inspire project "Incubating Skills Partnerships beneficial to Migrants, Countries of Origin and Destination" is an initiative funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the International Centre for Migration Policy Development (ICMPD) for the period of December 2021-February 2024.

One of the key objectives of the Inspire project is to establish a skills partnership scheme between Kenya and Germany aimed at providing training and employment opportunities for Kenyan youth through migration and mobility to Germany. The partnership scheme focuses on addressing the skills needs of German employers in the renewable and energy efficiency sectors while maximizing the development benefits for Kenya.  

To achieve this goal, the project has launched a dedicated platform for dialogue on skills partnerships designed to engage public-private actors from the two countries, raise awareness of available partnership instruments and harness the development potential of skills matching through migration and mobility.

The project's activities are organised into three clusters: research, dialogue, and partnership incubation. The present assignment falls within the scope of the final cluster of activities.

 

Objectives and expected outcomes

The primary objectives of the assignment are as follows:

  1. To support the consultation process related to the Kenya-Germany skills partnership scheme.
  2. To design the skills partnership scheme based on the outcomes of previous and upcoming consultations.

 

The expected outcomes of the assignment include:

  1. Enhanced stakeholder engagement and collaboration, resulting in a solid groundwork for the skills partnership scheme through diverse input, insights, and recommendations from Kenyan and German stakeholders.

Objective: This activity aims to translate the stakeholder feedback into an implementation-ready document that outlines the key components, mechanisms, and safeguards of the skills partnership scheme between Kenya and Germany. Specifically, this activity aims to design a skills partnership scheme that incorporates insights and recommendations gathered from consultations with Kenyan and German public and private stakeholders. The design process will be iterative, continuously refining and improving the scheme based on new feedback and insights.

Deliverables:  The Expert will produce a skills partnership scheme document that covers both strategic and operational aspects of the scheme. The document will integrate stakeholder recommendations and incorporate best practices in skills partnerships. It should outline the goals, target groups, selection procedures, training/employment schemes, migration pathways, skills recognition mechanisms, implementation modalities, and monitoring and evaluation frameworks, etc.

Strengthening Border Security in Ghana (SBS Ghana) is a project funded by the European Union Emergency Trust Fund for Africa. This initiative is part of an overall support to the Government of Ghana's migration policy that seeks "to promote a comprehensive and sustainable approach to migration management which will enhance the potential of migration for Ghana's development". The project supports the 2018-2022 Ghana Immigration Service (GIS) Strategic Plan.

Specific objectives of the project are:

  • to contribute to the development of the long-term capability of the Ghana border control authorities,
  • to update border management information and communication systems and,
  • to ensure greater security for citizens and visitors, while guaranteeing the respect for the rule of law and human rights standards.

The project has two components:

  • Component 1: focused on capacity building for GIS; Joint activities for the Ghanaian border management agencies; Dialogue and cooperation with neighbouring countries; Support to the GIS information and communication system;
  • Component 2: focused on providing support in the form of sub-grants to national CSOs, universities, think thank institutions etc. to support innovative approaches to border management and mobility (free movement, security, human rights etc.).

Objective

The National Expert will be mainly expected to work as part of the project teamand support the planning and implementing activities, ensuring compliance with project administration requirements, and contribute to project content, reporting, and development.

Tasks

The tasks to be completed by the National Expert within this assignment are the following:

Project background

The Prague Process is a targeted migration dialogue and a policy process promoting migration partnerships among its participating countries across Europe, the Caucasus and Asia (see full list of countries-participants to the Process here). The current phase of the Process is defined by the priorities set out in the Prague Process Action Plan 2023-2027 and in the Ministerial Declaration of 2022.

In 2018, the Process launched its Migration Observatory that aims to provide impartial, evidence-based analysis from across the Prague Process region and in line with the six thematic areas of the Prague Process Action Plan. During the Ministerial Conference in 2022, the countries agreed to further expand the capacities of the Migration Observatory for the purpose of collecting data and providing reliable and comprehensive analysis for the use of the Prague Process Parties and Partners, including through improved crisis preparedness and foresight. Objective of the call

To inform policy-makers and migration practitioners and support evidence-based analysis, this call aims to identify short-term experts with excellent drafting skills and profound knowledge on migration topics and policy developments across the Prague Process region with a proven publication record. Identified experts will be invited to produce research on the jointly defined topics within the priority thematic areas – Irregular Migration, Return, Reintegration and Readmission, Labour Migration, as well as Asylum and International Protection. Assignments may also cover other relevant areas to capture the migration dynamics in the region or benefit targeted events organised within the Prague Process. The engagement of experts mobilised through this Call shall be considered for specific events or as part of the annual publication cycle of the Migration Observatory.

