LIBMITAF organised a training for Libyan representatives in Milan

On 13-17 November 2023 in Milan, Italy, the EU and Swiss co-funded Libya’s Migration Technical Assistance Facility (LIBMITAF) project organised a training for Libyan representatives on the topic of “Forensics and Identifying Deceased Persons”, including missing migrants and internally displaced persons.

KOMPLEKS: International seminar on the reception and labour market integration of Ukrainian displaced people with disabilities

Senior expert roundtable on bilateral and EU labour migration partnerships

Three decades of dialogue on migration – where did the Budapest Process start and what has it become?

On 5 December 2023, Budapest Process Senior Officials gather in Istanbul to celebrate 30 years of dialogue on migration. Initial discussions on the need for a migration dialogue within wider Europe started in the early 90s including at a Ministerial meeting in 1991 in Berlin. In February 1993, the Budapest Process obtained its name after its successful Ministerial Conference in Budapest. Ministers and delegates from 41 countries and organisations gathered in the capital and agreed upon 32 recommendations to take forward and implement jointly.

Shelter Management, Case Management and Trauma Informed Practice-Developing Responses to Protect Victims of Human Trafficking

On 28-29 November 2023, the Anti-Trafficking Programme (ATP) of ICMPD organised a training on managing shelters for trafficked persons, case management, and cooperation of shelters. The training took place in Abidjan, Cote d'Ivoire and participating organisations came from Benin, Cote d'Ivoire, Ghana, Guinea, Nigeria, and Togo.

Inspire Project: Consultative workshop to develop the skills partnership scheme between Georgia and France

On 21-22 November 2023, the Inspire project team conducted a consultative meeting in Tbilisi, Georgia, aimed at further refining the skills partnership scheme between Georgia and France. Representatives from Georgia’s public sector, as well as the private sector, spent two days providing insights and inputs on the skills partnership scheme being developed.

The 6th International Border Management Conference convened in Istanbul

Migration Outlook report: Possible second wave of refugees from Ukraine and further weaponisation of migration

Migration Outlook report: Electoral promises and quick fixes, asylum offshoring, and labour migration’s coming of age

In a year full of European, national, and regional elections, the International Centre for Migration Policy Development (ICMPD) expects migration to be a pivotal topic. While many governments implement quick fixes ahead of their electoral cycles, opposition parties are tying their campaigns to migration-related promises. ICMPD’s 2024 Migration Outlook report forecasts record displacement levels resulting from war and conflict, leading to a further securitization of migration and offshoring of asylum procedures, as well as a rise in secondary movements. These developments are taking place while labour migration is ‘coming of age’ in Europe.

LIBMITAF celebrates its achievements together with Libyan partners as the project concludes

Libya’s Migration Technical Assistance Facility (LIBMITAF) marks the successful conclusion of its project, implemented from 2021 to 2023 with financial support from the European Union (EU) and the Swiss Confederation. Throughout the project duration, LIBMITAF supported Libyan institutions in various areas of migration governance. As the project concludes, it is time to reflect on the achievements with our Libyan partners.

High-level event on the occasion of the handover of ICMPD’s Steering Group Chairmanship from Türkiye to Greece

On 24 January 2024, Greece and ICMPD jointly organised a high-level event titled “A holistic approach for balanced migration partnerships” in Brussels. The event marked the handover of the Chairmanship of ICMPD’s Steering Group from Türkiye to Greece with speeches by Ambassador Faruk Kaymakcı, Permanent Delegate of Türkiye to the EU, and Ambassador Ioannis Vrailas, Permanent Representative of Greece to the EU. Ylva Johansson, European Commissioner for Home Affairs, Dimitrios Kairidis, Minister for Migration and Asylum of Greece, and ICMPD Director General Michael Spindelegger participated in the panel discussion moderated by ICMPD’s Brussels Mission Director Ralph Genetzke. Vice-President of the European Commission Margaritis Schinas delivered closing remarks.

