Project background

The project ‘Border Crossing Points Leadership Training Programme’ funded by the Austrian Federal Ministry of Interior and implemented by the International Centre for Migration Policy Development (ICMPD) seeks to build upon the current milestones achieved to date with the Afghan Border Police (ABP), by supporting the implementation of Actions already identified as priorities under the draft National IBM Strategy and Action Plan. For the ABP, an immediate gap in capacity is dedicated training for the leadership of BCPs, highlighted in the draft IBM Strategy under Strategic Goal 3 – enhanced human resources and training capacities allow national border agencies to ensure effective and efficient service delivery.

This project shall design and deliver a structured BCP Leadership Training Programme to Commissars and Deputy Commissars through a series of in-person seminars and distance based mentoring across a 12 month period. The Border Management Department of General Abdul Raziq National Police Academy (ANPA) will be invited to participate in the training programme development and implementation from the very outset and to nominate national trainers to embed within the action. National ANPA trainers shall be invited to work closely with international experts to design the curriculum, lesson plans and training materials of the BCP Leadership Programme, and shall participate in training implementation where they shall progressively take responsibility for delivering portions of the training. Following the completion of the training programme, ANPA trainers will provide feedback to international experts in order to format all training material for use within ANPA’s existing training programme, after which the finalised and fully-piloted training programme will be handed over to ANPA for ongoing use.

The project objectives are to:

  1. improve the immediate capacity of senior Afghan Border Police officers responsible for the strategic and day-to-day management of BCPs in Afghanistan to effectively manage BCPs in alignment with the recognised principles and standards of the IBM concept;
  2. enhance intra-agency cooperation and information exchange among senior officials responsible for decision making and operational responses at BCPs;
  3. contribute to the establishment of a modern BCP Leadership Training Programme within the Border Management department of ANPA training plan.


The STE will be involved into the development and delivery of the modules on Human Resources Management (HRM) in the framework of the customised training programme to the leadership of the selected ABP BCPs.


The working language of this assignment is English. All expected deliverables must be submitted in line with the timeline established at the table below. All tasks identified below will be conducted in a remote mode (using the vast array of technical means for distance communication, collaborative platforms and regular on-line coordination meetings). Project implementation team will support the delivery of the tasks by providing the relevant documents, translation, interpretation and coordinating with the beneficiary agency on organisational issues. To achieve the expected results, the STE will work with the relevant national and international stakeholders in a collaborative and coordinated manner. 

The tasks to be completed by the STE within this assignment are the following:

  1. Provide expertise in the development of the training curriculum and the training materials for the HRM modules of the customised leadership training programme for the ABP BCPs management. The curriculum and the training materials will be developed in collaboration with the Afghan National Police Academy (ANPA) trainers and the other international thematic experts.
  2. Deliver and evaluate the delivery of the HRM modules of the mentioned above customised leadership training programme to selected Heads/Deputy Heads of ABP BCPs.
  3. Update/finalise the training programme and materials through the validation event with the participation of ANPA representatives.
  4. Develop and deliver the train-the-trainer (ToT) programme for ANPA trainers.
  5. Provide support to ANPA trainers in delivering selected training modules.

The final deliverables must be submitted no later than 31 December 2021.

Reporting lines

Qualifications and Experience

  • Advanced university degree in human resources management or a related discipline;
  • At least 5 years of experience in the field of human resources management preferably in border management/law enforcement agency of the EU member state (MS) at senior management level/leadership positions;
  • Proven experience in the field of the development and delivery of the training programmes (including ToT methodology) and their integration into existing training curricula;
  • Knowledge of the EU legal framework related to EU integrated border management (IBM)
  • Proven Experience in working with similar projects funded by EU or another donor
  • Must be able to work independently and demonstrate excellent teamwork, coordination, training and facilitation skills;
  • Andragogic, analytical, research, reporting, communication, documentation and presentation skills;
  • Computer literate with ability to operate Microsoft applications;
  • Demonstrated human rights and gender awareness and sensitivity, and an ability to integrate human rights concerns and a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Excellent language and communication skills as well as drafting skills in English.

Payment Information 

For payment of the fees for the assignment, the Expert needs to submit - on the templates provided by ICMPD and in line with the payment schedule stated in the contract:

  • original timesheet(s) in hard copy, duly completed in line with instructions, dated and signed;
  • signed payment claim(s) reflecting the days/hours worked as per submitted timesheets

The payment to the bank account indicated by the Expert will only be processed after certification by ICMPD that the required services have been satisfactorily performed.