Tasks

The Short-term Expert shall carry out the following tasks:

  • Propose a list of research topics in line with his/her regional and/or thematic expertise to be addressed within the Prague Process Migration Observatory;
  • After agreeing on a topic, provide a 1-2 page outline detailing the envisaged research;
  • Upon agreement, draft research papers following an established format (e.g. policy briefs; analytical reports; background notes) in English or Russian. The format and other guidance will be conveyed in advance.  

Deliverables

The Short-term Expert shall complete the following deliverables:

  • Provide a list of research topics in line with the provisions of the Prague Process Action Plan 2023-2027 and relevant migration policy developments in the region (free format; not exceeding 5,000 characters without spaces);
  • Upon invitation on behalf of the Prague Process Secretariat Team, present a short outline introducing the specific sections and research questions of the envisaged output;
  • Draft a Policy brief/Analytical report/Background note depending on the final agreement between the expert and the Prague Process Secretariat (ICMPD).

The timeline for completion of the assignment will be agreed with the expert and should be adhered to with strict discipline. Any deviations from the schedule must be discussed with the project team earliest possible.

Project background

Under the Instrument for Pre-Accession Assistance (IPA III), the European Union has recently launched a call for expression of interest for the project “Technical Assistance for complementary measure for Sector Budget Support in Integrated Border management in Montenegro”, with a foreseen duration of 36 months.

The Overall Objective of the Action is to consolidate the Rule of Law and further prepare the country agencies for joining the Schengen Area.

Key Expert profile 1:

Qualifications and skills

  • Bachelor’s degree in Law, Police and/or Security studies, Social Sciences, Administrative Sciences. In the absence of the degree minimum, 12 years of working experience in Border Management is needed.
  • Post graduate degree (master and/or PhD degree) in law or social sciences or administrative sciences will be an asset.
  • Excellent command of written and spoken English.

General professional experience:

  • Minimum 12 years of experience in border management
  • Preferably 10 but a minimum of 8 years of professional experience in project management.

Specific professional experience:

  • Experience as a Team Leader / Manager implementing programs in international cooperation projects.
  • Minimum 5 years of project management experience in the field of border management.
  • Proven experience in monitoring and evaluation in the security or border management area and in establishing performance monitoring frameworks.
  • Proven experience in writing analytical reports and/or technical papers.
  • Previous experience in Montenegro and or/Western Balkans (asset).
  • Knowledge of Montenegrin Language (asset).

Qualifications and skills

  • Bachelor degree in one of the fields of law, police and/or security studies, social sciences, applied or administrative sciences, or in the absence of such a degree, minimum 10 years of working experience in the field of security sector, preferably border management.
  • Post graduate degree (master and/or PhD degree) in law, social sciences, applied or administrative sciences, economics will be an asset.

  • Preferably 10 but a minimum of 8 years of professional experience in the procurement area in the security sector.

  • Previous experience of working in international projects involving complex tenders and procurement.

  • Experience in establishing a centralised data base, a procurement control system or an asset management system (asset).

Project background

The Border Management Programme in Central Asia – Phase 10 (BOMCA 10) is funded by the European Union and implemented by a consortium of the border management agencies of the selected EU MSs and ICMPD, led by the State Border Guard of Latvia. The project aims to enhance security, stability and sustainable growth in the region, as well as support cross-border cooperation and improve living conditions for people living in the border areas of Central Asia. Thematically, the project covers four components: institutional development of border management agencies, improvement of detection capacities, trade facilitation and improvement of cross-border cooperation. Geographically, the project covers 5 countries in the region (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan). Thematic component leaders are based in the respective EU MSs and ICMPD HQ. The BOMCA Secretariat, located in ICMPD HQ in Vienna, is fully responsible for financial, administrative and technical management of the project. Regional structure of the programme consists of the Regional Office in Bishkek (Kyrgyzstan), and Country Offices in Dushanbe (Tajikistan), Astana (Kazakhstan), Bishkek (Kyrgyzstan), Tashkent (Uzbekistan) and Ashgabat (Turkmenistan). 