SCOP 3.1. Steering Group meeting facilitating discussion on project progress and future directions

MC2CM-RUCP: Inauguration of the Migrant Information and Orientation Desk for vocational training services in Casablanca

Portugal’s Chairmanship of the Rabat Process launched at high-level event in Morocco

On 1 February 2024, Morocco handed over the Chairmanship of the Rabat Process to Portugal at a Senior Officials Meeting held in Rabat. Portugal will chair the migration dialogue for one year and prioritise specific areas of the Dialogue’s current action plan.

Inspire Project: Validation workshop to finalise the design of the skills partnership scheme between Ghana and Germany

On 23 January 2024, the final step of the scheme development and design process took place, with the Inspire project bringing together Ghanaian government officials, employment agencies, as well as representatives of the German Embassy and the Ghana-European Centre in Ghana and experts. The Inspire project facilitated a workshop to thoroughly discuss and validate the outcome of more than a year-long consultations.

Project Launch: Resilience, Reinforcement and Recovery of Ukrainian Migration and Consular Services

In October 2022, ICMPD launched the new project titled Resilience, Reinforcement and Recovery of Ukrainian Migration and Consular Services (RRR MFA/SMS) to support the State Migration Service as well as the Ministry of Foreign Affairs of Ukraine to protect and provide state services and assistance to the citizens of Ukraine fleeing the war. The project prioritises actions in the Czech Republic, Germany and Poland, the three countries currently hosting the majority of Ukrainian nationals under temporary protection. A Memorandum of Understanding (MoU) with the Ministry of Foreign Affairs of Ukraine is currently under preparation and awaiting signature.

Ministers of the Prague Process states adopt a Joint Declaration and Action Plan to boost cooperation on migration

On 24 - 25 October 2022, at the Fourth Prague Process Ministerial Conference, Ministers and high-level officials from the Prague Process countries endorsed a Joint Declaration and Action Plan 2023-2027, which shall sustain and expand the Prague Process cooperation in the coming years. Organised by the Czech Presidency of the Council of the European Union in Prague, the conference allowed the Parties to discuss the most pressing migration issues and agree on a joint way forward in addressing them.

Ukraine Consultation Centres - Supporting Ukrainian Citizens Abroad

After Russia's military aggression against Ukraine in 2022, millions of Ukrainians sought refuge in EU countries. To assist them, the EU Council activated the Temporary Protection Directive, granting access to healthcare, accommodation, employment, education, and social protection. Despite ongoing war, Ukrainian refugees face challenges in settling and rebuilding their lives. The RRR-MFA/SMS project, funded by Germany and the Czech Republic, established Ukrainian Consultation Centers in Germany, Poland, and the Czech Republic. We interviewed the project team to learn more about this flagship initiative.

ICMPD opens three Ukrainian Consultation Centres in Prague, Berlin and Gdansk

In May 2023, ICMPD’s Eastern Europe and Central Asia Regional Office established three Ukrainian Consultation Centres in Poland, Germany and the Czech Republic within the framework of the RRR-MFA/SMS (Resilience, Reinforcement and Recovery of Ukrainian Migration and Consular Services) project. The project is funded by the Ministry of Interior of Germany and the Ministry of Interior of the Czech Republic and implemented by ICMPD.

KOMPLEKS Project: Study Visit to Prague

NAVRR Project enhances the community engagement of Türkiye’s National Assisted Voluntary Return and Reintegration Mechanism

On 22-23 February 2024, the NAVRR project organised a dynamic workshop on the establishment of the Community Engagement Programme, in a collaborative effort between ICMPD and the Presidency of Migration Management. The event brought together key stakeholders including representatives from the Presidency of Migration Management, the Ministry of Foreign Affairs, the Turkish Cooperation and Coordination Agency, the Turkish Red Crescent, and local NGOs.

SCOP 3.1 project carries out a Border Assessment Mission in Moldova

On 19-23 February, Moldova hosted a border assessment exercise carried out by ICMPD experts within the framework of SCOP 3.1 project. The purpose was to take stock of current infrastructure, equipment, and training needs along Integrated Border Management (IBM) key areas. 

Attracting Young Talents Contest kicks off under the scope of the EU Scholarships Project
