Project background

The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. With 18 Member States and over 60 projects active throughout Europe, Africa, Asia and Latin America, ICMPD is a growing and ever-more relevant presence in its field. The organisation’s greatest assets are its 200+ staff members, who personify its values of commitment, integrity, partnership, respect, and innovation in actions and decisions.

The overall objective of this project is to enhance capacities of Lebanese authorities to control the borders while facilitating movement of goods and bona fide travellers through a rights-based approach.

ICMPD is looking for a qualified short-term national microwave network expert to support the activities related to the specific domain and provide input based on the below described tasks and requested deliverables. 

ICMPD is inviting all interested candidates to apply for the above-mentioned position for the The EU-funded project Enhanced Capability for Integrated Border Management in Lebanon (IBM Lebanon - phase 2) 

  • Improving the institutional capabilities of Lebanese border management-related security agencies to fulfil their functions in a coordinated and accountable manner with focus on the enhancement of their capacity for IBM
  • Increasing the effectiveness of the Lebanese border management-related security agencies in line with democratic norms and the credibility of their actions in the eyes of citizens, particularly in domains of immediate relevance in the current context and in the areas most affected by it.

The project beneficiaries are the General Security (GS), Lebanese Customs Administration

(LCA), Lebanese Armed Forces (LAF), Internal Security Forces (ISF) and the Lebanese Civil

Defense (LCD). 


Tasks to be carried out include:

  • Recommendations concerning the supervision modalities of the installation and testing of the functionality of the purchased system;
  • Technical supervision of the procurement process, together with the Project Manager in ICMPD Lebanon office and BMS Specialist at ICMPD HQ
  • Supervise the reception of the installed equipment from ICMPD side, signing the Provisional and Final acceptance certificates, together with the Project Manager in ICMPD Lebanon office and BMS Specialist at ICMPD HQ


  • Activity Report
  • Final acceptance of the system approval report
  • Any other technical document required in the tender and installation process (as, for example, a motivation for derogation, draft of the testing protocol, etc.)

Reporting lines

The Expert will work with and report to the designated Project Specialist on content and the Senior Project Manager in terms of administrative issues. 

Qualifications and Experience

Qualifications and skills

  • Technical/telecommunications related University degree or equivalent professional experience
  • Strong communication skills and previous experience of working in a multi-disciplinary and multi-national team
  • Fluency in English and Arabic, with strong drafting skills

General professional experience

  • Working in multi-disciplinary project teams
  • Knowledge of EU project management

Specific professional experience

  • At least 10 years of professional experience
  • Significant experience and knowledge of telecommunications solutions
  • Sound knowledge of EU and international standards, regulations and policies in the field of border management and security
  • Previous working experience in conducting and drafting telecommunications needs analysis and evaluations.

Fees for the assignment are paid upon satisfactorily delivery of services, in line with the payment schedule stated in the contract and upon submission of required documentation.