Objective

Next to the capacity-building activities, BOMCA 10 supports beneficiaries by procuring equipment and other items ensuring successful implementation of the Project activities. Procurement needs were defined by the beneficiaries, thoroughly assessed by the Consortium and the final list of equipment to be provided was approved by the donor, Delegation of the European Union to the Kyrgyz Republic. Among other items, this includes a wide range of ICT equipment for multiple project beneficiaries in 5 CA countries.

The project is looking for national ICT experts in 5 CA countries to support it in development, validation and peer-reviews of technical specifications, market outreach and research, as well as further evaluation of technical offers received in the tender process.

Tasks

The expert shall:

  1. Review specifications proposed by the beneficiaries, clarify general and specific compatibility. Prepare final technical specifications.
  2. Support project team with market outreach/research and identification of potential suppliers.
  3. Support project team in the clarification period of the tender by drafting clarifications on technical questions from the potential bidders.
  4. Assist project team in reviewing submitted technical offers from the bidders, including, if applicable, drafting clarifications and reviewing feedback from bidders.
  5. Assist in preparation of the technical part of the report of the Evaluation Committee.

Background
The expert is located within the Corporate Financial and Budget Management Division (CFBM). The short term position is for a period of 6 months with the option to be extended for a period of additional 6 months, subject to the needs of the Unit. Under the overall responsibility of the CFO of CFBM and the direct supervision of the Head of Financial Management, and in collaboration with the CFBM team, the incumbent will support the reporting and audit activities.

For mission-related payments, the Expert shall send the following documentation by email not later than two (2) weeks following the return to the place of residence:

  • a completed, dated and signed travel report.

Projet et Contexte

Intégrée à ICMPD, la Facilité pour le Retour et la Réinsertion (RRF pour Return and Reintegration Facility) est destinée à fournir un soutien adéquat, performant et flexible, permettant aux États Membres (EM) de développer des projets de retour et de réinsertion en coopération avec d'autres EM, créant ainsi de nouvelles solutions au niveau européen. Le RRF assurera une assistance adéquate adaptée aux besoins spécifiques, en améliorant les stratégies pour atteindre les différents groupes cibles, en intégrant l'assistance à la réinsertion dans les pays d’origine, en permettant l'appropriation locale, en testant des approches innovantes et en impliquant de nouvelles parties prenantes. Au sein du RRF, l’OFII et l’ICMPD ont établi un partenariat en juillet 2022 pour la realisation du projet OFII-RRF, dont les activités vont continuer dans le cadre du projet RAMP (Reintegration Amplification) qui vise à achever les activités entreprises par le projet OFII-RRF et mettre en oeuvre des activités nouvelles et, ainsi, accroître la durabilité du retour et de la réinsertion grâce à une orientation ciblée et un suivi à long terme.

Le projet entreprendra des activités qui viendront compléter les services de réinsertion de base offerts par Frontex, en, entre autres, développant un réseau de partenaires dans les pays de retour couverts par les bureaux régionaux de l'OFII en Armènie, en Côte d’Ivoire, au Cameroun et au Sénégal. Les activités du programme RAMP visant à compléter les services d’aide à la réinsertion existants, se concentreront sur : une aide psychologique (Cameroun, Côte d’Ivoire, Sénégal), sur une formation et aide financière en agro-écologie permettant d’intégrer une dimension environnementale dans les projets de réinsertion des retournés (Sénégal, Côte d’Ivoire, Géorgie), une action de mentorat (Arménie, Géorgie) ainsi que des compléments de formation (Sénégal, Côte d’Ivoire), créant ainsi des opportunités d’aide à la réinsertion En s'engageant dans un dialogue plus large sur les questions de retour et de réinsertion au niveau européen et avec les autorités des pays tiers, le projet mènera des activités visant à améliorer les connaissances sur la réinsertion, et à soutenir des projets innovants tenus par des retournés.

Organisational overview

Priority regions include Africa, Central and South Asia, Europe and the Middle East. Its three-pillar approach to migration management – structurally linking research, migration dialogues and capacity building – contributes to better migration policy development worldwide.
Project background
Against this background, the Human Resources Management (HRM) function at ICMPD requires the services of diverse Experts who will provide conflict resolution services and mediation to strengthen ICMPD’s Respectful Work Environment initiatives. More specifically, the Experts will deal with grievances of ICMPD staff/personnel seeking informal conflict resolution including mediation.  

Objective 
The purpose of this Call for Experts is to establish a roster with diverse experts covering the ICMPD regions (www.icmpd.org) with the primary responsibility of addressing staff grievances through informal conflict resolution processes. 
Tasks
Any aggrieved staff/personnel may approach the Experts whose availability and contact details will be posted on the ICMPD intranet effective 1 December 2023.

