The PSIMM report Between Emigration and Attraction: Governance, challenges and EU convergence takes stock of current labour migration management infrastructure in the Western Balkans. The report provides the background for the Regional Roadmap to improve labour migration management and prevent secondary movements.

Recognising that foreign labour migration is becoming a structural component of Western Balkan economies, and that existing legal and policy frameworks remain limited in their capacity to retain foreign workers, the PSIMM Roadmap sets out practical policy measures aimed at ensuring legal labour migration pathways remain accessible to migrant workers, while safeguarding domestic labour force.

Labour migration is no longer a marginal issue in the Western Balkans. It is becoming a structural feature of the region’s labour markets as populations decline and labour shortages deepen. Given that the foreign labour force will increasingly be needed to sustain economic activity and essential services, labour migration governance across the region will have to be adapted.
 

Legal frameworks vary in scope and consistency of application. Procedures may be unclear or administratively demanding, and post-entry follow-up and support for foreign workers are relatively limited. In practice, many foreign workers encounter bureaucratic hurdles, language barriers, and social isolation. These conditions may undermine retention in lawful employment and encourage irregular movement towards the EU.

This roadmap addresses that risk by outlining practical steps to keep legal labour pathways clear, predictable, and protective, and helps institutions detect problems early and respond proportionately. Credible screening, transparent recruitment and clear obligations lead to consistent post-entry follow-up and easier management of legal status. Employers can plan recruitment with more confidence, and workers are less exposed to deception, labour exploitation, precarious situations that may increase vulnerability, or sudden loss of lawful options. When these conditions are unmet, lawful pathways are more likely to break down due to misinformation, weak oversight, or loss of visibility after entry, thereby increasing the risk of irregular onward movement.
 

This roadmap has been developed in the framework of the regional project Preventing Secondary Irregular Migration Movements to the EU: Assessing the Situation and Developing a Roadmap for Improving the Screening of Foreign Workers in the Western Balkans (PSIMM) and aligns with wider EU policy efforts, emphasising practical cooperation, integrity of legal pathways, prevention of irregular movement, effective protection, and improved data interoperability as part of the region's approximation to the EU.

Das Ziel der LOCALIZE-Studie war es, ein besseres Verständnis für die lebensweltlichen Realitäten und Dynamiken des Zusammenlebens verschiedener Bevölkerungsgruppen in städtischen Räumen zu gewinnen, die stark von sozialer Vielfalt und Zuwanderung geprägt sind. Zudem sollten Ansatzpunkte für Maßnahmen zur Förderung integrativer Dynamiken identifiziert werden. Dabei wurden drei zentrale Perspektiven betrachtet: die Lebenswelt der Anrainer:innen, die Dynamiken des Zusammenlebens sowie der integrationspolitische Kontext auf Stadt- und Stadtteilebene. Ziel war es, mögliche Zusammenhänge zwischen (halb-)öffentlichen Räumen, Integrationserfahrungen und sozialem Miteinander einerseits und der Relevanz integrationspolitischer Maßnahmen für das Zusammenleben andererseits zu beleuchten.

Die Feldforschung von LOCALIZE untersuchte daher zentrale Aspekte sozialer Integration in den drei Stadtteilen Salzburg-Lehen, Graz-Gries und Wien-Favoriten. Mithilfe der im Projekt entwickelten Untersuchungsinstrumente wurden diese systematisch beobachtet und hinsichtlich ihrer integrativen und desintegrativen Wirkungen analysiert.

Soziale Integration wurde dabei in Bezug auf zwei Dimensionen verstanden: (1) als der Grad der Einbeziehung von Individuen oder Gruppen in die soziale Ordnung vor Ort und (2) als die Art der Beziehungen, die diese Individuen und Gruppen miteinander aufbauen und pflegen. Die Untersuchung bezog sich auf alle Bewohner:innen und Anrainer:innen der drei Stadtteile und nicht ausschließlich auf bestimmte Untergruppen wie beispielsweise Migrant:innen.

This working paper is aimed at researchers and others interested in understanding and classifying policy and practical approaches to migrant irregularity. Addressing irregular migration has become an important focus within the migration policy field. Policymakers tend to emphasise the need to address irregular arrivals, yet in fact have a wide range of policy responses at their disposal. MIrreM research has highlighted the wide range of policy responses to the presence of irregular migrants, including how policies provide pathways into and out of irregularity (Hendow et al., 2024); this working paper aims to classify them within a typology. It builds on the existing MIrreM conceptualisation of migrant irregularity (Kraler & Ahrens, 2023), focusing on the intersection between the pathways into and out of irregularity and the stocks of irregular migrants.

Bei der vorliegenden Studie handelt es sich um die erste umfassende qualitative Forschungsstudie über arbeitsmarktspezifische Integrationsmaßnahmen für asylberechtigte bzw. subsidiär schutzberechtigte Frauen in Österreich, Deutschland und Norwegen. Als arbeitsmarktspezifische Integrationsmaßnahmen werden Maßnahmen, Projekte und Programme verstanden, die einen Fokus auf die Förderung der ausbildungsadäquaten Arbeitsmarktintegration von geflüchteten Frauen legen und sich dabei mit den verschiedenen Phasen des Arbeitsmarktintegrationsprozesses auseinandersetzen, wie z.B. Vorbereitung, Berufsorientierung, Ausbildung, Arbeitssuche und - aufnahme.

Die Fragestellung der vorliegenden Studie – Erfahrungen mit der und Erfolgsbedingungen für die Arbeitsmarktintegration von Frauen mit Fluchterfahrung – ist anwendungsorientiert und verlangt eine Auseinandersetzung mit der Praxiserfahrung entsprechender Projekte und Maßnahmen und eine Analyse der Projektergebnisse. Anders als eine Evaluierung, bei der es um das Erreichen von Projektzielen und den Einsatz der vorgesehenen Mittel geht, um auf dieser Basis Empfehlungen für die Weiterentwicklung eines Projektes zu erarbeiten, lag die Aufgabenstellung dieser Studie darin, einen Überblick über die Wahrnehmung der wesentlichen Herausforderungen durch ProjektbetreiberInnen und Geflüchtete zu gewinnen und aus den Projekterfahrungen Empfehlungen für die Organisation und Gestaltung der Arbeitsmarktintegrationsmaßnahmen zu entwickeln und notwendige Veränderungen in den strukturellen Rahmenbedingungen zu diskutieren. Im Sinne des peer-learning wurde die Erhebung in Österreich mit Recherchen zu vergleichbaren Projeken im deutschen Bundesland Nordrhein-Westfalen und in Norwegen vergleichbare Projekte ergänzt.