The tasks to be completed by the Expert are the following:

•    Facilitate informal resolution of workplace conflicts assisting ICMPD staff/personnel to explore options as part of a confidential process on an as-needs-basis. The final decision for action will rest solely with the aggrieved person.
•    Develop and make presentations to raise awareness about informal conflict resolution to various audiences.  
•    Travel to ICMPD field offices to respond to informal conflict situations, as required.
Deliverables
The Informal Conflict Resolution Expert is expected to provide the following deliverables:

•    Responds to requests for advice from aggrieved persons received by email or WhatsApp within (3) three working days. Generally, consultations will take place during working hours. Exceptionally consultations may take place after regular working hours, if deemed necessary or reasonable. 

•    Prepares periodic reports every 3 months and an annual report for the Head of HRM based on the calendar year outlining topics and emerging trends of issues raised by aggrieved persons who have sought advice. The report will contain an overview of service statistics (including hours, number of persons served as well as their duty stations) and will be anonymous. Further, this report will also identify specific recommendations to enable the mitigation of the issues mentioned, in the future.  
The draft deliverables must be submitted as agreed.

Reporting lines

Upon agreed assignments, the Informal Conflict Resolution Expert will report to the Head of Human Resources Management who will be in charge of the overall supervision both in terms of administrative and content issues and who will provide input and comments on deliverables as needed.

Qualifications and Experience

•    A Master´s Degree or higher Degree in clinical psychology, counseling, organizational development, human resources, law or other related field.
•    Must be registered to practice in the home country and present a valid license.
•    A minimum of 10 years of work experience in advising on human resources related matters related to grievances in an international organisation is required.
•    Experience in advising international organisations in strengthening a culture of respectful work environment and developing preventive measures to conflicts, is required.
•    Experience in providing online psychosocial support via teleconferencing modalities such as Teams, zoom, skype or telephone is required.
•    Experience with staff grievances related to informal conflict resolutions and appeals required.
•    Experience with mediation is required.
•    Experience in trauma counseling and crisis intervention is an added advantage.
•    Experience with change management processes is an advantage.
•    Health promotion-related training will be an added advantage.
•    Strong drafting skills in English.
•    Demonstrated ability to deal with complex issues with diplomacy and tact.

Travel Information 
The Expert shall receive from ICMPD a travel itinerary and be entitled to receive a daily subsistence allowance (DSA) for the foreseen activities abroad. 

Travel by the most direct route available, by the most cost-effective mode of transportation shall be authorised. No additional private destinations or stopovers shall be allowed. Tickets for air travel will be provided by ICMPD for the most direct route and lowest available fare in economy class. For pre-authorized travel by train, the traveller will purchase regular first class or equivalent standard and will be reimbursed upon submission of the tickets and a proof of purchase. Travel in first class is authorized except for high-speed trains such as TGV, Thalys or Eurostar where second class tickets should be booked. If exceptional circumstances require a traveller to travel by car the travel costs will be reimbursed with the amount equivalent to the costs of corresponding first-class railway ticket. Where railway connection is not available, the reimbursement will be calculated on the basis of a kilometre allowance applied by the European Commission. The rate covers all vehicle travel costs including toll fees, parking and fuel costs. When using a private car, ICMPD cannot assume liability for any third-party claim, damage to the car, or loss or theft of personal belongings left in the car. 

The Expert shall be entitled to receive a daily subsistence allowance (DSA) from ICMPD for authorised missions. The DSA shall be deemed to cover the costs of accommodation, breakfast and meals, transportation to/from airports, in-town transportation (such as train, bus, tram, metro, taxi) at the place of destination, gratuities, and other incidental costs. A full DSA is applicable for each night spent at the place of destination. In case where accommodation and/or meals are provided free of charge by ICMPD, a government or a related institution, the amount of daily subsistence allowance will be reduced proportionately. Upon request, ICMPD will provide to the traveller an advance of funds for official travel in the amount of up to 50% of the applicable DSA for missions longer than four (4) days.
Payment Information
Payment will be made on a per-service basis, contingent upon the satisfactory completion of the assigned tasks, adhering to the outlined payment schedule specified in the contract and contingent upon the submission of required documentation.

The remuneration will be calculated based on hours expended, with a commensurate hourly rate, as applicable.

•    Timesheet, duly completed in line with instructions, dated and signed;

Since the beginning of 2018, the western Mediterranean migration route is once again used by irregular migrants to reach Europe. For reference, the number of irregular entries into Spanish territory in the first half of 2018 doubled compared to the previous year. The Kingdom of Morocco - an obligatory passage for these migrants seeking to reach the European coasts by the western route - is facing constantly increasing migratory pressure and is experiencing more and more difficulties in coping with it with its current means.

The Moroccan Ministry of the Interior has expressed its need for equipment to strengthen its border management capacity to the European Union, which has requested ICMPD's support in technical expertise for the purchase of the required radio communication equipment.

On the central migration route, a similar phenomenon, although in different proportions, is observed in Tunisia. The Tunisian coast guard directorate Guard, as well as all relevant services of the Tunisian Ministry of Interior, has initiated the development and implementation of a pilot for the integration of its land and naval means, through the Support Programme to the Tunisian Government in the field of Integrated Border Management (IBM Tunisia – Phase I); this resulted in the establishment of an integrated maritime surveillance system (ISMariS) that now serves as the basis for the integration of the present and future detection and intervention means of the Tunisian coast guards. The Tunisian coast guards must strengthen their ability to transmit surface situation information/data in real time in order to secure multiple missions at sea as well as on the coastline.

It is in this context that the European Union and ICMPD signed in August 2018 a contract for the implementation of the Border Management Programme in the Maghreb Region (BMPM). There are two components: The Moroccan component and Tunisian component - the latter is implemented with the Italian Ministry of Interior as co-delegate.

 

Objective

The main objective of the programme for the Moroccan component is to provide support for the purchase of the necessary equipment. Technical support and expert advice in the field of radio telecommunications and transmission networks is necessary for the proper conduct of procurement and programming of training activities. For the Tunisian component, the programme will support the purchase of radio communication and transmission equipment allowing real time processing of data available to the Tunisian coast guards, as well as their integration and maintenance, support training of the technical/operational staff, etc. The project also covers the modernisation of the coast guards’ operational rooms.

Tasks

The tasks to be completed by the Expert within this assignment are the following:

 

TUNISIAN COMPONENT

 

Activity 1: Participation in the evaluation of tenders.

 

The expert will attend and participate in the evaluation sessions of the tenders received in the framework of the public procurement under BMP Maghreb in the fields of his/her competence. S/he will attend all sessions of the Evaluation Committee.

 

Activity 2: Technical support and advice for the implementation of procurements, the integration of all communication/transmission equipment, radio networks and radars, operational and command rooms as well as on the follow-up of the extension and reinforcement of the coast guards’ system in general;

 

The expert will support the project team in the drafting of technical specifications, monitoring and technical evaluation of equipment after delivery. The expert will also follow up on the reinforcement of the existing system and propose and support the subsequent phases, monitoring the work of the consulting firm in charge of the supervision and control of works relevant to the installation of radar stations and LTE/ transmission networks.

 

Activity 3: Further technical support and advice on the Tunisia coast guard's needs for communication/transmission equipment and radio networks, radar sensors, for the equipment of operational rooms as well as relevant C4I systems, and assistance in the preparation of the corresponding public procurement contracts.

 

The expert will further help identify the needs of the coast guards and the corresponding services of the Tunisian MOI in terms of radio communication and transmission equipment, radar sensors, for the modernisation of the coast guard's operational monitoring rooms but also in terms of training and technical support. S/he will also support the drafting of new technical specifications and the realisation of the corresponding tender(s).

The expert will support ICMPD in the identification of the training needs of the Tunisian partners, the planning and implementation of possible capacity building activities for the Tunisian partners. The expert will be asked to propose possible approaches in this regard.

 

 

Deliverables

The Expert is expected to provide the following deliverables:

  • Meeting, mission and evaluation reports;
  • Recommendations on equipment lists and possible adjustments;
  • Technical specifications of proposed equipment (including possible alternative
  • solutions);
  • Recommendations on training and other relevant activities that can be supported for the
  • Moroccan and Tunisian components.

 

The final deliverables must be submitted no later than 31 July 2025.

Qualifications and Experience

A radiocommunication / C4I expert will be recruited to carry out this mission.

The required qualifications are:

    • Has worked or is currently working in an internal security service using radio communication and other transmission and communication technologies;
    • Experience and proficiency in modern radio communication technologies;
    • Knowledge of Tunisia and the region is an advantage.
  • Language skills
    • Proficiency in (verbal/written) English. Proficiency in French/Arabic is an asset.

 

Administrative Information

  • Travel

The Expert shall receive from ICMPD a travel itinerary and be entitled to receive a daily subsistence allowance (DSA) for the foreseen activities abroad. Travel and mission related payments will be processed according to ICMPD Travel Rules applicable at the time when the travel takes place.

  • Payment

Fees for the assignment are paid upon satisfactory delivery of services, in line with the payment schedule stated in the contract and upon submission of required documentation.

The expert will support ICMPD in the implementation of tenders as well as in the supervision of the deliveries and integrating the various detection and surveillance equipment and systems of the equipment purchased by the programme, as needed., Where appropriate, the expert will support in the identification of the capacity building needs of the Tunisian partners, as well as the planning and implementation of possible capacity building activities. The expert will be asked to propose possible approaches in this regard.

 

Activity 3: Further technical support and advice on the coast guards’ additional needs for border surveillance equipment, the needed training and assistance in the preparation of the corresponding public procurement contracts

The expert will further help identify the needs of the Tunisian coast guards and the corresponding services of the Tunisian MOI in terms of border surveillance systems but also in terms of training and technical support. S/he will also support the drafting of new technical specifications and the realisation of the corresponding tender(s).

Background

Set within the wider framework of EU support to Tunisia, the Strengthening the Tunisian Coast Guard Training Pillar project responds to a specific request by the Tunisian Authorities to the EU for support in the field of training on maritime border management.

The project aims to address the specific challenge faced by Tunisia in terms of maritime border management and search and rescue operations by strengthening the Coast Guard training pillar, enhancing its overall capacity to contribute to managing Tunisia’s borders. The project's ambition is to provide Tunisia with a permanently upgraded Coast Guard training setup that, by establishing institutional networks within the region and beyond, can contribute to raising Tunisian operational standards as well as those throughout North Africa. This includes ensuring greater reaction capabilities to any potential evolution of the migration situation or other common maritime security challenges in the Mediterranean basin in accordance with international standards and with a focus on human rights and gender.

The project addresses the identified need to support the Tunisian Coast Guard in strengthening its infrastructure and to enhance training capacities to adapt to the ongoing migration situation and other law enforcement challenges, thus contributing to the Coast Guard’s ability to effectively carry out its missions.

Tasks and deliverables

The expert will be assigned to assist the Project Lead of the German Federal Police in Tunisia. the ICMPD project manager might request the expert’s services on a case-by case basis, in coordination with the Project Lead.

The expert will carry out the following tasks:

  • Written translation of project-related documents and training material from French to German and from German to French
  • Consecutive interpreting from French to German and German to French during meetings, workshops and training sessions
  • Consecutive interpreting of German to Arabic and/or Arabic to German during meetings,  workshops and training sessions
  • Consecutive interpretation of training sessions from German to French and/or Arabic
  • Processing and translating meeting logs
  • Processing of project-related administrative tasks in coordination with ICMPD
  • Willingness to travel for several days consecutively domestically and abroad

 

Tentative work plan

Total working time will be 150 days / 1200 hours over the duration of the 12-month contract, amounting to an average of 3 days / 24 hours per week depending on the workplan and adapted missions schedule.

The expert is expected to work on the deliverables in synchronisation with developments of the project. The detailed work plan will be defined along the way by the Project Lead in coordination with the Project Manager and the expert is expected to show flexibility related to hours worked on the project.

 

Qualifications and Experience

  • Good knowledge of word processing (Word, Excel, PowerPoint)
  • Ability to work largely independently in the project-related translation area
  • Knowledge and application of appropriate manners at events with high-ranking international executives/administration leaders

Language skills

 

  • Fluency in German is a must
  • Fluency in spoken and written Arabic (Tunisian dialect) and French is required.
  • Solid knowledge of English is an asset

Administrative Information

Payment Information/Schedule

Fees for the assignment are paid in two installments:

A fixed monthly lump sum for 12 full working days will be paid at the end of each completed month of service.

Each month, the expert will upon satisfactory delivery of services and upon submission of: 

  • timesheet(s), duly completed in line with instructions, dated and signed;
  • counter-signed contract;
  • signed payment claim(s) reflecting the days worked as per submitted timesheets.

Travel

International travel is a possibility for the expert. For missions within the country (outside Greater Tunis), ICMPD will either coordinate or, if not possible, reimburse expenses in accordance with ICMPD Tunisia's regulations. The expert is required to submit the following documentation via email within one (1) week after returning to their place of residence for mission-related payments:

  • A signed and completed statement of mission expenses with all relevant documents.
  • A completed, dated, and signed travel report.
